PERFORMANCE WORK STATEMENT (PWS)
FOR
B20802 Landscaping
In Support Of
AFLCMC/XA
30 March 2022
Performance Work Statement for
B20802 Landscaping
1.0 SCOPE
The Contractor shall provide landscaping services at building 20802 on Wright-Patterson AFB in Dayton, Ohio. Landscaping services shall consist of design advice, soil preparation, plant installation, weed prevention/removal, mulch and rock installation, and shrub and tree pruning.
2.0 REQUIREMENTS/DESCRIPTION OF SERVICES
All landscaping around building 20802 will be restored. Soil will be replaced/amended as necessary, plants/sedums will be planted, weed control in the form of fabric and/or pre-emergent will be employed as deemed necessary, high-quality mulch will replace old mulch, rocks will be placed around building to replace mulch, raised planter will be reclaimed by pruning/replanting as deemed necessary, and all trees and shrubs will be pruned. Desiring an optional 5 year sustainment/maintenance package in addition to initial installation.
The green roof leading into the front door of the building. This area consists of plastic 2x2 vegetated roof trays, rock gardens, and a raised planting bed. All plant and weed material that has overtaken the green roof area will be removed, including the top 2” of soil removed and replaced using Com-Til or equivalent soil conditioner and pre-emergent. New plants/grasses/sedums/herbs such as the below are recemended but not mandatory.
Liriope, Cheyanne Spirit, Geranium Rozanne, Sedum Autumn Joy, Daylily Ruby Stella, Daylily Stella De Oro, Catmint Jr, Sedum Angelina, Sedum Dragons blood, Sedum Chery Tart, Sedum Ellecombainum, Elijah Blue Fescue, Veriegated Lilyturf, Little Bunny Fountain Grass, Pink Chintz Thyme, English Thyme
Vegetation will be installed in a presentable fashion (design and species TBD). Rock gardens will be weeded and weed control employed as deemed appropriate by the contractor based upon professional expertise. Raised planter will be reclaimed through pruning, replanting as necessary, mulching as necessary, and employing weed control as deemed appropriate by the contractor based upon professional expertise.
The landscaped areas in the front of the building that are not part of the green roof. This area consists of mulch beds, rock gardens, and plants including trees and shrubs. Mulched areas will have mulch replaced with high-quality mulch and weed control employed as deemed appropriate. Rock gardens will be weeded and weed control employed as deemed appropriate.
Trees and shrubs will be pruned as deemed necessary and on a schedule established by the contractor based upon professional expertise.
There is currently is a four-foot strip of mulch butting up to the building on the South and East sides, which separates the building from the grass. Mulch will be removed and replaced with rock (type and size of rock TBD) and treated for weeds as deemed appropriate by the contractor based upon professional expertise.
4.0 CONTRACTUAL REQUIREMENTS
4.1 Quality Assurance. The Government will monitor the Contractor’s performance. The Government reserves the right to review services being provided.
4.2 Quality Control. The Contractor is solely responsible for the quality of services provided.
The Contractor is also liable for the Contractor employee negligence, and any fraud, waste, or abuse. Re-performance of any work for failure to perform in accordance with the specified requirement shall be completed at the Contractor’s own expense and at no additional cost to the Government.
4.3 Place of Performance. Work will occur at Wright-Patterson Air Force Base (AFB), OH
4.4 Normal Hours of Operation: The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 7:00 AM and 5:00 PM, Monday through Friday.
Billable hours are limited to the performance of services as defined in the PWS. Government surveillance of contractor performance is required to give reasonable assurance that efficient methods and effective cost controls are being used.
