1.0 Description of Services / General Information
This Performance Work Statement (PWS) defines the requirements for the contractor to Engineer, Furnish, Install, Test and Place (EFIT&P) a turnkey Voice Gateway 450 (VG450) System at Andersen Air Force Base (AAFB), GU. The purpose of this project is to install software/hardware Unified Communication (UC) equipment and infrastructure for future expansion capability to support 100% VoIP users for Andersen AFB in order to deactivate the legacy systems (Nortel-Avaya SL-100) in Bldg. 25008, Bldg. 2616 (ITN) & Bldg. 61300. This includes all required media gateways, Legacy Device integration, new server hardware, all required software licenses, and required installation and integration services for AAFB, GU.
1.1 Cisco Analog Gateway (Cisco VG450)
Currently Andersen AFB does not have any analog gateways. Therefore, the Contractor shall install Cisco VG450s to provide the necessary service to meet the requirements of the approximately 800 end legacy devices. A total of six (6) gateways are required; three (3) at Bldg. 25008, two (2) at Bldg. 2616, and one (1) at Bldg.
61300.
1.2 Analog Phones Migration
The Contractor shall migrate approximately 432 analog devices (Modems/Faxes/Hotlines/STEs) from the Avaya-Nortel SL100 in Bldg. 25008 (DCO) to the VoIP Analog (A/D) Gateway. The Contractor also shall migrate approximately 288 analog devices (Modems/Faxes/Hotlines/STEs) from the Avaya-Nortel SL100 in Bldg. 2616 (ITN) to the VoIP Analog (A/D) Gateway. Finally, the Contractor shall migrate approximately 80 analog devices (Modems/Faxes/Hotlines) from the Avaya- Nortel SL100 in Bldg. 61300 to the VoIP Analog (A/D) Gateway. The Contractor shall migrate analog devices for fax lines, low speed modem lines, STEs, elevator phone lines, paging lines, telemetry lines and/or other required analog lines from the Avaya- Nortel SL-100s to the VoIP Analog Gateways.

3.0 Requirements & Tasks
3.1 General Requirements
The Contractor shall EFIT&P into service a Joint Interoperability Test Command (JITC) certified VoIP system at Andersen AFB, GU. The Contractor shall provide all equipment, tools, materials, supplies, transportation, management, and other incidentals necessary to EFIT&P the requirements as stated in this PWS, and in accordance with Government contract. All equipment, licenses, supplies, and materials provided shall be new, JITC approved, able to meet the increased load capacity, and are fully supported by the vendor. All new equipment must comply with Federal Information Processing Standards (FIPS) requirements and current restrictions for country of origin. No equipment, even if listed as new, shall have origin as an “open box”, “demo” device, or surplus stock from previous contracts. All equipment will be delivered with factory seals intact.
3.2 Background
3.2.1 Host Telephone Switch
The host telephone switches for Andersen AFB, Guam is the Nortel-Avaya MSL-100.
The Main switch currently uses approximately 4,000 to 5,000 line ports and supports base tenants PBXs.
3.2.2 Remote Switching Terminal (RST)
The Remote Switch Terminal (RST) for Andersen AFB, GU is the Nortel-Avaya MSL-100. The RST currently uses approximately 500 to 800 line ports and supports base tenant PBXs.
3.3 Unified Communications (UC) Requirements
This section lists the Unified Communications (UC) requirements to migrate approximately 800 analog devices, and install software/hardware core UC infrastructure to be able to support/scale up to 100% VoIP users in order for Andersen AFB to deactivate the base’s Voice Switch System (VSS) (Nortel SL-100) and all remote Time Division Multiplexing (TDM) switches sometime in the near future. The Contractor shall install all relative hardware/software and provide a turnkey solution for the UC equipment and infrastructure to support up to the requirement. In addition, the contractor shall install/provide/cut over ready UC infrastructure premise wiring to the Main Distribution Frame (MDF) and analog connections (approximately 800 connections) to the VoIP Analog (A/D) Gateways.

3.3.1 VoIP Infrastructure Requirements & Tasks
The Contractor shall install provide/install hardware/software/cut over ready for the new VoIP infrastructure at Andersen AFB based on the following requirements, also refer to Attachment 2:
3.3.1.1 JITC Approved Products
All products must be listed on applicable product lists, such as the current JITC Approved Product List (APL).
3.3.1.2 Guides, Policies, & Procedures
The Contractor shall follow all applicable DISA Security and Technical Implementation Guides (STIGs), MILDEP policies and regulations, and DoD policies and regulations, as applicable to Andersen AFB, GU.
3.3.1.3 Existing Government Equipment
The Contractor shall utilize all existing government equipment in their solution if possible.
3.3.1.4 High Availability & Redundancy
The Unified Communication (UC) solution must be capable of high availability and redundancy. The Contractor shall provide backup and redundancy for UC core services.
3.3.1.5 Dual Power Supplies
The platforms should have dual power supplies to ensure that a single power supply failure will not result in the loss of a platform. With dual power supplies, the platforms should be plugged into different power sources to avoid the failure of one power circuit causing the entire platform to fail. The use of dual power supplies combined with the use of uninterruptible power supply (UPS) sources will ensure maximum power availability. The Contractor shall provide the solution to meet this dual power supplies requirement.
3.3.1.6 Pooling User Licenses
The Contractor shall provide a UC solution that is capable of pooling user licenses between all systems if deployed in a distributed model.
3.3.1.7 Current Physical Equipment at Andersen AFB
3.3.1.7.1 Cisco Unified Communication System (UCS) Servers (B200M3) & (B200M5) The current Cisco Unified Communication System (UCS) Servers at Andersen

