The base year runs from 17 December 2025 to 16 December 2026, with four additional one-year option periods. Key performance requirements include maintaining 95% delivery and compliance, using appropriate security measures, and following all federal, state, and local disposal regulations. The contract requires U.S. or naturalized citizen contractors and involves using the Defense Biometric Identification System (DBIDS) for base access.

4.0 QUALITY ASSURANCE
4.1 The Contractor is responsible for implementing and maintaining a Quality Control Plan (QCP) that identifies and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance and a copy of QCP shall be provided to the TPOC prior to contract performance upon request.
4.1.1 The QCP shall outline the Contractor’s plan to ensure the quality of deliverables to the Government as outlined in this PWS. The QCP shall address what will be reviewed and shall outline actions to be taken by the Contractor, should the review(s) identify areas requiring remedial action.
4.1.2. The Contractor shall keep records of any inspections and corrective actions taken, as outlined in the QCP and shall make such records available to the TPOC upon request.
4.2 Periodic Progress Meetings. The TPOC and/or other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractors’ performance. At these meetings, the TPOC will apprise the Contractor of how the Government views the Contractor’s performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
5.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
5.1 GENERAL SERVICES: The Government will not provide any material, services, or equipment to the Contractor.
5.2 FACILITIES & UTILITIES: The Government will not provide any facilities or utilities.
5.3 RECORDS, DOCUMENTS AND WORK PAPERS: The Government will not provide any records, documents, and/or work papers.
6.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS
6.1 Contractor shall have successfully provided document destruction services to other commercial businesses or Government agencies of similar size and scope for the last five years and provide current references, if requested.
6.2 The Contractor is required to comply with Public law 105-270, Section 5 (2)(A). This law states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.”
6.3 Security Requirements: U.S. or naturalized citizenship is required for facility and base access. A security clearance is not required to access the work area and to fully accomplish assigned work. The Contractor shall obtain base passes for employees and vehicles by the start of the period of performance and notify the TPOC. Upon termination of the contract, the Contractor shall return identification cards and base passes to Security Forces within 24 hours.
Base Access: All Contractor personnel shall obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS) or Navy Commercial Access Control System (NCACS), as applicable. The Contractor shall furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/portal/site/uscis by searching or selecting Employment Verification (Form I 9). Immediately report instances of lost or stolen badges to the Contracting officer.
DBIDS Program: DBIDS is an enterprise identity management and perimeter installation access control solution in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to three years, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. There are no fees associated with obtaining a DBIDS credential. The Government performs background screening and credentialing.
Throughout the year the Contractor employee must continue to meet background and screening standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
DBIDS Credentials: Contractor employees shall furnish a completed copy of the SECNAV 5512/1 form to obtain the required background check and visit the local Navy Installation Visitor Control Center to obtain a DBIDS credential once approved. The SECNAV 5512/1 form and additional information about DBIDS can be found at: https://www.cnic.navy.mil/om/dbids.html. The Contractor may initiate the adjudication process when a background screen failure results in disqualification from participation in DBIDS and the Contractor employees do not agree with the reason for disqualification. The Contractor may also apply for a waiver when a background screening failure results in disqualification from participation in DBIDS. The Commanding Officer will be the final waiver determination authority.
The Contractor shall immediately collect employee DBIDS credentials and notify the KO in writing:
1.That an employee has departed the company without having properly returned or surrendered their DBIDS credentials.
2.That there is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the installation or anyone therein.
DBIDS Paper Passes: In the event that a visitor, vendor, or Contractor employee elects not to participate in DBIDS, the individual will be issued DBIDS paper pass from the Base Pass and Identification Office in order to access the installation. The time standard for the validity of a pass to access an installation will be not more than thirty (30) days and may be further restricted based on local policy or by Federal, DOD, Navy, and CNIC guidance. The Government will not be responsible for any cost or lost time associated with obtaining paper passes or added vetting or inspections incurred by non-participants in the DBIDS credentialing process.
