PERFORMANCE WORK STATEMENT (PWS)
1. Description of Services. This is a non-personal service contract. The contractor shall provide certified personnel, fitness routines, class administration and music to verify functionality of equipment and conduct aerobics and group cycling classes at the Peterson Space Force Base (PSFB) Fitness & Sports Center.
1.1. Group Exercise Certified Instructors. The contractor shall ensure group exercise instructors, hereinafter referred to as instructors, meet the requirements of certification, training, conduct, and knowledge as required by each certification program in accordance with (IAW) AFI 34-266, Para 3.2.7 Group exercise instructors must have and maintain a primary instructor certification by a DoD recognized organization (See Appendix A). Instructors must obtain the additional necessary specialized training and certifications for specialized classes such as step, cycling, and kickboxing fitness. Group exercise instructors must maintain current first aid certification and either the American Heart Association’s Basic Lifesaving automatic external defibrillator or the cardiopulmonary resuscitation certification. Instructors will provide a copy of their certifications and CPR/First Aid training card to the Program Manager or designated representative prior to instructing the first class and as their certifications and cards are renewed. The Program Manager will keep a copy of the certifications and cards on file.
1.2. Aerobics Class Schedule. The contractor shall provide group exercise instructors to perform aerobics classes at Peterson SFB on the schedule days and times found in Table 1. NO CLASSES conducted on Federal Holidays or designated Family Days. Classes may be interrupted or canceled during Military Exercises and instructors/customers may simulate real world responses i.e. Shelter in Place and Evacuation procedures. The schedule may be changed with 30 days’ notice by the government. See Table 1 for sample class schedule.
1.2.1. Aerobics Class Types. The types of classes that are required on the aerobics class schedule may include some or all of the following. The government will notify the contractor 30 days or more in advance which of these class types are to be conducted on the class schedule. Class types are subject to change dependent on government needs.

1.3. Group Cycling Class Schedule. The contractor shall provide group exercise instructors to perform group cycling classes at Peterson SFB on the schedule days and times found in Table 1. NO CLASSES conducted on Federal Holidays or designated Family Days. The class schedule above contains estimated classes and frequency. The total classes outlined within the Contract Line Item Numbers (CLINs) are not guaranteed.
1.4. Conduct of Classes.
1.4.1. Room Safety. Doors to the group cycling room are to remain closed during the class unless authorized to be open by the Fitness Staff. Participants must sign in at front counter and receive a pass for the class. Fitness staff will collect passes prior to class starting. Instructors shall not allow class entry to those who do not have a pass or after class has started to allow proper warm up for participants.
1.4.2. Virtual Programming. The contractor shall provide Live Streaming classes in the event of Fitness Center closure during normal operating hours.
1.4.3. Instructor Attire. The contractor shall ensure instructors wear appropriate clothing to maintain a proper image in a military and family fitness facility in accordance with AFI 34-266, para 3.1.4.
Appropriate clothing must be worn to maintain a proper image in a military and family fitness facility.
Attire should be conservative and modest in nature without obscene and offensive language or graphics.
Athletic attire and athletic-type shoes will be worn in all activity and equipment areas. For specific classes (i.e. Yoga) which require participants to be barefoot, footwear may be foregone and adequate sanitary practices should be followed. IAW AFI34-266, para 3.2.1.3. Contractor Attire: Contractors wear uniforms as specified in the government or individual service contract and will be appropriate for the activity as well as for a military environment. Contractor personnel shall present a clean, neat and professional appearance and be easily recognized as contractor personnel. This may be accomplished by wearing distinctive clothing showing the name of the company and the individual or by wearing appropriate badges that contain the company name and employee name and do not interfere with or create a hazard in contract performance. Contractor employees not wearing proper attire will be asked to change into appropriate exercise clothing or leave the facility.
1.4.4. Class Times.
1.4.4.1. Arrival Time. The contractor shall ensure instructors arrive 5-10 minutes prior to class start in time to ensure the functionality of the aerobics/group cycling room and equipment. The instructor shall report concerns to government fitness staff.
1.4.4.2. Start Time. All necessary equipment and supplies shall be in place at the start of the class to ensure classes begin on time. The contractor shall ensure no more than 10% of all classes conducted during the month fail to begin at the published time through fault of the instructor. Fitness Center staff will monitor class start times and document any late starts and the apparent cause. The Government will report late starts to the Contracting Officer Representative (COR) for resolution.
1.4.5. Music. The contractor shall furnish music for aerobics/group cycling classes.
1.4.6. Equipment and Safety. The contractor shall review proper use/familiarity of exercise equipment prior to class and ensure participants follow the rules of the aerobics/group cycling area. Instructors shall monitor the conduct and safety of customers in aerobics/group cycling classes.
1.5. Class Cancellations. The contractor’s management shall notify the Fitness & Sports Center management at least 24 hours in advance, if a class must be cancelled and state the reason. No more than two classes per month shall be cancelled regardless of the reason.
1.6. Class Duration. Total class length for Aerobics & Group Cycling class is one (1) hour. Within that hour, instructors should allow warm up and cool down time for participants.
1.7. Class Limit. The contractor shall ensure instructors are not scheduled to provide more than three classes per day, per instructor.
1.8. Class Schedule. The contractor shall provide a written monthly schedule, to include assigned instructors names, to the COR the month before actual scheduled times. Specific classes requested may change but the scheduled days and times are not expected to deviate.
1.8.1 Federal Holidays and Family Days.

