PERFORMANCE WORK STATEMENT (PWS)
FOR
BBC HOUSING METER REPAIRS
Cannon Air Force Base, New Mexico
Date: 28 Aug 2025
Contract: Pending BBC Meter Repairs Attachment 1
1. DESCRIPTION OF SERVICES. The contractor shall provide all labor, personnel, equipment, tools, materials, transportation, supervision, qualifications and other items and services necessary to upgrade the existing 5 BBC meter locations to new Badger TFX-5000 series flow meters and replace all Solar site batteries. The contractor shall dispose of old meters offsite with no additional cost to the Government. The contractor shall dispose the old batteries at the Cannon AFB Recycling Center. The recycling center is open Tuesday – Friday from 0800 – 1600, closed for lunch from 1200-1300. It is located in building 2327 near Portales Gate. The contractor shall perform the requirements of this PWS in compliance with all federal, state, and local laws, regulations and industry standards.
Requirements. This requirement is for the replacement of the water meters and associated solar batteries at the Balfour Beatty Housing Complex. Replacement meters shall have the same or similar salient characteristics as the Badger TFX-5000 water meters. Replacement solar batteries shall have the same or similar salient characteristics as the present solar batteries.
1.1 Warranty:
Contractor shall provide a 1-year warranty on all new wiring, programming and materials.
Contractor shall identify any additional repair recommendations and shall provide a proposal to the government.
1.3. Utilities: The Government will allow the use of electricity and potable water (subject to availability in the area) for accomplishment of service IAW this PWS.
2. GENERAL INFORMATION.
2.1. Personnel: Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Employees must be clearly able to read, write, speak and understand English.
2.2. CAFB Access: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees. The Pass and Identification Section of 27th Special Operations Security Forces Squadron (27 SOSFS) will provide base entry authorizations/passes to each authorized contractor employee. In addition, contractor personnel wishing to operate a privately-owned vehicle on CAFB must comply with all applicable state and base requirements. Entry authorizations must be renewed as required by the 27 SOSFS Pass and Identification Section. All contractor base pass requests must be sent to the point of contact on the contract from 27th Special Operations Contracting Squadron (27 SOCONS) within 3 business days of the time needed for the pass.
2.3. Retrieving Identification Media: The contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires (e.g., terminated for cause, retirement, etc.).

2.4. Vehicles: The contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance. All vehicles shall be in operable condition. Vehicle repairs, other than emergency repairs, shall not be accomplished on CAFB. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract.
2.4.1. Only qualified operators shall be permitted to operate the vehicles or equipment for work required under this contract. Vehicle/equipment operators shall possess a valid driver’s license.
2.4.2. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicles or privately-owned vehicle while on CAFB.
2.4.3. Traffic Laws. Contractor employees shall comply with all base traffic regulations. The contractor is not permitted to use cell phones on CAFB while operating a moving vehicle, unless the device is hands-free.
2.5. Work Hours: The work hours and work days for the period of performance are 0700 - 1600, Monday through Friday, with the exception of U.S. Federal holidays (listed below).
Additionally, if the contractor needs to work outside of the normal work hours, a request must be submitted to the Contracting Officer (CO) for approval.

2.6. Security Forces and Fire Protection Services: On CAFB: Contact the appropriate agency in case of emergency by dialing 911. If dialing 911 from a cell phone, the call may be automatically routed to an off-base agency, such as the city of Clovis, NM. Be clear about whom you are communicating with and what your situation requires.
2.7. Safety Requirements: In performing work under this contract, the contractor shall conform to the safety requirements as required by OSHA. The contractor shall provide protection to Government property to prevent damage during the period of time the property is occupied by or in possession of the contractor. The contractor shall record and report promptly (within one hour) to the CO or COR, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.
