2. Government Furnished Materials.
2.1 Salvaged, Serviceable, Replacement Parts: The parts identified by paragraph 2.1.1 of this PWS are salvaged, serviceable, replacement parts available for use by the contractor, if needed.
The contractor shall utilize these parts to the maximum extent practicable before pursuing purchase. Transportation of these parts shall be the responsibility of the contractor.
2.1.1 Parts:
a. Tires;
b. Rims;
c. Hoses;
d. Nozzels; and
e. Gauges.
3. Requirement.
3.1 Inspection of the Down Tube and Valve Assembly Solder: The contractor shall ensure the extinguisher is completely depressurized before attempting to de-valve the extinguisher.
3.1.1 Use instruction (5.4 Complete Maintenance) from TO 13F4-4-121 to discharge the valve assembly and remove the down tube from the cylinder assembly.
3.1.2 Once the down tube has been removed, use the inspection criteria below:
3.1.2.1 Visual inspection should ensure solder joint is fully penetrated by solder. A good solder joint will have a completely full solder bead all the way around the tube/valve joint and form a “fillet” between the valve and the down tube. This bead will be fully filled around the circumference with no gaps. (Refer to Fig 1-1)
Figure 1-1
3.1.2.2 A suspect joint will have pits, voids, and valleys in the joint. If a visible gap (lack of solder) is found between the Retainer and Down Tube interface (Figure 1-2 & 1-3), replace downtube/retainer assembly with approved Amerex manufacturer part (P/N:
04938).

3.2 Low Pressure Test of the Down Tube and Valve Assembly to Test the Soldering Joint:
3.2.1 Valve Assembly Visual inspection is not an acceptable method of detection for the defects within the down tube. In lieu of the visual inspection, the contractor shall conduct a low pressure leak test to check serviceability of the down tube using low pressure nitrogen or clean air from a regulated source and applying a leak detector fluid, per the manufacturers’ standards.
3.2.1.1 The contractor shall utilize the parts and equipment in Table 1-1 in performance of this test:
Table 1-1
3.2.1.2 Assembly Instructions for Low Pressure Adapter: Using the parts listed, Item 1, (Pipe Reducer, 1 x ¼ NPT Female), Item 2 (Cord Grip 0.71”-0.98” OD), Item 3 (Thread Sealant Tape) and Item 8, (Quick Connect Fitting, ¼ NPT male), follow steps to make the Low Pressure Adapter.
3.2.1.2.1 Step 1 – Discard the locking nut and O-ring of the Cord Grip, Item 2 (Cord Grip 0.71”- 0.98” OD). Apply item 3 (Thread Sealant Tape) onto the male threads of the Cord Grip and install 1-1.5 turns past finger tight into item 1 (Pipe Reducer, 1 x ¼ NPT Female). (Refer to Fig 1).
Figure 1
3.2.1.2.2 Step 2 – Install the quick connect fitting, Item 8 (Quick Connect Fitting ¼ NPT male) into the Pipe Reducer with Item 3 (Thread Sealant Tape) on the male threads. (Refer to Fig 2).
Figure 2
3.2.1.2.3 Step 3 – Insert the open end of the down tube (with valve assembly still attached and left in the (“closed position”) into the cord grip. Hand tighten the large nut of the cord grip securely onto the down tube. (Refer to Fig 3). Place the down tube into a soft jawed vice, being carefully not to damage the tube. Tighten vice to hold in place.
Figure 3
3.2.2 Low Pressure Testing of the Soldering Joint:
3.2.2.1 Step 1 – Insert the open end of the down tube (with valve assembly still attached and left in the (“closed position”) into the cord grip. Hand tighten the large nut of the cord grip securely onto the down tube. (Refer to Fig 3). Place the down tube into a soft jawed vice, being carefully not to damage the tube. Tighten vice to hold in place.

3.2.2.2 Step 2 – Attach the compressed gas line to the low pressure regulator. Attach the Item 8 (quick connect fitting ¼ NPT male) to the adapter assembly from Step 1: (Refer to Fig 4).
