National Forest and Grasslands in Texas FY2023 Sam Houston RD Office Compound Grounds Maintenance
Attachment 1 - Grounds Maintenance Performance Work Statement
SAM HOUSTON NATIONAL FOREST
SAM HOUSTON RD OFFICE COMPOUND 394 FM 1375 WEST
NEW WAVERLY, TX 77358
I. GENERAL
a. The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided, to successfully complete grounds maintenance at the Sam Houston RD Office Compound in accordance with attached and referenced specifications. Services to be provided on a CALL WHEN NEEDED BASIS as shown in the specifications below. This procurement action is set-aside for small business concerns.
b. The Sam Houston RD Office Compound consists of office buildings and a fenced in Fleet Parking Area. The office is a fully functional office and open for business between the hours of 8:00 am and 4:30 pm Monday through Friday, except for federal holidays. The Sam Houston Fleet Parking area is a fenced/locked gated area, which consist of a paved parking area, radio tower, equipment holding area, storage buildings and multiple sewer components. The Sam Houston NF District Office Administrative Site is approximately five acres and includes paved access roads, paved employee, and customer parking, and fenced/gated USFS fleet parking facility. Most of the utility lines are underground.
i. Areas to be mowed and trimmed at the Sam Houston RD Office Compound:
1. all grass surface surrounding District Office buildings
2. all grass surface surrounding and inside and outside of District Office employee parking lot;
a. Includes 2 aerobic spray fields with 8 spray heads (within project area on map)
3. all grass surface in the equipment holding area referred to as the "Bone
Yard";
4. all grass surface around and on the surrounding fence to include the security fence wire
ii. Additional Work
1. Maintain planter area in front of the District office (approx. 400 sq ft)
2. Hedges trimmed to prevent security camera blockage
c. An organized site visit is not scheduled. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
i. Contact Sam Houston Ranger District to schedule a site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
ii. Hours of work shall be anytime between the hours of 8:00 am and 4:30 pm Monday through Friday. Contractor will have to be accompanied by Forest Service personnel at the Sam Houston RD Office Compound.
d. If grounds maintenance is not required, a designated Contracting Officer Representative (COR) for the maintenance contract will notify the Contractor by 4:30 pm on Monday of the week that maintenance is not necessary.
i. Nothing in this contract restricts the Government from performing any of the work with its own organization and workforce.
e. It shall be the Contractor's responsibility to determine if current ground(s) conditions allow work to be performed without causing damage to the site grounds (too wet or too dry). The Sam Houston RD Office Compound grounds have underground utilities, historical facilities, and structures. The Contractor shall take the necessary precautions to protect facilities, structures, vehicles, employees, and the visiting public. The Contractor shall be responsible to repair any damage caused by their activities to the Sam Houston NF District Office Administrative Site facilities, vehicles, structures, signs, equipment, and grounds.
i. Grounds maintenance will take place at the Sam Houston RD Office Compound bi-weekly through the summer months (ideally May through September).
ii. During the remaining months, maintenance can be scheduled on an "as necessary" basis with a minimum of one site visit per month.
iii. The Contractor shall designate in writing the Contractor's Representative and any alternate Contractor's Representatives for this work. The Contractor's Representative (or alternate representative) must be able to communicate in English.
f. Payment will be made monthly for services accepted by the Government.
II. SPECIFICATIONS
a. Grounds maintenance shall include:
i. Before the mowing of the grass takes place, all tree limbs, branches, and trash that cannot be mulched by the Contractor's equipment shall be picked up and disposed of onsite. The Contractor shall mulch all other leaves and grass.
1. During fall/winter months, collect and dispose of tree leaves/pine needles on site. Mowing service to be limited. Coordinate with District representative for scheduling.
ii. Guards and grass deflectors shall be in place and in proper working position on all the Contractor’s equipment that are designed to have them.
1. There are official U.S. Forest Service, Forest Service employee, and customer vehicles at the Sam Houston RD Office Compound. It will be the Contractor's responsibility to repair any damage to any of these vehicles caused with their equipment while at these sites.
2. It is the responsibility of the Contractor to be bonded to cover any possible damage claims.
3. The Contractor shall notify the COR if any damage occurs to any property located on the Sam Houston RD Office Compound and is solely responsible for correcting any damage.
iii. The mowed height of the grass shall be at approximately 3" in height.
iv. Security fence shall be mowed with a minimum of 48” buffer on the outside
v. Hedges to be trimmed to minimum height not blocking the security camera
vi. Steep and/or wet areas and other areas that cannot be mowed with a riding mower shall be mowed with a gas trimmer (weed eater).
1. All concrete/asphalt edges along drives and walk-ways will be trimmed as well as around structures such as buildings, poles, signs, and posts.
vii. All concrete walking surfaces and vehicle driving surfaces at the Sam Houston RD Office Compound shall be swept or air blown clean before Contractor can leave the site for the day
1. This also includes door mats at the entrances to all buildings.
2. Debris from this operation is to be directed towards the grassy areas of each site and not towards vehicles or buildings.
III. PERSONAL PROTECTIVE EQUIPMENT
a. Contractor Responsibility
i. Contractor shall train workers in the safe operation and use of equipment that the worker may use before the worker begins using such equipment.
ii. Personal protective equipment (PPE), including equipment for eyes, face, head, ears and extremities must be provided (at no cost to employee), used, and maintained in a sanitary and reliable condition. PPE must be used wherever it is necessary by reason of hazards or processes encountered which may cause injury or impairment in the function of any part of the body.
iii. In any area where the worker is exposed to the potential for flying or falling objects, the Contractor shall provide a hard hat to employees. The Contractor shall assure that employees wear the hard hat and all required PPE. The hard hat must meet the minimum requirements of American National Standards Institute (ANSI) standard 289.1-1997.
