PERFORMANCE WORK STATEMENT (PWS)
NON-PERSONAL SERVICES: PROTESTANT MUSIC DIRECTOR & MUSICIAN
CANNON AIR FORCE BASE (CAFB), NEW MEXICO
1.0 DESCRIPTION OF SERVICES
1.1 Scope of Work: The Contractor shall provide non-personal musical direction, musician services, volunteer band leadership, and technical audio-visual coordination for Protestant worship services at Cannon Air Force Base Chapel. Services encompass planning, rehearsing, leading, and accompanying contemporary Protestant worship services, special holy days, and designated pastoral ceremonies.
1.2 Non-Personal Services Status: The Government shall neither supervise contractor personnel nor control the method by which the contractor performs the required tasks. The Contractor shall ensure all personnel perform independently, adhering to performance standards defined herein without direct government command or control.
2.0 MUSICAL FRAMEWORK & CONTEMPORARY WORSHIP DEFINITION
2.1 Contemporary Protestant Worship Definition: For the purposes of this contract, "contemporary Protestant worship music" refers to modern Christian worship styles within the theological and liturgical traditions of mainline/orthodox Protestant Christianity.
Repertoire is characterized by rhythm-driven, vocal-led arrangements commonly reflected in the current Christian Copyright Licensing International (CCLI) Top 100 praise and worship catalog, modern band arrangements, and contemporary arrangements of traditional hymns. The music program is specifically designed to support a pluralistic military chapel congregation grounded in mainline Christian worship traditions; specialized devotional, New Thought, metaphysical, or non-mainline philosophical musical genres are outside the scope of this requirement.
2.2 Suggested Repertoire & Technical Exhibits: Technical Exhibit 1 provides non-binding benchmark examples of contemporary songs, arrangements, and liturgical structures representative of the chapel community's worship preference. These examples serve as guidance to assist the Contractor in understanding typical tempo, thematic focus, and instrumentation; they do not restrict the Contractor’s artistic discretion to propose alternative songs consistent with mainline contemporary Protestant standards.
2.3 Instrumentation Baseline: The contemporary worship format typically integrates lead vocals accompanied by piano/keyboard, acoustic or electric guitar, bass guitar, percussion/drums, and auxiliary volunteer vocalists. The Contractor shall provide primary musical accompaniment via keyboard/piano or acoustic guitar while leading vocal worship.
3.0 CONTRACTOR PERSONNEL QUALIFICATIONS
3.1 Experience & Musical Competence: Contractor personnel performing under this contract shall possess a minimum of three (3) years of documented experience directing, playing instrumental accompaniment (piano/keyboard or acoustic guitar), and leading contemporary Protestant worship within an organized religious community.
3.2 Sight-Reading & Vocal Proficiency: Personnel must demonstrate the ability to read standard musical notation and chord charts (lead sheets), arrange contemporary music for multi-part vocalists and instruments, and lead congregational singing while maintaining pitch, tempo, and band cohesion.
3.3 Sound & AV Software Proficiency: Personnel must demonstrate operating familiarity with church presentation and audio-visual projection software (e.g., Proclaim, ProPresenter, PowerPoint) and digital sound consoles commonly utilized in military chapel facilities.
4.0 SPECIFIC PERFORMANCE REQUIREMENTS
4.1 Sunday Worship Delivery: Provide musical direction, instrumental accompaniment, and vocal leadership for one (1) weekly Protestant Contemporary Worship Service each Sunday morning (normally 60 to 75 minutes in duration) at the Cannon AFB Chapel sanctuary. Music shall start promptly, remain on pitch and in tempo, and follow the agreed liturgical order.
4.2 Weekly Rehearsals: Coordinate and conduct at least one (1) weekly praise team rehearsal of no less than sixty (60) minutes with volunteer musicians and singers.
Rehearsal schedules shall be coordinated with the Lead Faith Group Chaplain at least seven (7) calendar days in advance to ensure chapel facility reservation.
4.3 Liturgical Coordination: Submit proposed weekly song selections, key arrangements, and scripture/theme alignment to the Lead Faith Group Chaplain no later than four (4) calendar days prior to each scheduled service or rehearsal. Selections shall adhere to mainline Protestant Christian theology as defined in paragraph 2.1. Adjust song selections if requested by the Lead Faith Group Chaplain to preserve doctrinal consistency.
4.4 AV & Lyric Projection Readiness: Prepare, format, and load all weekly song lyrics, backgrounds, and video cues into the chapel presentation software. Ensure lyric synchronization conforms to CCLI display requirements. Complete sound checks and projection verification no later than thirty (30) minutes prior to service commencement.
4.5 Special & Holy Day Services: Provide musical accompaniment and direction for up to ten (10) special services per fiscal year (e.g., Christmas Eve, Ash Wednesday, Holy Week, Easter Sunrise, Thanksgiving). The Government will provide written notification at least thirty (30) calendar days in advance for scheduled religious holidays and at least forty-eight
(48) hours in advance for short-notice pastoral ceremonies (e.g., memorial services).
4.6 Volunteer Praise Team Coordination: Serve as musical mentor and rehearsal leader for volunteer praise team participants. Instruct volunteers in vocal blend, tempo, and instrumental dynamics. Ensure volunteers adhere to chapel policies and maintain direct line-of-sight accompaniment for any volunteer awaiting final installation background clearance.
4.7 Annual Music Resourcing List: Submit an annual written recommendation list for sheet music, digital song tracks, CCLI license renewals, instrument maintenance, and expendable musical supplies to the Lead Faith Group Chaplain no later than 1 November of each fiscal year.
4.8 Copyright & Licensing Tracking: Track and report all musical titles, arrangements, and performance usages using the chapel's CCLI Church Copyright License reporting portal within seven (7) calendar days of performance.
4.9 Quarterly Music Coordination Sessions: Participate in quarterly musical planning sessions with the Protestant Chaplain to review upcoming liturgical calendars, evaluate repertoire balance, and plan special musical emphases.
4.10 Facility & Equipment Stewardship: Secure all chapel-owned musical instruments, sound equipment, audio cables, and software terminals following each rehearsal and worship service. Report equipment malfunctions or repair requirements in writing to the Facility Manager within twenty-four (24) hours of discovery.
5.0 GENERAL OPERATIONAL GUIDELINES
5.1 Fitness for Duty & Professional Conduct: Contractor personnel shall present a professional appearance and neat grooming appropriate for leading a military congregation. Personnel shall not perform duties while impaired by alcohol, prescription medications, or controlled substances. In the event of observable impairment, the Contracting Officer (CO) will be notified, and payment for defective service sessions will be withheld.
5.2 Security Clearances & Installation Access: Personnel must obtain and maintain unescorted installation access credentials in accordance with Cannon AFB Security Forces directives. Because services involve interaction within chapel facilities where youth may be present, personnel shall submit to and pass a criminal history background check (DoDI 1402.05 / DAFMAN 52-102) prior to unsupervised service delivery.
5.3 Key Personnel & Substitute Approval: The Contractor shall provide uninterrupted service coverage. In the event of planned absence, the Contractor shall propose a qualified substitute possessing equivalent credentials as specified in Section 3.0. Substitute qualification packages shall be submitted to the Contracting Officer with a courtesy copy to the Contracting Officer Representative (COR) at least fifteen (15) calendar days in advance.
