Supply Buy JRD Walk-Behind Rubber Track Carriers
1.0 General
This is a supply buy contract to purchase 2 walk-behind rubber track carriers for the Juneau Ranger District (JRD), Tongass National Forest (TNF), Alaska.
2.0 Background
Track carriers are frequently used to transport gravel, rock, and tools to remote trail and recreation sites in JRD.
These carriers provide transportation of heavy items across rocky, steep, muddy, snowy, and narrow trails.
3.0 Description and Specifications
The contractor shall provide 2 walk-behind, powered, rubber track carriers capable of safely navigating exposed large rocks, roots, and very narrow turn around areas during potential heavy rain and icy/snowy conditions.
The track carriers shall meet the following specifications:
Walk Behind – Provide for a single person operation.
Rubber Tracks – Navigate with ease in tight locations and rough terrain.
Hydraulic Dump Bed – Provide working stability while dumping on uneven surfaces.
Gasoline Powered – Provide for continued remote use without available chargers.
1,000lb Minimum Payload – Able to carry all necessary items. Not too big.
78”L x 32”W x 48”H Maximum Dimensions – Accommodate loading on a truck and narrow trail widths.
500lb Maximum Dry Weight – Provide ease vehicular transportation to site and maneuvering in tight areas.
48” Minimum Bed Length – For safe lumber transport across uneven trails.
The contractor shall provide manufacturer’s specifications and product details, operation and maintenance (O&M) manuals, and warranty information for all items no later than 15 business days after contract award.
All items shall include manufacturer’s warranty against manufacturing defects and workmanship.
4.0 Delivery Information
The contractor shall deliver all items using Free On Board (FOB) destination to the following address no later than 31 March 2025.

The contractor shall notify the CO and COR at least 48-hours prior to delivering the items. No partial shipments will be accepted. No full payments will be authorized until all items have been delivered, inspected, and accepted by the government.
5.0 Contract Type
The Government will award a Firm-Fixed Priced (FFP), Stand-Alone, Supply contract.
6.0 Inspection and Acceptance
All inspections will be conducted at the delivery location specified in Section 4.0 of this document. A Contracting Officer Representative (COR) will be responsible for inspection of the items delivered under this contract to ensure compliance with the terms, conditions, and specifications of the subject contract. The COR has no authority to make any changes to the terms and conditions of the contract.

If the items delivered are in compliance with the terms, conditions and specifications of the contract, the items will be accepted, and the contractor can proceed with invoicing.
If the items delivered are not in compliance with the terms, conditions and specifications of the contract, the COR will immediately notify the CO and items will be rejected. In the event items are rejected, the CO will notify the contractor in writing within 5 business days of the inspection. The contractor shall have 5-10 business days after notification to correct the deficiencies and deliver the items at no cost to the government.
7.0 Invoicing
All contractor invoices shall be submitted via the Invoice Processing Platform (IPP) using contract line item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through IPP. Invoices not submitted via IPP shall not be accepted or paid.
8.0 Payment
Full payment shall not be a condition for delivering the items required in the contract.
The items will be paid in full once the Government receives, inspects, and accepts all the items requested in the contract.
9.0 Warranty
The items shall include a manufacturer warranty against manufacturing defects and workmanship for a period of at least one year.
10.0 Taxes
The federal government is exempt from taxes when purchasing through contracts and orders.
