All products must be sourced from non-Chinese manufacturers, and all licensing must be perpetual with no recurring costs.
The Period of Performance is 150 calendar days after contract award to achieve a fully functional system, including lead time and training. The contractor must be a U.S. company using U.S. citizens and ensure all personnel obtain REAL ID-compliant identification for base access. Operating constraints include standard hours of 8:00 AM to 4:00 PM Mountain Standard Time, Monday through Friday, excluding federal holidays. The contractor must provide a Post Award Conference within 10 business days, submit a draft project plan, conduct initial training on equipment operation and troubleshooting, and deliver three copies of manufacturer instructions and technical documentation.