AFB are the UCS B200 M3 & UCS B200 M5. The UCS B200 M5 will not need to be replaced because this UCS is the latest JITC approved product.
However, the UCS B200 M3 is nearing the last date to receive applicable service and support for the product as entitled by active service contracts or by warranty terms and conditions. After this date (December 31, 2021), all support services for the product are unavailable, and the product becomes obsolete. The UCS B200 M3 will be replaced at a later time.
3.3.1.7.2 Cisco Voice Gateway Routers (Cisco 2951)
The current Cisco Voice Gateway Routers at Andersen AFB are the Cisco Integrated Services Router (ISR2951/K9). The Cisco ISR2951 is nearing the last date to receive applicable service and support for the product as entitled by active service contracts or by warranty terms and conditions. After this date (December 31, 2022), all support services for the product are unavailable, and the product becomes obsolete. The Cisco ISR2951 will be replaced at a later time.
3.3.1.8 Configure, Activate, & Testing
The Contractor shall configure, activate, all migrated devices. The contractor shall test 10% of each location’s migrated analog devices installed as stated in the above paragraphs.
3.3.1.9 Call Control
3.3.1.9.1 Call Control Support
The Call Control MUST support Session Initiation Protocol (SIP) and Skinny Call Control Protocol (SCCP).
3.3.1.9.2 SIP Infrastructure
The Contractor shall provide a solution that can support centralized, distributed, or hybrid SIP infrastructures without any limitations.
3.3.1.9.3 Media Gateway Control Protocol (MGCP)
The system must communicate with gateways via Media Gateway Control Protocol (MGCP) and SIP.
3.3.1.10 Primary Location
The Contractor shall provide a solution that is capable to route all VoIP traffic to and from Building 23002. Building 23002 will serve as the primary location.
This site will provide the UC system with master database services, provide capability to load share with other UC servers, and have the capability to absorb full user load should a failure occur to servers located at the other site.
3.3.1.11 Secondary (Backup) Location

The Contractor shall provide a solution that can support a backup location.
Building 20011 will serve as the secondary (backup) location. The solution must provide capability to load share with other UC servers, and the capability to absorb full user load should a failure occur to servers located at other sites.
3.3.1.12 UC Infrastructure Premise Wiring
The contractor shall install/cut over ready UC infrastructure premise wiring for all required analog circuit connections to the VoIP Analog (A/D) Gateway from the MDF in Building 25008, Bldg. 2616, & Bldg. 61300. Exact intra-facility equipment locations, MDF Cable Lengths, and available cable trough/tray availability will be finalized during facility walk-through.
3.3.1.13 Existing Telephone Numbers
The Contractor shall keep existing telephone numbers assigned to the same existing user/location. If the contractor is unable to do so, the contractor shall demonstrate with documentation of steps taken that every effort has been made to keep the existing assigned number to that end user/location site.
3.3.1.14 Pre-performance Site Survey
The Contractor shall complete a pre-performance site survey at each site with the Communication Squadron project team to verify existing site conditions.
3.3.1.15 Rack Space & Location
The Contractor shall include rack space and locations of equipment to be installed in the initial proposal. Exact locations must be approved by the local Communication Squadron. Scheduling of the install will be coordinated by the Communication Squadron to minimize impact to the user and may require system installation after standard business hours or on weekends.
3.4 Management & Administration
3.4.1 Schedule
The Contractor shall prepare and deliver a detailed program activity post award. The Contractor shall baseline the project schedule/plan upon Contractor and Government agreement. In addition, the Contractor shall identify any changes to the schedule by providing an updated schedule. The Contractor shall include justification and request for approval for all schedule modifications.
3.4.2 Hours of Operations
The Contractor shall perform all work during normal duty hours (7:30am – 5:00pm) at Andersen AFB, GU. Working hours may vary depending on base support availability and mission requirements; this may include shift work and weekend duty hours. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated at least three (3) days in advance with the Communications

