PERFORMANCE WORK STATEMENT
Atlantic Ocean Acidification Test-Bed Water Sampling
PURPOSE:
The Atlantic Oceanographic Meteorological Laboratory (AOML) requires a full-service contractor that is capable of independently collecting samples from the Atlantic Ocean Acidification Test-Bed (AOAT) located at Cheeca Rocks, offshore of Lower Matecumbe Key, Florida. The vendor must coordinate the shipment of samples with AOML monthly and assist in Annual MAP CO2 buoy refurbishment. This involves independently retrieving, pressure washing, and redeploying a MapCO2 Buoy located at Cheeca Rocks. The scope of work consists of, but is not strictly limited to the aforementioned tasks. Vendor will ideally be located in close proximity within the Florida Keys.
TECHNICAL SPECIFICATIONS:
Buoy Water Samples: Contractor shall conduct boat-based collection of water samples on a bi-monthly schedule from surface (<5 m) waters at specified locations within 5 statute miles of the Florida AOAT. Water samples will be used for validation and calibration and sampling must be conducted according to the stringent best practices identified by the marine chemistry scientific community. The Government will provide sample collection supplies, including 500ml bottles, niskin, shipping/storage crate.

Offshore Sampling: Once monthly sampling of surface waters from specified locations, in a gradient from inshore to offshore from the AOAT buoy.

MAP CO2 Buoy refurbishment: Contractor shall retrieve MAP CO2 buoy (see location above) from its mooring at Cheeca Rocks Reef, tow it to a marina or other secure land based location for it to be removed from the water with a crane, pressure clean the buoy, fix any damage needed by fiberglassing, paint the buoy using paint supplied by the Government, and secure the buoy for AOML personnel to work on replacing scientific instruments. Upon completion of the refurbishment work by AOML personnel, the contractor shall coordinate redeployment of the buoy with AOML personnel, oversee its hoisting back into the water, and tow the buoy back to Cheeca Rocks Reef to redeploy it to its mooring. The contractor shall provide commercial divers to remove the buoy from its mooring for the retrieval, as well as to set up and attach all components of the buoy for its subsequent redeployment. The contractor must have a secure hoisting location to both collect the buoy from and place the buoy in the water before/after work has been performed on the buoy.
The Government will provide the supplies for buoy refurbishment, while the contractor shall provide all labor necessary.
DELIVERABLES:
Bi-weekly water sampling: 2x per month for the period of performance Offshore water sampling: 1x per month for the period of performance 1 Crate of samples per month shipped back to AOML within 1 week of collection. The contractor shall coordinate with the Government to receive a pre-paid label for the shipment.
Buoy refurbishment: 1x per period of performance (Availability in April/May for this activity) Buoy recovered successfully from reef site, power washed, fiberglassed repairs and painted, new mooring built and successfully redeployed at reef site
