About this file

This is a Performance Work Statement for aircraft-based atmospheric gas analysis services to be performed in Manaus, Brazil.

The contractor shall provide high-precision, continuously calibrated measurements of water vapor and atmospheric gases (CO2, CH4, and CO) from the surface to 6 kilometers above sea level during aircraft flights over the central Amazon forest near Manaus. Measurements must achieve World Meteorological Organization (WMO) scale precision standards of at least 0.2 ppm for CO2, 3 ppb for CH4, and 7 ppb for CO. The contractor is responsible for airplane setup, pilot coordination, system calibrations, and maintenance and repair assistance. NOAA will provide the instrumentation and calibration gases, including shipping to Brazil. The contractor must be available for scheduling and coordination during typical working hours from 10 am to 4 pm US Mountain Time and shall adhere to quality control standards specified at https://www.gml.noaa.gov/ccgg/aircraft/qc.html.

Flight data must be delivered to NOAA electronically within 48 hours following each flight, with notification of any potential data problems occurring during flight operations. The contractor shall participate in monthly meetings to discuss upcoming and past flights, flight data results, and instrument performance. Performance surveillance requires 100 percent inspection to ensure consistent on-time delivery of requested services and compliance with data transmission deadlines.

Performance Work Statement Manaus, Brazil Aircraft-based Gas Analysis

A. Tasks:

C o n t r a c t o r shall provide high precision, highly calibrated measurements of water vapor, and the atmospheric gases CO2, CH4 and CO from the surface to 6 km above sea level. These measurements will be made continuously during aircraft flights above the central Amazon forest near the city of Manaus, Brazil per quality control standards listed at:

https://www.gml.noaa.gov/ccgg/aircraft/qc.html.

Required activities include:

1) Flight measurements must be made relative to WMO measurement scales at precisions of at least 0.2 ppm for CO2, 3 ppb for CH4, and 7 ppb for CO.

2) Vendor shall provide airplane setup, coordination with pilots, calibrations, and assistance with maintenance and repair of the analysis system.

NOAA will provide instrumentation and calibration gases, including shipping to Brazil.

The specific analyses to be performed will be coordinated with the NOAA technical point of contact. The contractor shall be available for scheduling and coordination of data delivery and meetings throughout the period of performance during typical working hours from 10 am to 4 pm US Mountain Time.

B. Deliverables:

Flight data shall be provided to NOAA within 48 hours following a flight. Contractor shall provide data to NOAA by digital medium. The vendor shall also participate in monthly meetings to discuss upcoming and past flights and flight data, including instrument performance.
