About this file
This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) for tailwheel flight training services to be provided to the Oklahoma Air National Guard (OKANG). The BPA will run from the date of award through December 31, 2028, and multiple vendors may be awarded.
The contractor must provide comprehensive ground and flight instruction enabling students to obtain FAA tailwheel endorsements per 14 CFR 61.31. Ground instruction must cover a minimum of five hours, addressing aerodynamics, ground handling techniques, takeoff and landing procedures, go-around operations, emergency procedures, aircraft systems, and relevant FAA regulations. Flight instruction requires a minimum of ten hours in an airworthy tailwheel aircraft, including pre-flight inspections, normal and crosswind operations, soft-field and off-field landings, go-arounds, and emergency procedures. The contractor must provide appropriately certificated flight instructors with minimum 300 hours of dual instruction in tailwheel aircraft (turbine experience preferred), FAA-certified aircraft within 1500-2500 lbs gross weight, all fuel and maintenance, training materials, and complete record-keeping. The contractor must maintain capacity for minimum concurrent training of two students, support four students monthly and forty annually, and provide training year-round from at least ten different unpaved landing locations with diverse terrain types. Deliverables include signed FAA logbook endorsements and training completion certificates for each student, along with performance write-ups identifying strengths, weaknesses, and pass/fail status. All training must originate and conclude within the United States. Pricing must be as low or lower than offered to the supplier's most favored customers, with price changes requiring 96 days advance notice and Contracting Officer approval. Individual calls cannot exceed the simplified acquisition threshold per FAR 13.303-5(b). Invoices must be submitted within one month of course completion through the WAWF system and include vendor name, BPA number, course name, dates, call number, quantity, unit price, and discounts.

3.1.1 Ground Instruction Topics: Instruction shall include, but is not limited to:
Aerodynamics of tailwheel aircraft (e.g., P-factor, torque, spiraling slipstream effects on ground handling).
Ground handling techniques (e.g., proper taxiing, S-turns, pivot turns, braking).
Takeoff techniques (e.g. maintaining directional control, three-point vs. wheel takeoffs, short-field, soft-field).
Landing techniques (e.g., three-point landings, wheel landings, crosswind landings, short-field, soft-field).
Go-around procedures specific to tailwheel aircraft.
Emergency procedures (e.g., ground loops, engine failure during takeoff/landing).
Aircraft systems specific to tailwheel aircraft (e.g. Tailwheel spring interconnects and locking mechanisms).
FAA regulations pertinent to tailwheel endorsements (e.g., FAR Part 61.31(k)).
3.2 Flight Instruction Services: The Contractor shall provide hands-on flight instruction for a minimum of ten hours in an airworthy tailwheel aircraft to develop and refine the students’ practical skills in tailwheel operations.
3.2.1 Flight instruction shall include, but is not limited to:
Pre-flight inspections and aircraft familiarization Engine start, taxiing, and shutdown procedures Normal and crosswind takeoffs (three-point and wheel) Normal and crosswind landings (three-point and wheel) Soft-field, short-field, and off-field takeoffs and landings Go-arounds Wheel drag and surface assessment Flight rudder coordination exercises Emergency procedures (e.g. tail high/prop strike avoidance, ground loop recovery techniques, ground loop emergency stop)
3.3 Aircraft Provision: The contractor shall provide an airworthy and appropriately FAA certified tailwheel aircraft for all flight instruction
3.3.1 Aircraft Requirements: The aircraft shall:
1500-2500lb max gross weight Be certified under 14 CFR 23 Airworthiness.Standards Be maintained in accordance with FAA regulations (FAR 43 and 91) Have all required inspections and airworthiness directives complied with Be appropriately insured for flight training operations
