Project Title Geophysical survey of 20 acres site in Sheridan County, Kansas
General Information
1.0 Background and Purpose
Provide an overview of the program or initiative, including goals and objectives, phases of the initiatives or requirement.
Geophysical survey is a non-ground disturbing survey method utilized primarily for identifying subsurface features such as buried utilities, water resources, foundations, and archaeological sites. The Kansas NRCS has a recurring intermittent need, on a context dependent basis, for the application of geophysical methodology when interrogating project areas of potential affect for significant archaeological deposits and features or human remains or burials as part of routine Section 106 investigations. Geophysical technology is ideal for near surface (less than or equal to 6 vertical feet) investigations, where a majority of the agency’s conservation practices are installed; however, most geophysical methods can identify subsurface anomalies deeper than 6 feet. Geophysical surveys are more comprehensive than traditional shovel testing and/or pedestrian surface archaeological survey methods, which consistently fail to produce a complete picture of the subsurface and are limited to normally the first maximum 2 vertical feet below the ground surface. Also, these more technologically nuanced methods are faster and cheaper than the more labor-intensive shovel testing methods.

Contractor Requirements
3.0 Technical Requirements / Tasks
State each objective, task, or activity. Identify expected or desired outcome(s). Include provisions for the contractor to comply with all relevant quality standards. Identify any specific skill requirements needed to successfully complete the work.
Use Ground Penetrating Radar, Magnetic, and Electrical Resistivity to conduct geophysical survey of 20-acre site in Sheridan County, Kansas to assess presence and location of archeological features within 6 vertical feet below ground surface.
4.0 Deliverable / Schedule
All written deliverables shall be phrased in layperson language.
Key Deliverables Item No. Deliverable Objective Due 1 Survey site Assess presence of archeological features below 6 feet of ground surface.
No later than fifteen (15) business days after contract award.
2 Final report Includes data retrieved, interpretation of survey results, and findings of potential archeological features.
No later than eight (8) weeks after contract award.
5.0 Government Furnished
List any government-furnished support, data, property or facilities. Describe government responsibility for reviewing and approving reports and final products generated under the contract. If the contractor will require access to government facilities, identify the facility location and specific area. Identify any federal holidays or other times when access may be restricted.
NRCS will provide location and map of the site to be surveyed to contractor upon award.
6.0 Travel
Identify any travel requirements, locations involved, number of trips (if known), and duration of anticipated travel. Specify responsibility for travel reimbursement, e.g., the contractor or the Government. If the travel will be reimbursed by the Government, discuss the method of reimbursement, e.g., in accordance with Federal/agency travel regulations. State the Government official authorized to approve contractor travel, e.g., the Contracting Officer or Contracting Officer Representative.

Specify if resumes are required and provide resume format if appropriate.
Contractor must have skill level to use required imaging equipment and knowledge to accurately interpret the data.
8.0 Security Requirements
Specify security requirements that apply to the contract performance. Specify the level of clearances required and identify positions that are applicable.
No specific security requirements required.
9.0 Data Rights
If data is to be produced, furnished, acquired, or used in meeting contract requirements, delineate the respective rights and obligations of the government and the contractor regarding the use, production, and disclosure of that data.
NRCS will have exclusive rights to the data but can authorize other use by permission with assurance that Personally Identifiable Information is not released.
10.0 Section 508 - Electronic and Information Technology Standards If information technology is to be acquired, include language describing Section 508 requirements.
Not applicable
11.0 Performance Requirement Measures
Indicate how the government will measure the contractor's performance for specific tasks or work critical to the mission essential items).
Performance will be evaluated on timely completion of the deliverables with accurate interpretation of data. The NRCS Archeologist will monitor and evaluate performance.
Proposal Evaluation If applicable, include Evaluation Factors and any significant Subfactors representing the key areas of importance and emphasis to be considered in the source selection decision.
The source selection for this requirement will be Lowest Price Technically Acceptable (LPTA).
The two technical criteria are:
1) Use of Ground Penetrating Radar, Magnetic, and Electrical Resistivity to conduct geophysical survey, and,
2) Assess presence and location of archaeological features within 6 vertical feet below ground surface.
