About this file

This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) issued by the Oklahoma Air National Guard (OKANG) for comprehensive tailwheel flight training services. The OKANG seeks to award multiple BPAs to qualified vendors to provide ground and flight instruction enabling designated aircrew personnel to obtain FAA Tailwheel Endorsements and achieve proficiency in operating AT-802 tailwheel aircraft. The BPA is effective from the award date through December 31, 2028.

The contractor must deliver a minimum of five hours of ground instruction covering aerodynamics, AT-802 ground handling techniques, takeoff and landing procedures, go-around procedures, emergency procedures, aircraft systems specific to high-torque turbine tailwheel aircraft, and applicable FAA regulations. Flight instruction must total a minimum of 20 hours in an airworthy tailwheel aircraft, following Air Force-provided syllabus and procedures including preflight inspections, engine operations, various takeoff and landing techniques, soft-field and short-field operations, and emergency procedures. Contractors may use either USAF-provided 2-seat AT-802 aircraft (with USAF responsible for maintenance and fuel) or contractor-owned 2-seat AT-802 aircraft (with contractor responsible for all maintenance, fuel, and basing). Flight instructors must possess a minimum of 500 hours of dual instruction given in turbine tailwheel aircraft. The contractor must maintain complete training records per USAF standards and issue logbook endorsements upon successful completion. Performance capacity requirements include concurrent support for a minimum of two students, four students per month, and 40 students annually. Training shall occur year-round at Will Rogers Air National Guard Base in Oklahoma City, Oklahoma. Pricing must be as low or lower than offered to the contractor's most favored customers, with 30-day advance notice required for any price changes accompanied by supporting documentation. No single call under the BPA may exceed the simplified acquisition threshold per FAR 13.303-5(b). Invoices must be submitted within one month of course completion through WAWF and include vendor name, BPA number, course name and dates, purchase/call number, and quantity with unit pricing and discounts.

WORK STATEMENT (PWS)

The Oklahoma Air National Guard (OKANG) is prepared to award multiple Blanket Purchase Agreements (BPAs) to vendors for providing comprehensive tailwheel flight training services, leading to proficiency and type rating exemption for the AT-802. A BPA is an agreement between your company and the OKANG from the date of award until December 31, 2028.

DESCRIPTIONS AND SPECIFICATION

(1) BACKGROUND. In alignment with the unit’s evolving mission requirements and the anticipated integration of tailwheel-configured aircraft into operational use, it is imperative that designated aircrew personnel receive a FAA Tailwheel Endorsement. Tailwheel aircraft demand a unique skill set distinct from tricycle-gear aircraft, requiring specialized training to ensure both safety and compliance with FAA regulatory standards.

(2) DESCRIPTION OF AGREEMENT This pre-priced Blanket Purchase Agreement (BPA) is for the contractor to provide all ground and flight instruction necessary to enable students to safely and proficiently operate tailwheel aircraft, culminating in the issuance of a logbook endorsement for tailwheel aircraft operation, or demonstrated proficiency to a specified standard. This includes, but is not limited to, providing appropriately certificated flight instructors, and all associated training materials and facilities. Billing is subject to terms and conditions contained herein.

(3) PERFORMANCE REQUIREMENTS.

The Contractor shall perform the following tasks including the capacity for a minimum volume of students of 2 students simultaneously, 4 students per month, and 40 students per year.

3.1 Ground Instruction. The Contractor shall provide comprehensive ground instruction covering essential AT-802 tailwheel concepts and techniques, operational procedures and safety considerations associated with the type. This ground instruction must be a minimum of five hours.

3.1.1 Ground Instruction Topics: Instruction shall include, but is not limited to:

Aerodynamics of large tailwheel aircraft (e.g., P-factor, torque, spiraling slipstream effects on ground handling).

AT-802 ground handling techniques (e.g., proper taxiing, S-turns, pivot turns, braking).

AT-802 Takeoff techniques (e.g., maintaining directional control, three-point vs.

wheel takeoffs, short-field, soft-field).

AT-802 Landing techniques (e.g., three-point landings, wheel landings, crosswind landings, short-field, soft-field).

Go-around procedures specific to OA-1K/AT-802 aircraft Emergency procedures (e.g., ground loops, engine failure during takeoff/landing).

Aircraft systems specific to high torque, turbine, tailwheel aircraft (e.g.

Tailwheel spring interconnects and locking mechanisms).

FAA regulations pertinent to tailwheel endorsements (e.g., FAR Part 61.31(k)).

3.2 Flight Instruction Services: The Contractor shall provide hands-on flight instruction for a minimum of 20 hours in an airworthy tailwheel aircraft to develop and refine the students’ practical skills in tailwheel operations.

3.2.1 Flight instruction will follow the Air Force provided syllabus and flying procedures, which include but are not limited to:

Pre-flight inspections and aircraft familiarization Engine start, taxiing, and shutdown procedures Normal and crosswind takeoffs (three-point and wheel) Normal and crosswind landings (three-point and wheel) Soft-field and short-field landings Go-arounds Wheel drag and surface assessment Flight rudder coordination exercises Emergency procedures (e.g. Engine failure, tail high/prop strike avoidance, ground loop recovery techniques)

3.3 Aircraft Provision:

3.3.1 The USAF can provide USAF owned 2-seat AT-802s

3.3.1.1 Contractors using USAF aircraft will operate in accordance with USAF provided checklists and procedures

3.3.1.2 Fuel and Maintenance: If using USAF Aircraft the USAF will take responsibility for all contracts or support requirements for maintenance and fueling of the aircraft.

3.3.2 Prefer Contractor owned 2-seat AT-802 aircraft

3.3.2.1 Fuel and Maintenance: If using contractor owned aircraft the contractor will take full responsibility for maintenance, fueling, and storage/basing requirements for the aircraft.

3.4 Instructor Qualifications: The Contractor shall provide qualified and experienced flight instructors with a minimum of 500hrs dual instruction given in turbine tailwheel aircraft.

3.5 Record Keeping: The Contractor shall maintain accurate and complete training records for each student.

3.5.1 Logbook Endorsement: Upon successful completion of the training and demonstration of proficiency, the Contractor’s instructor shall issue the required AT-802 type exemption endorsement.

3.5.2 Training Records: The Contractor shall maintain records in accordance with USAF training record keeping of all ground flight instruction provided. Documentation format and systems will be provided by USAF. These records shall be made available to the 17th Special Operations Squadron upon request.

4. DELIVERABLES

4.1 Training Completion Certificate: A certificate of completion for each student upon successful attainment of the tailwheel endorsement/proficiency.

4.2 Training Write Ups: Each sortie will include student progression documentation and grading on USAF forms. Completion of the program will include a final summary of student performance and pass/fail required assessment.
