PERFORMANCE WORK STATEMENT (PWS)
FOR
SCADA REPAIR
Cannon Air Force Base, New Mexico
Date: Aug 2022
Contract: Pending SCADA Repair Attachment 1
1. DESCRIPTION OF SERVICES. The contractor shall provide all labor, personnel, equipment, tools, materials, transportation, supervision, qualifications and other items and services necessary to restore complete/automated Supervisory Controls and Data Acquisition (SCADA) operations to the Water Plant and associated locations at Cannon Air Force Base (CAFB), New Mexico. The contractor shall perform the requirements of this PWS in compliance with all federal, state, and local laws, regulations and industry standards.
1.1 Requirements. The contractor shall replace or adjust all existing Alerton equipment and expansion control modules to be tied into the existing CAFB SCADA Alerton Network and existing Alerton Server.
1.1.1 Water Treatment Plant – Alarm Dialer:
- Contractor shall update and program 16 Alarms on the SCADA System.
- Contractor shall update and program 16 Voice Recorded Alarm Messages.
- Contractor shall work with CAFB 27 SOCS to confirm functionality dedicated phone number provided by CAFB.
- Contractor shall work with CAFB 27 SOCS to test Alarm Dial-out to CAFB Water Plant Phone numbers up to twelve (12) phone numbers.
1.1.2 Water Treatment Plant:
- Contractor shall provide EMT conduit and wire from existing Alerton Expansion Control Modules to existing Booster Pump-1 for Enable and Status sensors.
- Booster Pump-2 VFD has failed and will be replaced by CAFB.
-- Contractor shall reconnect Enable and Status sensors upon repair.
- Contractor shall replace approximately150 feet of deteriorated EMT conduit and wire in softener room for control of Chlorine Pumps.
- Contractor shall reinstall Chlorine Pump Enable and Status sensors.
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 100GB per month.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall upgrade existing camera NVR Server to TAA and NDAA Compliant System.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
- Contractor shall complete a functional test of programming in VLX to ensure proper operation.
1.1.3 Chavez Sewage Lift Station Facility 9971:
- Contractor shall replace VLX controller with Alerton ACM Controller.
-- Contractor shall Download existing program, modify programming for ACM controller, and install new Program into ACM.
- Contractor shall modify programming for Pumps and Status utilizing existing Alerton Expansion Control Modules.
- Contractor shall utilize existing Tank Level Sensor and shall re-wire to new input on existing Alerton Expansion Control Module and verify operation.
- Contractor shall verify existing Modbus Strings. ACSi shall contact manufacturer of Modbus Gateway on existing equipment to reconfigure parameters to monitor Modbus points.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10 GB per month.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to ACM controller.
- Contractor shall complete a functional test of programming in ACM to ensure proper

- Contractor shall provide and program Current Sensors to be added to Pump 1 and Pump 2 and wired to existing Alerton Expansion Controller.
- Contractor shall provide and program Current Sensors to be added to on site Generator and wired to existing Alerton Expansion Controller.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.5 Lift Station Facilty 101:
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.6 Lift Station Facility115:
- Contractor shall reconnect existing Level, Pump Control, and Pump Status sensors.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor will complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.7 Lift Station Facility 1402:
- Contractor shall modify programming for Pumps and Status utilizing existing Alerton Expansion Control Modules.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.8 Well 2:
- Contractor shall provide and install EMT conduit and wire from existing Alerton Expansion Control Modules to existing Pump VFD for Enable and Status.
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.9 Well 3:

