PERFORMANCE WORK STATEMENT (PWS)

Non-Personal Services Contract for Education Advisor (RAF Mildenhall)

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include the Air University (AU) testing programs, Defense of Defense language exams, Federal Aviation Administration (FAA) Airman Knowledge Testing

(AKT) program and Pearson VUE Professional Certification Examination Testing. Also provide academic advisement, information, guidance and preparation of documents associated with the services provided and administrative duties as assigned.

2. QUALIFICATIONS: A baccalaureate degree from an accredited American college or university is required. Have a minimum of 15 semester hours in social sciences, education or a related discipline or a minimum of one (1) year work or volunteer experience pertaining to academic advising covering all applicable needs spanning basic educational skills to graduate level degrees.

Excellent customer service skills and verbal communication skills are essential. A minimum practical experience of one (1) year with computer operations and be competent on the use of Microsoft programs: Word, Excel, Outlook, PowerPoint, Publisher is essential. Resumes and transcripts are suitable ways to show requirements are met and should be submitted with proposal packages to the

48th Contracting Office on RAF Lakenheath.

3. SERVICES SUMMARY: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement.

4. WORK UNITS/DAYS: A total of 1664 hrs are required for each FY services are supplied. Unit definition: (1) Unit is equivalent to one (1) hour. Services are to be performed Monday through

Friday and daily work schedule shall be in accordance with established Education Center testing periods and academic advising scheduling blocks. This will typically be four (4) hrs on a Monday

(1200-1600), eight (8) hrs per day, Tuesday through Thursday (0800-1630) and four (4) hrs on a

Friday (0800-1200). The Education and Training Section (ETS) Chief or authorized designee shall determine the number of units required each week and shall notify the contractor with the intended schedule no later than five (5) working days prior to the designated work session. The contractor shall notify the ETS Chief or authorized designee within two working days of acceptance or request a modification to the proposed schedule. Any changes to the agreed upon schedule thereafter shall be jointly agreed upon by the ETS Chief or authorized designee and the contractor. It is estimated that

24-32 hrs will be required per week. The contractor will not be required to work USAFE

Family/Goal Days, when the office is closed, or outside of normal office working hours.

5. GUIDELINES: All tasks shall be accomplished in accordance with AFI 36-2469, Air Force

Voluntary Education Program, 1 October 2014 (GM Date 29 May 2020) and all other pertinent Air

Force, Air University and local command policies and publications. Contractor must read AFI 36-

2649, Air Force Voluntary Education Program, 1 October 2014, AFI 36-2305, Educational

Classification and Coding Procedures, AFMAN 36-2032, Military Recruiting and Accessions (27 Sep

2019) and become thoroughly familiar with the CCAF Catalog and Advisor’s Handbook, as well as all on base schools and degree programs within the first week of employment. Contractor must also read AFI 36-2649, Air Force Voluntary Education Program, 1 October 2014, Air University Test

Control Facility (AU TCF) Guide, DLPT Test Administration Guide, FAA Order 8080.6G and

Pearson VUE training during the first week of employment and prior to the administration of any testing sessions. The AFIs will be made available upon request (available through online reference material). The handbook, guides, school catalogs and other resources listed above will be made available by the Test Control Officer (TCO) or Education Services Officer (ESO) in either hard copy or online and will be available in the Education Services office.

6. BASE NETWORK ACCESS: Access to military base network and e-mail accounts will be necessary in the performance of duties.

a. If required, the government shall initiate the necessary security clearance paperwork for the background clearance check.

b. Contractor personnel must have, or be qualified to obtain, a favorable National Agency

Clearance (NAC) check in order to obtain a CAC (Common Access Card) card and LAN access. Cost for security clearances for CAC card will be paid for by Government. No more than three (3) primary contract personnel and two (2) substitute contractors will receive CACs during the lifetime of the contract at the Governments expense. Any additional security clearances required other than the five (5) already stated, will be at the expense of the contractor.

7. SECURITY REQUIREMENTS

a. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, DoD

Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

b. Reporting Requirements. Contractor personnel shall report to the ETS Chief or authorized designee or security police any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel or resources.

c. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

d. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

i. The contractor shall immediately report to the ETS Chief or authorized designee any occurrences of lost key(s).

ii. In the event the contractor loses the key(s), the government reserves the right to replace the lock(s) and or key(s) at the contractor’s expense.

iii. The contractor shall not issue key(s) to unauthorized personnel.

e. Lock Combinations. (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the ETS Chief or authorized designee. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded.

