STATEMENT OF WORK
Provo River Delta Restoration Project –Revegetation Consultation and Oversight, 2023-2024
I. PURPOSE AND SCOPE
The purpose of this contract is to acquire contractor services to provide revegetation oversight and consultation on the implementation of the Provo River Delta Restoration Project (PRDRP) Final
Vegetation Management Plan. The Contractor will provide coordination and oversite of site preparation, seeding, planting, and mulching. The Mitigation Commission, through its partners, private vendors and volunteers will arrange for the revegetation activities to be carried out under the direction of the
Contractor. Work will take place within the 291-acre PRDRP project area located near the confluence of the Provo River and Utah Lake in Utah County, Utah.
II. PERFORMANCE PERIOD
The period of performance is from date of award of the Task Order through March 1, 2025.
III. BACKGROUND
Construction on the PRDRP was initiated in the Spring of 2020 and revegetation efforts followed later that fall. Revegetation was guided by the PRDRP Final Vegetation Management Plan and continued each successive fall through 2022. Revegetation included plant translocations during construction, seeding, and planting of a mix of approved species as specified in the PRDRP Final Vegetation Management Plan.
Work has been accomplished under the supervision and direction of a consultant with revegetation expertise. The Mitigation Commission’s contract with that consultant expired in 2022.This contract provides continued oversight and consultation regarding implementation of the Vegetation
Management Plan.
IV. Tasks Revegetation Oversight: Oversee implementation of approved revegetation plans to ensure that revegetation outcomes meet project objectives.
The Contractor shall coordinate and oversee implementation of site preparation, seeding, planting, and mulching described in the Final Vegetation Plan which was developed to maximize the probability that revegetation outcomes meet project objectives. Revegetation implementation is expected to occur during the late fall of 2023 and again in the late fall of 2024 when conditions are appropriate for seeding and planting. The exact dates of specific seeding and planting activities will be coordinated by the
Contractor, with approval from the Mitigation Commission, its partners, and contractors. The Contractor shall oversee implementation of revegetation activities by coordinating with crews conducting site preparation, seeding, planting, and mulching to ensure the Revegetation Plan is being followed.
Revegetation implementation (site preparation, seeding, planting, and mulching) will primarily be carried out by crews or vendors arranged separately by the Commission or its partners, and seed and plant materials will be procured by the Commission or partners separately from this contract.
Seeding
• The Contractor shall be responsible for coordinating and overseeing the 2023 and 2024 seeding effort. Seeding will be accomplished in large part by the Utah Division of Wildlife Resources and to a lesser extent, by the Mitigation Commission, volunteers, and the Contractor. Two iterations of a seeding map shall be prepared by the Contractor (except as noted below) for both 2023 and
2024.
o Preliminary Seeding Map – Prepared in the early spring the primary purpose of which is to prepare a seed order. The Preliminary Seeding Map will identify areas to be seeded in the fall, the approximate area (acres) and the seed mix for each of the seeding areas.
The Preliminary Seeding Map for 2023 has been completed and is not a required deliverable under this contract.
o As-Seeded Map – Prepared within two weeks of the substantial completion of the seeding effort. The As Seeded Map documents the actual areas seeded, and seed mix used in each seeding area.
• The Preliminary Seeding Map has been prepared for the Spring of 2023. The Contractor shall prepare the Preliminary Seeding Map for the Spring of 2024. The Seed Order has been placed for 2023. The Contractor shall be responsible to place the Seed Order for 2024. The Contractor will coordinate with the Mitigation Commission to develop and place the 2024 Seed Order with the Utah Department of Natural Resources Great Basin Research Center.
• The Contractor will conduct a minor amount of seeding in areas where drill seed equipment cannot access and in conjunction with other on-site oversight subtasks. The amount of work under this subtask is expected to be minor relative to other subtasks, as the bulk of revegetation will be carried out by crews or vendors arranged separately by the Commission or its partners.
• Coordinate with the Mitigation Commission and their partners in the development of a hydro-mulching order (quantity, location, and dates). Once developed, the Mitigation Commission or its partners will place the hydro-mulching order.
• The Contractor shall be on site for a minimum of 50% of active seeding days to oversee and help coordinate and orient crews or vendors arranged separately by the Commission or its partners doing the seeding and hydro-mulching.
Planting
• Plants materials have been procured by the Mitigation Commission for planting in the fall of
2023 and 2024 from two different growers: Intermountain Aquatics and Spring Creek Nursery.
The quantities and species of plants to be provided by each grower are shown in the attached
Planting Contracts Quantities and Species Spreadsheet.
• A pre-planting site-visit has been contracted for with Intermountain Aquatics in both 2023 and
2024. The 2023 site visit has already been scheduled and will happen without the Contractor.
For 2024, the Contractor will coordinate with the Mitigation Commission to schedule a pre-planting site-visit with Intermountain Aquatics in the weeks leading up to delivery and planting of plants which typically occurs in the late fall. The purpose of the pre-planting site-visit is to discuss and review planting areas, staging areas, access, logistics, and scheduling. The site-visit typically requires approximately one-half day of field time.
• Two iterations of a planting map are required.
o Planting Implementation Map – Prepared in the early Fall the primary purpose of which is to identify planting areas, zones within the planting areas where different species will be planted, staging areas and access. (Only required for 2024) o As-Planted Map – Prepared within two weeks of the substantial completion of the planting effort. The As-Planted Map documents the actual areas planted, and species planted in different zones of each planting area. (Required for both 2023 and 2024)
• The Contractor will coordinate the delivery of plants with the growers such that the required numbers and species of plants are efficiently staged near each planting area. The Contractor shall work with the growing contractors and coordinate the planting of the plants. It is the responsibility of the growing/planting contractors to, “maintain healthy plants up to the point in which plants are installed according to the specifications. In order to maintain healthy plants during the installation phase of the project, it may require the contractor to deliver plants over a period of several days.” The Contractor shall work cooperatively with the growing/planting contractors to schedule and install plants in a timeframe to achieve this objective.
• The Contractor is responsible for the final layout of plants based on elevation, aspect, hydrology, soil types and other factors that maximizes the plants’ chance of survival. The final planting is the responsibility of the growers under the direction and supervision of the Contractor.
• The Contractor shall be on site for a minimum of 70% of active planting days to help coordinate and orient revegetation vendor/crews and flag, mark, and physically lay out plant installation locations and flag/mark planting areas.
• The Contractor shall inspect plant materials and planting and advise Commission regarding suitability of delivered materials and services. Only Commission employees are authorized to accept or reject seed and plant materials.
• The Contractor shall arrange and conduct a final inspection of the revegetation work with the
Mitigation Commission and other partners or contractors as appropriate.
Monitoring and Reporting
• Utilize already established photo monitoring points to continue documenting revegetation activities photographically and shall also document final, seeded and planting areas. Repeat photos shall be taken at the established photo points identified as per Appendix B of the 2021
Interim Construction Record Report for the PRDRP. Observations, photos, and recommendations made during these site visits shall be documented in the Final Reports and used to inform and improve revegetation methods during the next planting season and similar restoration efforts.
• Prepare Final Reports (2023 and 2024) identifying the locations, quantities, and species of planted and seeded areas during the revegetation period. The As-Seeded and As-Planted maps should be included in the Final Report.