1.1.10 Well 4A:
- Contractor shall reconnect existing Level Sensors.
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter. The pressure tap for the sensor has been removed. CAFB will need to provide Pressure Sensor Tap.
- Contractor will upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.11 Well 5:
- Contractor shall replace approximately 100 feet of deteriorated EMT conduit and wire for control and status of Pump VFD, Chlorine Pumps and Pressure Sensors
- Contractor shall reinstall Pump Enable and Status.
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter. The pressure tap for the sensor has been removed. CAFB will need to provide Pressure Sensor Tap.
- Contractor shall reinstall Chlorine Pump Enable and Status.
- Contractor shall replace and reinstall Well Low Level Alarm to existing Level Alarm Contact.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.12 Well 7:
- Contractor shall remove and replace approximately 50 feet of deteriorated EMT conduit and wire for control and status of Chlorine Pumps.
- Contractor shall remove the Chlorine Pump Control systems from the Alerton Control System Graphical System.
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter. The pressure tap for the sensor has been removed. CAFB will need to provide Pressure Sensor Tap.
- Contractor shall provide and install replacement in ground Tank 1899 level sensor.
- Contractor shall provide conduit and wire from existing Alerton Expansion Control Modules to existing Booster Pump-1 and Pump-2 for Enable and Status.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.13 Well 8:
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter. The pressure tap for the sensor has been removed. CAFB will provide Pressure Sensor Tap.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.1.14 Well 12:
- Contractor shall provide and program Current Sensors to be added to Pump 1 and wired to existing Alerton Expansion Controller.
- Contractor shall modify programming for Pump and Status utilizing existing Alerton Expansion Control Modules.
- Contractor shall replace existing pressure transmitter with a compatible model of Endress and Hauser PMC131-A52F1Q4R, 4-20ma 0-150 PSI transmitter. The pressure tap for the sensor has been removed. CAFB will need to provide Pressure Sensor Tap.
- Contractor shall upgrade existing communication system to Cellular System with a bandwidth limitation of 10GB.
- Contractor shall upgrade existing camera(s) to TAA and NDAA Compliant system.
- Contractor shall complete a point-to-point test for Inputs/Outputs connected to VLX controller.
1.2 Warranty:
Contractor shall provide a 1 year warranty on all new wiring, programming and materials.
Contractor shall identify any additional repair recommendations and shall provide a proposal to the government.
1.3. Utilities: The Government will allow the use of electricity and potable water (subject to availability in the area) for accomplishment of service IAW this PWS.
2. GENERAL INFORMATION.
2.1. Personnel: Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Employees must be clearly able to read, write, speak and understand English.
2.2. CAFB Access: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees. The Pass and Identification Section of 27th Special Operations Security Forces Squadron (27 SOSFS) will provide base entry authorizations/passes to each authorized contractor employee. In addition, contractor personnel wishing to operate a privately-owned vehicle on CAFB must comply with all applicable state and base requirements. Entry authorizations must be renewed as required by the 27 SOSFS Pass and Identification Section. All contractor base pass requests must be sent to the point of contact on the contract from 27th Special Operations Contracting Squadron (27 SOCONS) within 3 business days of the time needed for the pass.
2.3. Retrieving Identification Media: The contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires (e.g., terminated for cause, retirement, etc.).
2.4. Vehicles: The contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance. All vehicles shall be in operable condition. Vehicle repairs, other than emergency repairs, shall not be accomplished on CAFB. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract.
2.4.1. Only qualified operators shall be permitted to operate the vehicles or equipment for work required under this contract. Vehicle/equipment operators shall possess a valid driver’s license.
2.4.2. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicles or privately-owned vehicle while on CAFB.
2.4.3. Traffic Laws. Contractor employees shall comply with all base traffic regulations. The contractor is not permitted to use cell phones on CAFB while operating a moving vehicle, unless the device is hands-free.
2.5. Work Hours: The work hours and work days for the period of performance are 0700 - 1600, Monday through Friday, with the exception of U.S. Federal holidays (listed below).
Additionally, if the contractor needs to work outside of the normal work hours, a request must be submitted to the Contracting Officer (CO) for approval.

2.6. Security Forces and Fire Protection Services: On CAFB: Contact the appropriate agency in case of emergency by dialing 911. If dialing 911 from a cell phone, the call may be automatically routed to an off-base agency, such as the city of Clovis, NM. Be clear about whom you are communicating with and what your situation requires.
2.7. Environmental Management System (EMS): All contractor personnel shall complete EMS Awareness training prior to commencement of any activities. Training is available through the learning management system called The Environmental Awareness Course Hub (TEACH) at https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2f. The contractor shall submit the Awareness Training Certificates of Completion to the CO prior to any on-base performance under this contract. Use of Microsoft Edge, Google Chrome or Mozilla Firefox may be required to print certificates.
2.8. Green Procurement Program (GPP): In performance of this contract, the contractor shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S.
Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
2.9. Hazardous Materials Handling: The contractor shall comply with all Federal, State and Local regulations (including Cannon Air Force Base & Melrose Air Force Range Civilian Contractor Environmental Guide) concerning the use, storage, and reporting of Hazardous Materials (HM). In accordance with AFI 32-7086, Hazardous Materials Management, the contractor shall provide the following information to the CO for all HM to be used:
(1) Product identification or label https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2f
(2) Safety Data Sheet (SDS)
(3) Estimate of quantity to be used
(4) Maximum quantity to be stored
(5) Storage location
2.9.1. The above information must be submitted to the CO on a Cannon AFB Contractor Hazmat Worksheet and Cannon AFB Contractor HM Usage Worksheet. The contractor may not bring HM onto Cannon AFB, nor use HM, until the contractor receives all required authorizations. For definition of HM, the contractor shall refer to FED-STD-313D. HM includes pesticides and cleaning supplies, the Government has final determination for what is considered HM. The contractor shall not use EPA-prohibited chemicals and shall be encouraged to not use products which result in the generation of hazardous waste, air or water pollution. Class I Ozone Depleting Substances shall not be used for any requirement of this contract. The contractor shall maintain a copy of current SDSs readily available to employees for HM in use or being stored.
The contractor shall be OSHA compliant.
2.9.2. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws/regulations come into effect. The contractor shall notify the CO at earliest knowledge of the law/regulation change, and if such a change may affect contract cost.
2.10. Notification of Environmental Spills: If the contractor spills or releases any substance contained in 40 CFR 302, Designation, Reportable Quantities, and Notification into the environment, the contractor or its agent shall immediately report the incident to Cannon AFB Fire Dept. at 911. The liability for the spill or release of such substances rests solely with the Contractor and its agent.
2.11. Safety Requirements: In performing work under this contract, the contractor shall conform to the safety requirements as required by OSHA. The contractor shall provide protection to Government property to prevent damage during the period of time the property is occupied by or in possession of the contractor. The contractor shall record and report promptly (within one hour) to the CO or COR, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.
2.12. Contractor Manpower Reporting Requirements: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no http://www.ecmra.mil/ later than 31 October of each calendar year.
