About this file
This document is a detailed Requirements Statement for the Air Force Security Forces Standardized Plate Carrier, specifying comprehensive technical and performance specifications for a protective carrier system. The document outlines 20 specific requirements, including construction materials (Mil Spec Cordura exterior, antimicrobial mesh interior), ballistic protection capabilities (NIJ-certified Level IIIA soft armor, compatibility with Enhanced Small Arms Protective Inserts), and design features such as a single-hand quick release mechanism, reinforced drag handle, and MOLLE/PALS webbing compatibility. Additional specifications include color options (Coyote Tan, Operational Camouflage Pattern, Tactical Black), Near Infrared spectral reflectance treatment, and compliance with the Berry Amendment regarding domestic commodity procurement.
The plate carrier is specifically designed for Security Forces personnel, with unique features like a female-specific design accommodating body structure without compromising motion, sizing ranges from 383cm2 to 833cm2, optional attachments for side plates and communication equipment, and routing systems for hydration and communication tubes. The document emphasizes performance attributes including durability, comfort, modularity, and adaptability, with technical details covering material treatments, thread end specifications, and protective capabilities that allow simultaneous soft and hard armor integration while maintaining full range of motion and ergonomic performance.

Air Force Security Forces Equipment Branch
Security Forces Standardized Plate Carrier Requirements
The Standardized Security Forces Plate Carrier shall:
1. Have an outside-facing surface constructed of Mil Spec Cordura.
2. Have an inside-facing surface that is padded and channeled to allow comfort and breathability and must be constructed of antimicrobial and flame resistant mesh material.
3. Be packaged with NIJ-certified Level IIIA ballistic inserts (soft armor) and:
3.1. Come in female design which accommodates natural female shape and body structure without compromising full range of motion, support or excessive breast tissue compression.
3.2. Provide full torso coverage without compromise to full range of motion and be available in sizing ranging from 383cm2/150in2 to 833cm2/328in2
Accommodate Enhanced Small Arms Protective Inserts (E-SAPI) on front and back of the carrier simultaneously with soft armor, increasing protection level to NIJ-certified Type IV.
Contain hard plate pockets on the outside portion of the carrier shell to increase comfort.
Additionally, pockets must conform to the shape of the E-SAPI plate to prevent side spall, movement or movement without compromising range of motion, comfort, ergonomics, or performance.
Feature single-hand operation release system for rapid removal via a quick release mechanism releasing at the shoulders and cummerbund. Must have buckles at detach points located at each shoulder and each side of the waist. Detach points must be thoroughly secured/housed to prevent inadvertent release.
Feature heavy duty reinforced rear drag handle.
Accommodate optional side E SAPI, collar/yoke, throat, bicep/deltoid attachments.
Include communications cable and hydration tube routing system to accommodate tubing 3mm to 13mm in diameter.
Utilize cummerbund adjustment and adjustment area must be covered (i.e. lace or Velcro adjustment on the rear of the vest covered by exterior panel).
Be equipped with Pouch Attachment Ladder System (PALS) webbing on front, back and side surfaces with reinforced stitching to resist tear.
Be fully modular with standard Modular Lightweight Load-Carrying Equipment (MOLLE) capability.
Be constructed of stitching and material stitched to reduce snag hazards, ensure durability, and prolong serviceability.
Contain oven and dyed materials turned under, heat sealed and/or bound with binding tape to prevent defects that affect performance or durability.
Be available in:
Coyote Tan Operational Camouflage Pattern (OCP) Tactical Black
Fade/scratch resistant, water resistant and hand washable.
Consist of Thread ends trimmed to 1/16 inch maximum.
Be treated for Near Infrared spectral Reflectance (NIR) (NOTE: Tactical Black is exempt from NIR capabilities )
Include low profile shoulder straps with optional shoulder pad accessory.
Be compliant with DFARS 252.225-7012 Preference for Certain Domestic Commodities (Berry Amendment).