1.9. Quality Control. The contractor shall develop and employ quality of services efforts to ensure contracted services are performed IAW this PWS. The quality efforts employed shall include cause analysis, corrective actions and ensure non-recurrence of defective services.
1.9.1 Quality Records. The contractor shall make quality records available to the government upon request. The records shall indicate the deficiency cause, analysis made, the number and type of deficiencies found, and the nature of corrective action(s) taken as appropriate.
2. Services Summary. The Services Summary (SS) is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other requirements identified in this PWS.

Class Cancellations
Para 1.5. The Fitness & Sports Center management is notified at least 24 hours in advance of cancelled classes. No more than two class cancellations are allowed monthly.
Perform Classes at published times
Para 1.4.4.2. No more than 10% of all classes conducted during the month fail to begin at the published time through fault of the instructor.
3. Government Furnished Property. The Government shall provide the facility and all required equipment except for personal equipment. See Appendix D for full listing of Government Furnished Property.
Spin Room:
Music sound system, 28 spin bikes, 40ft x 40ft room, and water cooler.
Aerobic Room Music sound system, 20 mats, 20 bands, 20 ft x 20 ft room, water cooler, 20 weights (various colors and weights)
4. Base Access.
4.1. Peterson SFB. The contractor shall obtain personal identification passes for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Peterson SFB in accordance with Air Force FAR Supplement (AFFARS) 5352.242-9000. The contractor shall furnish a contractor employee roster / access list, and submit it through the Contracting Officer to the Security Forces Pass and Registration Office, at contract start. The contractor shall update the roster within 10 days of changes and provide to the Government personnel cited above. Contractor employees shall present Vehicle
Registration, proof of insurance, and a valid driver’s license for all vehicles to be registered IAW 21SW Memorandum, PSFB Installation Entry Policy, (most current volume), and AFI 31-204, Air Force Motor Vehicle Traffic Supervision, (Chapters 2-6) (most current volume). Contractors shall obey all base traffic laws.
5. Vehicle Registration and Identification Badges.
5.1. Peterson Space Force Base: The contractor shall apply for an individual identification badge at the Peterson SFB Security Forces Squadron Visitor's Control Center; Bldg 1324 upon employment after access letter is on file with the Security Forces, through Program Manager at the Peterson Fitness & Sports Center.
Whenever an employee is terminated or upon completion or termination of the contract, the Contractor shall collect the individual’s access credentials and turn in NLT the next duty day to Security Forces.
6. Services During Crisis.
The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis is ended, with written notification to follow. Any price change resulting from this crisis will be negotiated in accordance with FAR clauses for "Changes".
7. CONTRACTOR MANPOWER REPORTING REQUIREMENT
The contractor shall report ALL contractor labor hours at all sites (including subcontractor labor hours) required for performance of services provided under this contract. Reporting shall be accomplished for the Contracting Squadron, DoD activity address code (DoDAAC) numbers FA2550[S1] and FA2517, via a secure data collection site. The contractor is required to fill in all required data fields at http:// www.SAM.gov.
Reporting inputs will be for the labor executed during the period of performance (PoP) for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.
Uses and Safeguarding of Information: Information from the secure web site is considered proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency.

APPENDIX B- Sample Description of Classes
Back to Basics: Taking back to the basics this class is circuit based, with low intensity exercises designed to get you moving. Don’t be fooled by "low intensity" you sweat and feel the burn! Great for individuals looking to get back in the gym but, ma y not know where to start.
Bootcamp: work your entire body, heart and muscles, going to and from one exercise to another with no rest. Involves calisthenics and other body weight exercises. Your challenge is to take your body to its limit. You work, you sweat, and best of all, you burn calories like crazy.
Kickboxing: This class consists of box aerobics, kickboxing and martial art moves, put all together in a fast action, exciting and powerful format. Works all major muscle groups to include cardio and can be modified to any fitness level.
Triple Threat: Step intro, kick, and tone in motion to include weights & balls.
Spin Interval: Emphasis on speed, temps, timing and rhythm. Movements may include high rpm pedaling on the flats, acceleration drills and recovery stretches. The goal is to develop the ability to recover quickly after work efforts.
Spin Strength: Hills and more hills, this class is characterized by muscular endurance drills, both seated & standing.
Spin Abs: This class combines traditional spin, with an emphasis on the entire midsection, to give you an intense ab/cardio workout!
Total Body Sculpting: A strength and callisthenic class created to really target an d sculpt each muscle group.
TRX A form of suspension training that uses body weight exercises to develop strength, balance, flexibility and core stability simultaneously.
Yoga: A class designed to improve the health, performance, and mental acuity of athletes or individuals interested in improving their level of fitness.
APPENDIX C- Applicable Publications and Forms
Publications and forms applicable to this Performance-based Work Statement (PWS) are listed below. The contractor has coded publications as mandatory (M) or advisory (A). The contractor shall follow those publications coded as mandatory to the extent (that is, the specific procedure in a paragraph, section, chapter or volume) specified in the PWS. The contractor shall be guided by those coded advisory to the extent necessary to meet requirements in this PWS. At the start of the contract, the Government provides all publications and forms listed. The Government may issue supplements or amendments to listed publications from any organizational level during the life of the contract. The contractor shall keep all issued publications up-to-date. The contractor shall immediately implement those changes in publications that result in a decrease or no change in the contract price. Before implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the administrative contracting officer (ACO) a price proposal for approval. Price proposals shall be submitted within 30 calendar days from the date the contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. The Government will consider changes in the contract price due to supplements and amendments shall be considered under the "Contract Terms and Conditions-Commercial Items" clause. The Government will continue to supply the Government forms needed for daily operations. Upon completion of the contract, the contractor shall return to the Government all issued publications and unused forms.
