About this file
This Performance Work Statement outlines NOAA's Global Monitoring Laboratory (GML) requirements for aircraft flights to collect atmospheric air samples and meteorological data near West Branch, Iowa (WBI) and Homer, Illinois (HIL) sites within its Global Greenhouse Gas Reference Network.
The vendor must conduct 1-4 flights per month per site between 12-17h local time, collecting air samples at altitudes ranging from 25,000 ft to 1,000-3,000 ft above ground level. The vendor's responsibilities include installing GML-provided air sampling equipment and inlets on their aircraft, conducting sampling flights following GML protocols, shipping collected samples to GML in Boulder within 3 days of flights, storing equipment properly between flights, and providing local support during maintenance visits every three years. The performance standard requires 100% flight mission accomplishment based on mission parameters and safety requirements. The anticipated period includes one base year plus three option years, with flights subject to weather conditions and aircraft availability. The vendor must transport GML's self-contained air sampling package, which requires minimal aircraft interface beyond possible power connection.

PERFORMANCE WORK STATEMENT
National Oceanic and Atmospheric Administration (NOAA) Oceanic Atmospheric Research (OAR) Global Monitoring Laboratory (GML)
Atmospheric Research Air Sampling Survey Flights – near West Branch, Iowa and Homer, Illinois
PURPOSE:
The NOAA Global Monitoring Laboratory (GML) requires aircraft flights to collect whole air samples and associated meteorological and position data (i.e. GPS, pressure, temperature, and humidity) at a range of altitudes. Ambient air samples collected on flights will be sent to GML in Boulder, Colorado for research quality, calibrated measurement of atmospheric trace gases (e.g.
CO2, CH4, CO, H2, N2O, SF6 , etc). GML requires air sampling flights at a subset of sites within its Global Greenhouse Gas Reference Network (GGGRN), a network of sites in North America and globally where it makes observations of atmospheric greenhouse gases and other trace gases and isotope ratios. One GGGRN site (“WBI”) is located approximately four miles north of West Branch, Iowa and another GGGRN site (“HIL”) is located approximately six miles south-southeast of Homer, Illinois. These measurements are needed to improve our understanding of emissions and uptake for air quality and climate science studies in support of the NOAA mission.
TECHNICAL SPECIFICATIONS:
Sampling altitude levels will be specified by GML, but typically will range from 25,000 ft above sea level down to ~1,000 - 3,000 ft above ground level, consistent with safety considerations, flight regulations and the service ceiling of the aircraft. The scheduling of the air collection flights will depend on aircraft availability and local weather conditions consistent with safe aircraft operation, as determined by the vendor. Requested flight frequency will typically be in the range of one (1) to four (4) flights per site per month, approximately evenly spaced in time, depending on funding levels and research requirements of GML. Air samples will be collected between 12-17 h local time.
Service provided is limited to transporting a self-contained air sample collection package, which runs automatically. A power connection may be required on some aircraft, but no other electrical or computer interface with the aircraft is needed. Air samples are collected via our self-contained flask and pump packages, which internally log information like flow rates, fill times, GPS coordinates and temperature; data files are generated when air sampling equipment is received back at NOAA and after the air samples have been analyzed.
The vendor shall, upon request, provide the following deliverables to GML during the period of performance of this requirement:
DRAFT
A. Vendor shall install equipment on the aircraft and maintain an inlet that results in uncontaminated sampling of the ambient outside air with no influence from cabin air or aircraft engine exhaust. Air sampling inlet design and approach specific to the aircraft will be developed in consultation with GML. GML will provide the components for the inlet and assemble it for vendor installation.
B. Vendor shall carry out atmospheric research air sampling flights and collect air samples and meteorological data using GML-provided equipment and following GML-provided instructions at a specified sequence of altitudes over fixed geographic locations at the WBI and HIL GGGRN measurement sites.
a. Frequency of work:
i. The vendor shall notify NOAA personnel promptly of any deviations or delays in executing the requesting sampling flight frequency.
ii. If the vendor has not received a replacement PFP prior to the next scheduled flight date, they shall contact NOAA personnel
iii. Sampling altitudes and instructions will be provided via email and included as a hard copy during the initial site visit and installation C. Receive and Ship Equipment:
a. The vendor shall receive shipments of equipment to a location determined by the vendor (e.g. FedEx Pack and Ship location, aircraft hangar, vendor’s home or business location)
i. Upon receipt, the vendor shall perform an initial inspection to verify the contents of the shipment, ensuring that all items are accounted for and free from visible damage.
b. The vendor shall manage the return process for replaced equipment.
i. This includes properly packaging the equipment using GML-supplied packaging, and
ii. Arranging for return shipping using NOAA shipping accounts (typically
FedEx, but may be other shipper or freight forwarding companies at NOAA’s discretion)
iii. Vendor shall communicate with NOAA personnel regarding preferred return shipment process
D. Vendor shall store equipment away from any known or suspected contamination sources between flights. Potential contamination sources may be identified in consultation with
GML.
E. Vendor shall provide local support during infrequent GML maintenance site visits
a. Maintenance site visits occur approximately once every three years or on an as needed basis. Scheduling of site visits will be done in consultation with the vendor.
F. Vendor shall communicate questions, changes in schedule, equipment problems, and/or answer questions from GML personnel about operations that may impact sample collection or measurement quality via email or telephone.
DELIVERABLE SCHEDULE:
Up to three (3) flights per month at each site with PFP flask sampling equipment onboard, pending weather, aircraft maintenance and safety measures.
