Performance Work Statement Tree Removal, Umatilla NWR OR
1. General:
1.1 Description: Mid-Columbia National Wildlife Refuge Complex, Umatilla National Wildlife Refuge, 72650 Riverview Lane Irrigon, OR 97844. Worksite near Boardman, Oregon
1.2 Purpose/End Application: Due to a new city ordinance, trees along a disc-line fuel break needs to be doubled. To be able to do so, up to 20 hardwood trees need to be removed on US Fish and Wildlife Service Land. These trees require a professional tree service to be safely removed, allowing the US Fish and Wildlife Service to be in compliance with Boardman, Oregon city ordinance.
1.3 Contractor Qualifications: Construction Contractors Board (Oregon Requirement), Certified Arborist.
2. Place of Performance - The project is being completed in 323 Boardman Ave NW, Boardman, OR 97818
Period of Performance-. March- April 2026 (Completion of work should only take one week)
This period may be extended due to unforeseen circumstances related to weather and other variables, as approved by the Refuge Managers and contracting officer.
2.1 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.2 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 All existing trees will be removed between disc-line and private property fence. There are roughly 20 trees, ranging in 5”-20” DBH. Material will be removed from site at contractors discretion. Further stumps will be grinded where applicable.
4. Deliverables and/or Delivery Schedule:
4.1 Roughly twenty trees will be removed, disposed of, and stumps grinded. These need to be removed due to new City of Boardman ordinance.
5. Evaluation and Acceptance
5.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: The below table.
6. Quality Control/Quality Assurance:
6.1 Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