Squadron Officer (CSO).
3.5 Deliverables
3.5.1 Drawings
The Contractor shall provide updated drawings in Visio and pdf formats. Buildings will be identified with the letter “B” a dash and then its building number, i.e., Building 381 will be identified as “B-381”. These drawings shall depict the entire pathway and details of the installation, including but not limited to: labeling, cabling, building entrances, As-Built Rack Elevation, As-Built VoIP System, Inside Plant Cable drawings, and distribute to 36th CS/SCXP.
3.5.2 Acceptance/ Installation Test Report
The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. The testing shall consist of calling 10% of migrated phone lines. The Test Report(s) shall be provided to the Government no later than ten (10) calendar days after test(s) have been completed.
3.6 Procurement
3.6.1 Distribution
The Contractor shall purchase all equipment, latest software, and accessories necessary for the execution of this project according to the applicable List of Materials (LOM).
The Government shall store purchased equipment in a secure/ dry staging location until deployment and shall all equipment using commercial means.
3.6.2 Equipment Warranty
The Contractor shall provide original equipment manufacturer (OEM) warranty for any equipment purchased under this project in the baseline. The warranty will include all hardware, software, materials, and workmanship. The warranty start time shall begin at the base system acceptance.
3.6.3 Technical Support
The Contractor shall provide written procedures and required information for warranty services prior to cutover in the sire acceptance form or as an attachment to the site acceptance form.
3.7 Installation
3.7.1 Site Requirement
The Contractor shall provide all hardware and latest software necessary to support this requirement.
3.7.2 Software Requirement
The Contractor shall install the latest version of the software.
3.7.3 System Requirement
The Contractor shall ensure system is JITC interoperability certified.
3.8 Testing & Acceptance
3.8.1 System Testing
The Contractor shall verify that the system has been properly installed and configured by running a subset of the system test procedures prior to operational test(s) and system acceptance at the site after cutover. Appropriate test documentation in Contractor’s format shall be prepared and maintained throughout the installation-testing period.
3.8.2 Operational Testing
The Contractor shall perform a 72-hour Operational Test of the installed VoIP system.
The Contractor shall provide end-to-end packet inspection and testing of the VoIP system from Local Area Network (LAN) equipment to media gateways to do the Dial Central Office (DCO). Test shall include a minimum of connectivity and call placement on the DSN and Commercial telephone networks, connectivity and call placement on the E911 system, operation with voice mail, continued call processing, with the loss of a single subscriber, operation of redundancy if the primary location fail, and network connectivity for each of the installed components.
3.8.3 System Acceptance
The Contractor shall identify and provide approved industry and OEM procedures that outline, sequence, and indicate qualifications for system acceptance. Equipment acceptance will be per industry OEM standards. The VoIP system shall operate without a failure for 24 hours after operational and cutover/in-service. The Contractor shall provide all support necessary during this period to resolve any issues that may arise.
3.8.4 Testing
The Contractor shall conduct on-site testing IAW Original Equipment Manufacturer (OEM) installations manuals, practices, and the appropriate vendor’s test procedures.
The Contractor shall furnish all test equipment and personnel required to conduct all required testing. During any testing phase, the Government reserves the right to perform any of the contractor-performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall participate with the Government in testing the complete communications system. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance and payment will be withheld until the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed, related to the failed test and the

corrective action shall be repeated and successfully completed prior to Government acceptance.
3.9 Security
3.9.1 Building Entrance
The Contractor shall coordinate with appropriate base personnel and comply with all required security measures for gaining entry and working in all buildings. The Contractor may require Government escorts with proper building entry authorization and identification while in all buildings. Some areas in those buildings may require prior coordination through base personnel in specific work areas before entering and before work can be accomplished.
3.9.2 Base Passes, Contractor Badge, and CAC
The Contractor shall acquire all necessary base passes for contractor personnel. The Contractor is required to provide identification badges to their employees. All Contractor personnel will wear these badges while on duty on the Government site.
Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc., are to be mutually agreed upon by the Contractor and Government.
4.0 General Information
4.1 Period of Performance
The period of performance for the project shall be 120 days after receipt of order.
4.2 Place of Performance
The place of performance is at Andersen AFB, GU.
4.3 Downtime
Minimum to no downtime required. If downtime is required, please coordinate with 36th CS/SCXP for approval.
4.4 Hours of Operation
The Contractor shall routinely work during normal duty hours of the site. However, mission requirements may necessitate approximately 20% of the work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Base POC at least ten (10) calendar days in advance. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working days in the Proposal.
4.5 Holidays/Down Days
The Contractor shall not perform under this contract on federal holidays or site-

unique down-days unless expressly authorized by the CO and coordinated with the base POC.
4.6 Base Support
The Contractor shall identify any base support requirements (for example, power requirement, lay-down and storage areas) necessary to complete this project in their proposal. The Contractor shall return all government furnished lay-down and storage areas to their original condition upon completion of the project.
