Description:

This requirement is for PRC-117G MUOS software upgrades and equipment. The 1st Helicopter Squadron requires requires both the Multi

User Objective System (MUOS) firmware and MUOS-capable antenna/diplexer kits to communicate with the UH-1N fleet. The software and associated equipment is required to sustain operations as the MUOS radio network is part of the DoD Cryptological Modernization initiative. Please refer to Attachment 2 to this Combined Synopsis/Solicitation for Salient Characteristics.

The Government intends to award a Firm Fixed Price contract for the following:

Requirement Information

General Information

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

All instructions, templates, and formats contained herein shall explicitly be adhered to; otherwise, a quote is determined to be incomplete and shall not be considered for award.

If you are the apparent awardee, the Government will notify you immediately by sending a copy of the contract for your signature. The signed contract shall be returned to the Government within 48 hours once it is received and will then be distributed once the contract is countersigned by the Contracting Officer and awarded. If you do not meet the required deadline, the Government reserves the right to award to the next technically acceptable offeror.

1. Quotes in response to this solicitation must be submitted via email to the POC and Contracting Officer listed above no later than the established deadline.

Do not post offers to SAM.gov. Failure to respond to both emails may result in being technically unacceptable. All interested parties must be registered in System for Award Management (SAM.gov) in order to receive an award.

Instructions to Offerors

FAR provision 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR

12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

- Technical Acceptability (evaluated through quote being in accordance with solicitation and Salient Characteristics)

- Delivery Date

(b) A written notice of award or acceptance of an offer, emailed to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