8. SPECIAL REQUIREMENT:

a. Contractor must fulfil the prescheduled sessions (days/times) throughout the duration of the contract, SS-1. Para 3. identifies performance objectives and acceptable level of service to meet performance requirement. The contractor shall ensure that they provide a contract employee to support this requirement at all times, providing support for annual leave, sick leave and temporary duty locations for all positions providing customer service within the

Education Services office.

b. Contractor must successfully complete training and on-line examination for all proctored tests as identified by the Test Control Officer (TCO) and in the Mildenhall Test Center, Standard Operating Procedure (SOP) folder within two weeks of assuming position.

c. In performance of contract requirements, contractor is authorized access to AU, DLPT, FAA and Pearson VUE examinations and to the security container in which they may be held.

d. Contractor must remain physically present during the entire test session unless relieved by an appropriate authority.

9. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment necessary for the contractor’s performance of their contractual duties.

10. SPECIFIC TASKS- TEST PROCTOR: Is responsible for administering the following categories of tests to eligible military and civilian personnel and their dependents as authorized by Air

University, DLPT, USAFE and local regulations, FAA regulations and Pearson VUE policy and procedures. Tests will be administered in accordance with these instructions and Mildenhall Test

Center Standard Operating Procedures (SOP) to ensure no possibility of test compromise. (NOTE:

additional tests may be added as needed):

a. All Air University course examinations including but not necessarily limited to those for

NCO-DLC and SNCO-DLC, AWC, ACSC and SOS.

b. All DLPT/DLAB examinations.

c. Federal Aviation Association (FAA) program examinations.

d. Pearson VUE examinations.

e. Tests requested to be administered to eligible personnel, such as ADLS proctored end-of-course tests.

f. Any test required by the Air Force that is not normally administered through the local military test control officer.

g. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the ESO.

11. RELATED ADMINISTRATIVE TASKS: The following tasks are elements of performance that must be performed in conjunction with and in addition to the actual test administration.

a. Check room prior to testing to ensure proper spacing between desks and that adequate lighting, heat, and air circulation exist. Ensure testing office and testing room are kept in a condition conducive to good test performance.

b. Print test log from AFAEMS and set up testing computers / withdraw any test exams from safe prior to start of each test session.

c. Require all examinees to present official picture identification before allowing them to test.

d. Check information for on-line exams: PearsonVue/PME(AUSIS)/DLPT/FAA/CDSAR to ensure registered and correct tests unlocked.

e. Maintain official test logs, showing the individual’s name and the test title for all test administrations. Ensure each student signs this log prior to being administered a test and that all entries are complete and legible.

f. Instruct all examinees at the beginning of each session as follows:

i. To read carefully and follow instructions exactly as they are printed in the test booklet.

ii. To adhere to any prescribed time limits. The contractor shall ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.

g. Batch E-exam files from computers and upload to relevant site as per Testing SOP; verify scores have posted to applicable records.

h. Check each reusable answer booklet as it is returned for marks and erase them completely.

Check all booklets for missing pages and enter the time they are returned in the test log.

i. Complete safe and test office security forms at close of each test session. Ensure supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe or filing cabinet.

j. Lock safe, close windows and lock testing office doors before leaving the testing office.

k. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.

l. Document all safe access on DD 702. Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports.

m. Notify students within two workdays of receipt of specially ordered and maintain until test has been administered and receipt of the completed test has been verified.

n. Maintain statistical data related to test administration as required by ESO and assist with reports and PowerPoint slides as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for semi-annual and annual reports.

o. Maintain all document and correspondence files in a neat and orderly manner. Separate files by calendar year. Contractor shall be responsible for making file labels and setting up the file for each new calendar year.

p. Process all necessary paperwork required for optimum operation of testing program.

q. Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the ETS Chief or authorized designee.

r. Check testing org box for emails and respond to enquiries within 2 working days of receipt.

s. Schedule requested exams within 2 working days of receipt.

t. Provides weekly report on all testing activities to ETS Chief or authorized designee.

12. SPECIFIC TASKS- ACADEMIC ADVISOR:

a. Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing basic skills, undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.

b. Advises eligible personnel on all voluntary off-duty education programs to include but not limited to: the Community College of the Air Force (CCAF), Defense Activity for

Non-Traditional Education Support (DANTES), AF Credentialing Opportunities Online

(AF COOL), Career Skills Program (CSP), officer accession programs and other educational support programs as required by the ETS Chief or authorized designee.

c. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records and submit counseling notes for all actions on student records.

i. Check AFAEMS throughout the session for pending Tuition Assistance (TA) docs and process accordingly.

ii. Check AFAEMS throughout the session for pending Education Goal and process accordingly.

iii. Check AFAEMS throughout the session for pending online test schedule requests and process accordingly

d. Thoroughly researches and provides available information to all eligible personnel on financial aid programs including grants, scholarships, tuition assistance, or Veteran’s

Administration benefit programs, to ensure all opportunities have been considered.