Figure 4
3.2.2.3 Step 3 – Attach the female quick connect fitting to the adapter assembly from Step 1:
(Refer to Fig 5)
Figure 5
3.2.2.4 Step 4 – Use a shop cloth to isolate the solder joint for performing the low pressure bubble test. (Refer to Fig 6).
Figure 6
3.2.2.5 Step 5 – The threaded joint, below, does NOT have a gasket or O-ring in it (by design) and will show the presence of bubbles if wetted and left exposed during the next step. (Refer to Fig 7).
Figure 7
3.2.2.6 Step 6 – Ensure that the Extinguisher Valve is in the closed position, then open the regulator to 5 psi.
3.2.2.7 Step 7 – Apply leak detect fluid (item 4) in a steady, bubble-free stream onto the solder joint (see Step 6 notation), all the way around the soldered area on the tube. Wait 30 seconds before inspecting for escaping bubbles.
3.2.2.7.1 Note: Do not apply more than 10 psi test pressure, and only from a regulated source.
Use regulated dry shop air (non-lubricated), or dry nitrogen. Use of more than 10 psi can cause the test adapter to detach from the tube and cause bodily injury.
3.2.2.8 Step 8 – The lack of bubbles generated at the solder joint indicates a good, 360 degree solder joint around the tube and is considered a passing inspection. Conversely, bubbles streaming from the solder joint indicates incomplete solder and is considered a failing unit and it should be removed from service. Remember, you are only observing for bubbles at the solder joint interface, not at the threaded brass retainer joint (see Figure 7).
3.3 Hydrostatic Testing: six (6) of the units being serviced require 12 year Hydrostatic Testing in accordance with NFPA 10, Chapter 8. The contractor shall conduct this service on only the six
(6) units that require this service.
3.4 Halon: Halon agent removed from an extinguisher at the time of maintenance or recharging shall be placed in a separate recovery cylinder and the extinguisher cylinder examined internally for contamination. The Halon agent, retained in the recovery cylinder, may be reused only if no evidence of internal contamination is observed in the extinguisher cylinder. Halon removed from extinguishers that exhibit evidence of internal contamination or corrosion shall be processed in accordance with the extinguisher manufacturer’s instructions.
3.5 Parts: If the contractor determines that replacement parts are needed, the contractor shall submit to the Government POC, in writing, a list of all required parts. The Government POC will provide salvaged, serviceable, replacement parts, as available, in accordance with paragraph 2.1 of this PWS. If there are not adequate parts available for use, the Government will provide written confirmation to the contractor of the following:
a. Unavailable Part Name/Model Number/Description;
b. Quantity of each part that cannot be provided by the Government; and
c. Confirmation that the part(s) is/are required.
3.5.1 If the contractor makes the determination that the salvaged part(s) is/are not suitable for use, the contractor shall provide the Government POC with a written determination of failure including justification for the determination. The decision to use or dispose of the part(s) is the responsibility of the Government POC.
3.5.2 Over and Above Work Procedures: If adequate supply of Government Furnished Materials (See Section 2 of this PWS) is not available, the contractor shall provide a work request and to the Contracting Officer prior to procuring any additional parts for the servicing of the impaired unit. This quote shall be all-inclusive with exception to profit and overhead. Profit and Overhead is not authorized for additional parts as profit and overhead is already being provided for the service. The contractor shall not proceed with ordering without written confirmation of acceptance from the Contracting Officer, via contract modification to incorporate the Over and Above Work in accordance with DFARS 252.217-7028. The work request shall include the following:
a. Quoted price per item for each part;
b. Required quantity of each part;
c. Part Name/Model Number/Description; and
d. One (1) copy of the written order from the Government POC (See paragraph 3.5.1 of this PWS) confirming the necessity of the quantities of the requested part(s).
3.5.3 White Reflective Tape: The contractor shall use 2” white reflective tape, NSN 9390-00- 949-8045, as needed.
