PERFORMANCE WORK STATEMENT
FOR
DELIVERY, SETUP, AND REMOVAL OF
EVENT TENTS FOR DOVER AFB AIRSHOW
PERFORMANCE WORK STATEMENT DOVER AFB, DE
AIR SHOW TENTS/TABLES/CHAIRS RENTAL
1.0 SCOPE OF WORK: This contract is for Airshow tent rental on 15 May 2024 starting at 12:00pm to include delivery, setup, teardown and removal. Teardown and removal of tents could start as early as 5:30pm on 19 May but must be completed by 1:00pm on 20 May 2024. The contractor is to provide these services in a manner that will ensure the safety and general wellbeing of Airshow attendees. The contractor shall provide all personnel, equipment, tools, materials, supervision, licenses, quality control, and other items and services necessary to complete this contract. The Contractor shall comply with all Federal, State, and local laws and regulations.
2.0 HOURS OF OPERATION: All event tents will be delivered and installed at predetermined locations at Dover AFB on 15 May 2024 between the hours of 7:30am and 7:30pm. Following the event, the tents will be removed between the hours of 7:30am and 7:30pm and must be completely removed from the flightline area by 1:00 pm on 20 May 2024. Any deviations from this schedule will be coordinated with the Contracting Officer Representative or the Contracting Officer. 3.0 LOCATION: All work on this contract shall be performed on Dover AFB, DE 19902.
4.0 DESCRIPTION OF WORK: Dover AFB Airshow 2024, event tents will be delivered to and installed at pre-designated locations on the airshow flight line (concrete surface) on 15 May 2024 by contractor personnel. The tents Following the Airshow event, all tents and associated appurtenances will be disassembled and removed by 1300 hours on 20 May 2024 by contractor personnel. The equipment used and the method for anchoring tents for setup must not damage the airfield or taxiways in any manner. Any ballast weighted anchoring system used by the contractor for the tent setup must be of the proper design and weight to maintain the integrity of the erected tents in heavy wind conditions. Any ballast weights used must be covered to provide a professional appearance. Any damage to the airfield or taxiways will be repaired at the expense of the contractor. It is the contractor’s responsibility to ensure any and all items installed comprise of a complete, clean, and usable system for the duration of the airshow. The tents should be cleaned to a presentable condition prior to the event. See the deliverables table below with sizes/details of tents and other equipment requested.
Note: A map will be provided showing where to setup the tents according to the size of the tent.
5.0 EQUIPMENT: The contractor shall provide all equipment and supplies required to complete the work. Expendable items provided to the contractor by the Government due to poor planning of stock will be reimbursed to the Government by means of a deduction in the final billing using local market value. The Government reserves the right to deduct all costs associated with those units deemed nonfunctional during the Dover AFB Airshow 2024.
6.0 VEHICLES: The contractor shall provide all vehicles necessary to complete this contract. The contractor shall be able to transport all equipment, materials, supplies, and personnel to and from the job site to perform the required services.
7.0 WORKING CONDITIONS: The contractor shall comply with all federal, state, and local laws pertaining to safety and fire codes.
8.0 CONTRACTOR EMPLOYEES: The contractor’s foreman or representative(s) shall present a neat appearance and shall have the capability of speaking and understanding the English language. The Contractor shall identify an employee who has the authority to act on all contractual matters. The employee shall be present and available to be contacted by cellular telephone during the performance of delivery, setup, breakdown and return of the tents. The government point of contact during the Airshow to include setup and teardown will be MSgt Kelly at cell# (302) 363-9236.
The Contractor shall not employ persons for work on this contract who are identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
All Contractor personnel must pass a background check 14 days prior to base access requirement and will not be permitted on Dover AFB if background check comes back rejected due to cause.
9.0 SPECIAL REQUIREMENTS: N/A
10.0 BASE SECURITY REQUIREMENTS. The Contractor’s employees, performing tent setup and teardown services within secured areas at Dover AFB, shall be escorted by base personnel. Vehicle registration, proof of insurance, and a valid driver's license must be presented for all vehicles to enter Dover AFB commercial gate and will be escorted from the commercial gate by base personnel to drop off and pickup locations. The Contractor shall verify all employees have a valid driver’s license or State issued identification card for base access. Additionally, the contractors employees must have the required training and certifications to comply with all federal, state, and local environmental requirements and/or laws prior to entering Dover AFB.
11.0 SAFETY. The Contractor shall conform to all safety regulations to include but not limited to the Occupational Safety and Health Administration (OSHA).
