Attachment 1 –Performance Work Statement
Website Satisfaction Surveys
July 5, 2023
1 BACKGROUND
The Federal Trade Commission is the nation’s consumer protection agency. We stop unfair, deceptive, and fraudulent business practices by collecting consumer reports and conducting investigations, suing companies and people that break the law, developing rules to maintain a fair marketplace, and educating consumers and businesses about their rights and responsibilities.
As described in the FTC Strategic Plan, one of the agency’s objectives is to inform consumers about their rights and guide businesses to understand their responsibilities and comply with the law. A key performance measure for that objective is the rate of consumer satisfaction with FTC consumer education and transactional websites. We measure website customer satisfaction through an optional website survey visitors can submit after visiting certain FTC websites. We compare our customer satisfaction against other federal government websites and report those customer satisfaction scores as required by the Government Performance and Results Act (GPRA).
2 REQUIREMENTS
2.1 FEDRAMP CERTIFICATION
The Contractor must submit evidence that they have received Federal Risk and Authorization Management Program (FedRAMP) Authorization of Moderate that covers website customer satisfaction surveys.
2.2 CUSTOMER SATISFACTION AND FEEDBACK
2.2.1 Predictive Website Surveys
The Contractor shall give the FTC access to a system to field an online survey to get feedback from website visitors and evaluate their level of satisfaction with FTC websites.
The survey shall ask visitors a series of questions about their expectations and perceptions of quality and value. The survey shall be optimized as needed to ensure ease of use for mobile and desktop visitors.
Based on the survey data collected, the system shall generate customer satisfaction scores and identify potential areas of website enhancements that could impact customer satisfaction.
The system shall generate a benchmark customer satisfaction score for various industry segments, including government desktop and mobile websites. Within the FedRamp system, the FTC shall be able to compare its customer satisfaction scores against that of other segments.
The Contractor shall work with the FTC to design and deploy the surveys on three FTC websites:
consumer.ftc.gov, ftc.gov, and reportfraud.ftc.gov. The front end of the survey will be customizable so FTC staff can add design elements like logos and seals and customize the color.
The Contractor shall develop survey questions in collaboration with the FTC and coordinate with the FTC to submit the questions for OMB clearance.
2.2.2 Non-Predictive Feedback Tool
The system shall provide a feedback tool for the FTC to create short, opt-in, non-predictive feedback surveys. For example, the FTC might use a short feedback survey to ask visitors if they thought the content on a page was helpful. (See screenshot example below.)
2.3 ANALYTICS AND REPORTING
2.3.1 Online Analytics Platform
The system shall include a comprehensive online analytics platform that allows the FTC to analyze the data collected through survey responses. The analytics platform shall allow FTC stakeholders to
• access scores and user comments in an intuitive and graphical format
• view replies and segment and filter them by numerous stock parameters like question, response, date, device (mobile or desktop), and create custom tracking parameters based on certain conditions to be determined as needed
• View a combined customer satisfaction score for desktop and mobile responses, if necessary
• create and save custom reports
• export data to standard file formats (e.g., PDF, PowerPoint, Excel, CSV)
• identify website elements that give the most excellent opportunity to improve customer satisfaction.
The analytics dashboard shall be available online 24/7 and have a user interface that is easy to use.
2.3.2 Comment Clustering Tool
The system shall provide a tool that collects users’ open-ended comments and enables FTC staff to analyze those comments. The tool shall be available online 24/7 and have a user interface that is easy to use.
2.3.3 Monthly Data Analyst Reports
Every month, the Contractor shall present to FTC staff a summary of customer satisfaction scores, trends, and insights for each survey. As appropriate, the analysis shall be segmented by desktop and mobile users. FTC staff shall work with the Contractor to determine the specific scope.
2.3.4 Quarterly Data Analyst Reports
Every quarter, the Contractor shall present to FTC staff a summary of customer satisfaction scores, trends, and insights for each survey. As appropriate, the analysis shall be segmented by desktop and mobile users. FTC staff shall work with the Contractor to determine the specific scope.
2.4 IMPLEMENTATION TIMELINE AND TRANSITION PLAN
2.4.1 Implementation Timeline
The Contractor's proposal shall include an implementation timeline to set up the system and go live on FTC websites on October 19, 2023. The timeline must address critical milestones, including
• getting OMB approval for survey questions
• working with the FTC's Office of the Chief Information Officer (OCIO) to implement the FedRamp-certified system
• giving FTC staff access to the system and training them on its use
2.4.2 Transition Plan
The Contractor's proposal shall include a transition plan to import survey responses and associated data from the incumbent's system to their system. The information shall include
• questions for all active and inactive surveys and feedback tools
• respondents’ answers and all data associated with responses for fiscal years 2018, 2019, 2020, 2021, and 2022 and for the partial fiscal year 2023 (October 1, 2023, through August 18, 2023)
• settings and parameters for all custom dashboards/reports
• a list of FTC usernames and roles/permissions
The imported data must remain segmented for each survey (consumer.ftc.gov, ftc.gov, and reportfraud.ftc.gov) and cannot be combined.
FTC staff shall facilitate cooperation between the incumbent and the Contractor as needed.
2.5 TECHNICAL SPECIFICATION