Provides guidance to students on completion of all applicable forms/applications.

e. Schedule personnel in AFAEMS for EPME/DLPT/DLAB/FAA and PEARSONVue tests in Education Testing Center within one (1) working day of receiving request, checking

AUSIS/CDSAR where relevant and annotating in AFAEMS test schedule.

f. Respond to e-mail queries and follow up with telephone queries within two (2) working days of receipt.

i. Check RAF Mildenhall Education Office email org box for email enquiries responding within two (2) working days of receipt.

g. Advises eligible personnel of Professional Military Education (NCO DLC, SNCO DLC, SOS, ACSC, and AWC) programs available for enlisted personnel and officers by correspondence or in seminar format and provide information for self-enrolment for appropriate programs.

h. Provides information and evaluates individual’s potential and eligibility for a multitude of Air Force commissioning programs to include (but not necessarily limited to): IPAP, NECP, LEAD, SOAR, ASCP, OTS, USAFA LEAD etc. Assists personnel in all phases of the application process including coordination with appropriate installation, staff agencies, and higher headquarters as required. Serves as liaison between applicant and appropriate agency in resolution of conflicts.

i. Provides support when required for briefings on Education Services programs to FTAC, Informed Decision, Heart Link, PDC, and other briefings as needed. IAW AFI 36-2649, Air Force Voluntary Education Program, 1 October 2014.

j. Provides advice and enrollment assistance on all educational services available on the installation, through distance education, or in the local community. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.

k. Advises students on DANTES tests that are applicable to their programs of study.

Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process.

l. Assists AF member in updating education level codes on review of appropriate documentation.

m. Conducts follow-up and outreach activities (phone calls, mail-outs, emails) at the direction of the ETS Chief or authorized designee, to encourage individual students in meeting their educational objectives.

n. Prepares all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the ETS Chief or authorized designee and assists with reports and other administrative tasks as requested.

o. Help to plan and execute CCAF graduation ceremonies as part of the Graduation

Committee. Provides ETS Chief or authorized designee with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates, providing weekly updates via email up to the day of the ceremony.

p. Assists with publishing the Education newsletter, updating the education opportunities handouts and fliers as needed, and support in maintaining information on the local Air

Force Virtual Education Center website.

q. Maintains a log of all counseling sessions.

r. During scheduled unit, when not advising students, contractor may be required to assist in other program related administrative work.

13. PAYMENT: The contractor will submit his/her invoice on a monthly basis to the Education

Resource Management Section, or his/her designee not later than three (3) work days after the end of each month. The contractor will also submit one (1) copy of each daily counseling log when submitting invoice for payment. Payment will be made on a monthly basis using Wide-Area

Workflow (WAWF).

14. RECOGNIZED HOLIDAYS: The contractor will be expected to work on U.K. Holiday when the Education Center is open. The contractor is not required to provide service (except emergencies) on official US holidays and USAFE Family/Goal Days. When a U.S. holiday falls on a Sunday, the following day is also a holiday, when a U.S. holiday falls on a Saturday; the preceding day is also a holiday. The contractor is not deemed mission essential and during base closures caused by inclement weather i.e snow days, the contractor will not be required to work on these occasions.

15. CONTRACT TERMINATION: Services under this contract may be terminated for any breach of security or violation of requirements in Para 7, the Specific Tasks in Para 10, 11 & 12. Any requests for contract termination must be routed through the administering contracting office and ETS

Chief or authorized designee.

16. eCMRA: Contractor Manpower Reporting Application - Section 2330a of title 10, United States

Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year for or on behalf of the Department of

Defense (DoD) by 31 Oct. The inventory must include the number of contractor employees using direct labor hours and associated cost data collected from contractors. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. Contractors for other than Army components can visit https://afcmra.hqda.pentagon.mil/Help/Full_User_Guide.pdf to review user manuals and gain an understanding about the data fields that will be included in the reporting structure that is hosted at http://www.ecmra.mil/. When filling out the required information please utilize "FFBX70 - USAF IN EUROPE" as the UIC if you cannot locate the UIC for this contract among the provided options. Also, the FSC for this specific contract is U009.

17. eCMRA Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of

Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency. In general, the only contracted services excluded from reporting are construction and utilities.
