Performance Work Statement Education Building Fire Alarm Panel Replacement
1. General:
1.1 The fire alarm panel in the education building at St. Marks National Wildlife Refuge needs to be replaced. After a lightening strike the panel and all components within the education building needs to be replaced. The education building is currently being used as a visitor center, bookstore and classroom. Not having a fire panel is a safety concern and needs to be fixed as soon as possible. The education building is located at 1255 Lighthouse Road, St. Marks, FL 32355. The service that is being requested is a service contract. The work will be done in the education building.
1.2 Application: The purpose of the project is to replace the existing fire alarm panel, external antenna, annunciator and replace manual pull stations. When this is replaced it will bring the building back to code.
1.3 Contractor Qualifications: State of Florida requires a Fire Alarm System Agent certificate to replace fire alarm systems.
1.4 Other: In Florida, fire alarm systems in new and existing buildings must adhere to the Florida Building Code (FBC) and the Florida Fire Prevention Code (FFPC). Specifically, they must be installed and maintained according to NFPA 72 (National Fire Alarm and Signaling Code).
2. Place of Performance and Period of Performance
2.1 1255 Lighthouse Road, St. Marks, FL 32355, this work will be done inside of the education building.
2.2 July 1, 2025 to July 31, 2025, work may be impacted by Federal Holidays, or severe weather.
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Juneteeth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

• Contractor shall attach an external antenna that will be used to boost and improve the cellular signal for the fire alarm panel.
• Contractor shall have an annunciator panel that will be part of the fire alarm panel. The annunciator panel will provide visual and audible alerts to occupants and first responders about a fire or other hazardous conditions.
• Contractor shall replace existing pull stations to ensure that they are compatible with new fire alarm panel.
4. Deliverables and/or Delivery Schedule:
4.1 Contractor shall put in a new fire alarm panel, external antenna, annunciator and manual pull stations within 30 days of the contract.
4.2 An instruction manual will be provided by contractor on the new fire alarm panel.
5. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
5.1 Not applicable Identify any Government-furnished equipment (GPE) and Government furnished information (GFI) or note N/A
5.2 Identify any limitations. Weather could be a limitation due to building closures.
6. Evaluation and Acceptance
6.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: Contractor shall be licensed by the State of Florida to put in a fire alarm panel and other working elements for the panel.
7. Quality Control/Quality Assurance:
7.1 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
7.2 Identify and detail measures for assessing quality control and acceptance; each requirement is unique and a table format is visually friendly and may be desirable.
• On site testing of the new fire alarm panel and inspection to ensure proper functionality and compliance with State of Florida Standards.
• Inspecting, testing of each individual component.
• Simulating alarm conditions as part of testing.
• Verifying system response according to NFPA 72 and local building codes.
• Verify that all components (control panel, remote annunciators, initiating devices, etc.) are present, properly installed, and free from damage
• Annunciator, verify that annunciators correctly indicate alarm zones and system status
