Performance Work Statement (PWS) Comprehensive Tree Services at Sheridan VAMC
1.0 Description of Services
The Sheridan Veterans Affairs Medical Center (VAMC) requires comprehensive tree services, including the removal of approximately 50 trees, pruning to include but not limited to removing any dead limbs hanging inside the tree branches. The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and other items and services required for these tasks.
2.0 Scope of Work
The contractor shall perform the following services:
Tree Removal: Removal of approximately 50 trees, including dead trees, trees close to buildings and near critical egress paths, and trees that are found to be past their useful life expectancy. This includes safely cutting down the trees, hauling away debris, cleaning the area, and removal of debris.
Tree Pruning: Pruning of trees for health, safety, and aesthetics, including the removal of dead limbs hanging inside tree branches, especially those near buildings and critical egress paths. This includes deadwood removal, crown thinning, crown raising, and crown reduction as needed.
3.0 Performance Standards
All work shall comply with the standards set forth by the International Society of Arboriculture (ISA).
All work areas shall be cleaned and left in a condition equal to or better than before work commenced.
The contractor shall wear appropriate personal protective equipment (PPE) and ensure safety for all personnel and VA residents.
4.0 Period of Performance
The period of performance for this contract is one year from award. Note that multiple visits to the facility will be required to assess and provide services during the various cycles of seasonal tree growth. All visits will be coordinated with the station point of contact.
5.0 Place of Performance
All services will be performed at the Sheridan Veterans Affairs Medical Center, located at:
Sheridan VAMC 1898 Fort Road Sheridan, WY 82801
6.0 Government-Furnished Property
The VAMC will provide access to all work areas. All other equipment, supplies, and materials necessary for task completion will be the responsibility of the contractor.
7.0 Security Requirements
All contractor personnel must obtain appropriate identification badges as required by the Sheridan VAMC.
8.0 Contractor Qualifications
Contractors must be licensed and insured to perform tree services in Wyoming.
At least one certified arborist must be on staff.
Contractors must have experience performing similar services.
9.0 Quality Control
The contractor shall implement a Quality Control Plan to ensure all services meet the specified performance standards. The plan should detail procedures for inspections, reporting, and corrective actions.
