About this file

This document is an Attachment to a federal contract solicitation (FA460826QC079) that incorporates provisions and clauses by reference and provides selected clauses in full text.

The document establishes the contractual terms and conditions applicable to the procurement. Key provisions include submission requirements for offers (signed and dated by specified deadline, including solicitation number, offeror information, UEI, EFT indicator, and statement of agreement with all terms), a 60-calendar-day offer acceptance period, and evaluation criteria based on price (ranked lowest to highest) with technical evaluation of the three lowest offerors for conformance to requirements. The Government reserves the right to conduct discussions, reject any or all offers, accept other than the lowest offer, and waive informalities. Late offers may be considered only if received before award and if the Contracting Officer determines acceptance would not unduly delay the acquisition. The contract incorporates numerous federal acquisition clauses addressing compensation of former DoD officials, whistleblower rights, covered defense telecommunications equipment prohibitions, Xinjiang Uyghur Autonomous Region procurements, child labor compliance, equal opportunity requirements, Buy American provisions, and sustainable products. Additional requirements address electronic payment submission via Wide Area WorkFlow (WAWF) with specified routing codes (Pay Official DoDAAC F87700, Issue By DoDAAC FA4608, Admin DoDAAC FA4608, Service Acceptor DoDAAC F1G2A2), health and safety compliance on Government installations, base access and identification requirements for contractor personnel, and an ombudsman process for AFGSC acquisitions. The solicitation applies deviations to standard FAR provisions dated 2026-02 and incorporates clauses current as of 2026-03.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offerer whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Price: Offerors will be evaluated based upon price and ranked lowest to highest

Technical: Lowest three offerors will undergo technical evaluation. The quotes will then be evaluated based upon ability to furnish the items requested in the CLINS outlined as well as any attachments associated with this solicitation. If any or all three of the lowest quotes are deemed unacceptable the next lowest quote(s) will be evaluated, and the process will continue until 3 quotes are found to be technically acceptable. If three or less quotes are received, then all quotes received will be sent for technical evaluation

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
