Global Monitoring Laboratory (GML) Performance Work Statement (PWS)

Solicitation No. – 1305M321QNRMA0054

PURPOSE:

The NOAA Global Monitoring Laboratory (GML) requires a light research aircraft services to support our airborne trace gas measurement program. These aircraft services will complement the capabilities of the light and heavy NOAA research aircraft regularly used by GML and the Chemical Sciences Laboratory (CSL), and provide additional schedule flexibility to respond to opportunities arising on short timescales that are not possible for NOAA operated aircraft. These aircraft services are needed to measure trace gas species to improve our understanding of emissions location, source strength, and seasonality in support of air quality and climate science studies in support of the NOAA mission.

SCOPE OR MISSION:

CSL and GML will use a contracted light research aircraft on scheduled research flights to evaluate the air composition from 500-25,000 feet above ground level. Further, CSL and GML will use a contracted light aircraft to rapidly respond to unscheduled or accidental atmospheric releases, such as the Aliso Canyon blowout, to provide quantified leak rate information to responders, stakeholders, and the public.

As a complement to these successful NOAA aircraft efforts, GML and CSL additionally require the use of contract flights on an as-needed and ongoing basis to accomplish its mission. The use of contract aircraft will permit schedule flexibility, will provide access to sources throughout a calendar year, and be on call for atmospheric measurements in response to major unplanned releases to the atmosphere.

LOCATION OF WORK:

A candidate contractor must have an aircraft that has the capability to respond to the U. S. Department of Commerce, Boulder location for joint work with the ground-based laboratory and measurement sites.

Response time may be within 2-3 hours for the required service. A candidate aircraft must be able to be temporarily redeployed within the CONUS in response to accidental releases or rapid evaluation of emissions from distributed point sources. The candidate aircraft must be instrumented for meteorological data (at a minimum, vector winds, ambient temperature, and ambient pressure, all measured once per second with uncertainties equal to or better than ± 1 m s-1, ±1 K, and ± 10 mb), aircraft position and attitude, and for 1-second or faster measurements of atmospheric carbon dioxide (CO2), methane (CH4).

Total uncertainties on these 1-second data must equal to or better than ± 0.4 ppm and 100 ppt, respectively. This specification will require uncontaminated inlet that allows flow rates between 0.05 and 4 L/min. These data must be provided electronically in quick-look form within 24 hours of each flight for prompt evaluation. Upon consultation, the candidate aircraft must be equipped with un-inlets and space for CSL/GML-provided flight-ready chemical measurement and sampling instrumentation, subject to aircraft space, weight, power, and safety-of-flight constraints.

WORK TO BE PERFORMED

The contractor will conduct research flights as requested to acquire both regular profiles at fixed locations up to 25,000 feet and mission specific flights both in and out the plenary boundary layer which may require special prior FAA approval to fly as low as 500 feet over populated areas . Flight plans will be developed in consultation with GML and CSL and tailored to safely achieve mission objectives taking into account mission objectives which include signal strength, expected variability in time, geographic location, terrain, and wind direction. Flight plans will require low horizontal transects at minimum safe altitudes, typically beginning at 500 feet above ground level (AGL) or in accordance with FAA-permitted minima, through a maximum height of 25,000 above mean sea level (MSL). Following each flight, Attachment 1 - 1305M321QNRMA0054 processed first-look data will be provided electronically to GML or CSL along with a flight summary within 24 hours of landing. Following a flight, additional calibrations and/or analysis of the flight data at the request of GML or CSL may be provided at additional hourly rates specified in the contract.
