About this file

This Performance-Based Work Statement (PWS) details the exterior refurbishment requirements for the R/V Resolute, a 29-foot SAFE Boats research vessel owned by the Atlantic Oceanographic & Meteorological Laboratory (AOML) within NOAA. The project involves removing old paint from foam sponsons, applying a UV-stable polyurethane coating in a light blue color (Pantone "Process blue"), replacing non-skid deck surfaces, and adding new white lettering including "R/V RESOLUTE" and "R2701" on port and starboard sides and "NOAA RESEARCH" centered below the cabin.

The vessel, built in 2001 with an aluminum hull and foam sponsons, is located at AOML's facility in Miami, Florida. The refurbishment aims to protect the boat's sponsons from UV damage, improve aesthetic representation of NOAA's image, and enhance deck safety through new non-skid surfaces. The vessel has twin Yamaha 250 FourStroke engines and features a stern dive platform. The contractor will be responsible for performing the work at an appropriate facility, with transportation required if the location is beyond 75 miles of AOML.

Performance-Based Work Statement (PWS)

Atlantic Oceanographic & Meteorological Laboratory (AOML) Office of Atmospheric Research

National Oceanic & Atmospheric Administration U.S. Department of Commerce

Research Vessel Exterior Refurbishment

GENERAL INFORMATION

Introduction and Background

The purpose of this action is to provide the best possible small boat research platforms for the staff of the Atlantic Oceanographic & Meteorological Laboratory (AOML) in order to ensure optimal mission readiness. AOML’s offshore work boat, the R/V Resolute, requires a polyurethane coating to protect its foam sponson, new painted lettering, and a new nonskid layer on the deck. This will entail cleaning all exterior surfaces, applying a UV-resistant protective polyurethane layer over the foam sponsons, replacing the non-skid stickers on the deck, and then replacing all hardware that was necessary to remove for application. The preferred color of the new coating is blue, as close as practicable to the medium blue of the NOAA logo (images provided below).

The Atlantic Oceanographic and Meteorological Laboratory (AOML), located at 4301 Rickenbacker Causeway, Miami, FL 33149, is a lab within the National Oceanographic and Atmospheric Administration (NOAA). AOML owns 4 vessels located on trailers at the back of the facility that are used to conduct dive operations and other oceanographic research. The R/V Resolute is a 29ft SAFE 27 Full Cabin originally built in 2001. Its aluminum hull has held up well and shows no sign of bad welds or corrosion, but the foam sponsons have faded and cracked from regular use as a workboat.

This requirement is for the protective coating over foam sponsons and application of a non-skid over deck surfaces. The finish will ensure the sponsons are more resistant to UV damage and further cracking, and a blue color will better represent NOAA’s image. The deck surfaces should also provide traction to protect against slips, trips, and falls.

Boat Bay

At the back of AOML’s property, accessible by paved road, is the warehouse and outdoor but sheltered “Boat Bay.” All four vessels are located on trailers in this area, and the Resolute is located next to the concrete storage locker but may be pulled around for easier access to the transom. The area has two water spigots and hoses that easily reach the vessel, a power outlet, and extension cords.

ATTACHMENT B: FOAM COLLAR REPAINT INSTRUCTIONS FROM SAFE BOATS INT’L

COLLAR REPAINTING INSTRUCTIONS: SAFE Boats International

Repainting the collars of your SAFE Boat requires excellent prep work, and the correct type of paint for the best results. The following are suggestions to assist you in the application of a new coat of paint. Re-painting is not required to maintain the life of the collars, it is only used for the aesthetics of the collar from ultra violet rays. As always please contact us at SAFE Boats International (SBI) with any questions before any work is performed.

The paint used here at SBI is made by Dupont, and is a polyurethane enamel called Imron. This type of paint is a two part mix available at most automotive paint retailers, just ask for their Dupont Fleet catalog for most of our base colors. We are unable to ship hazardous materials from SBI but if you need assistance in locating your local Dupont retailer, try DuPont online. A one gallon kit should suffice (3/4 gal paint, 1 pint activator) for one boat.

Removing the collar keepers (blocks) and bolts is optional. Do NOT remove the bow block and bolts if you have a collared bow. Should you remove the side blocks, be very sure to use a urethane sealant on the threads of the lag bolts when re-installing. This will act as a thread sealer, and prevent the bolt from seizing up in the aluminum block. Also, do not over tighten the lag bolt or you will damage the collars. The bolts should only be snug against the collars, not necessarily ‘lock’ into place. For RBS collars the typical torque spec should be 40 lbs.

Begin by pressure washing the collars or washing them thoroughly with hot water and soap.

Once clean use a solvent such as Acetone, which evaporates quickly, to clean the collars. This may take several wipes if there is any form of greasy residue (oil, Armor All, etc.).

Once clean mask off the flanges, (bow seams and bow block for the collared-bow version hulls).

Also mask side keepers if you chose not to remove them. An inspection should be given over the entire collar system to insure no damage has occurred. If so, please refer to the Collar Coating Repair Instructions.

Available through our parts department is a ‘cup brush’ which attaches to an automotive buffer and provides a very thorough prep of the collars without damaging the textured surface. Otherwise we recommend using Scotch Brite pads and scuff the entire collar surface very well. Any time you are sanding paint, you must wear proper Personal Protective Equipment.

Also remove any legends (Vinyl graphics) by using a heat gun and applying small amounts of heat to soften the material and a gloved hand to rub the material from the coating. Do not over heat the surface. New legends and bow numbers may be purchased through SBI.

Once ‘sanded’, use either compressed air or a dry rag to clean the old paint residue off the collars.

Begin to clean the surface again with clean rags and Acetone until completely clean. You should allow the acetone to evaporate at least 10 minutes before painting.

Follow all safety and mixing instructions on the paint can before work is performed, and only mix what you will need. Start with a thin coat of paint over the entire collar system with rollers and paint brushes (or a spray gun if you have a booth). Allow this first coat to tack over or dry completely before applying a thicker final coat.

During the entire prep and painting process please use all necessary safety equipment and adequate ventilation. Perform all work in a clean dry facility for best results.

For new logo’s and bow numbers please call SBI to order from the Parts Dept..
