Project Title Night Security Services

General Information

1.0 Background and Purpose

Provide night watch security, for added security and protection of property at night, security guard is requested to prevent damage or theft of property.

Primary focus mainly outside of building to prevent people from camping or sleeping around the building.

1. Question people trespassing on property.

2. Site will be closed to general public.

3. Protect all personal and property.

4. Keep constantly alert and observe everything within sight or hearing.

5. Observe and patrol designated perimeter areas, equipment, structures, and activities of security interest.

6. Report all violations where person or persons were trying to access buildings or vehicles, including looking in windows walking along perimeter of buildings to HSU dispatch 707-826-5555.

7. To remain on assignment until properly relieved by direction of a supervisor.

8. Pass all information relative to assignment to the relieving guard.

9. Reasonable and prudent actions to control site access.

10. Verify the building site, government equipment and vehicles are secure before and at the end of each shift.

11. Providing a safe place to work.

12. Emergency response service to aid employees at the site as appropriate.

13. Submit incident reports to the COR within 24 hours, monthly roll-ups of incidents and issues, and information reports.

14. Report any missing, lost, stolen recovered items.

15. Review, interpret, and make recommendations to the COR for implementing security condition requirements.

16. Maintain compliance with order, manuals, and procedures.

Contractor Requirements

3.0 Technical Requirements / Tasks

Security Guard must have a California Guard card in accordance with all laws and regulations. Weapons are not required.

The service shall begin immediately on the effective date of the contract for 6 months. The period of performance will be from April 1, 2024, thru September 30, 2024.

Provide night shift watch from the hours of 2100-0500, 8 hours shift, 7 days a week, including all Federal Holidays:

June 19th, 2023 July 4th, 2023 September 4th. 2023 November 10th. 2023 November 23rd.2023 December 25th. 2023 January 1st, 2024 January 15th.,2024 February 19th. 2024 May 27th.2024

5.0 Government Furnished

Contractor will have access to the facility to use restrooms & breakroom that will be available. Government will not have any outdoor shelter from weather (guard house), nor will they furnish vehicle for guard while static.

7.0 Contractor’s Key Personnel

Contract Manager: The Contractor shall designate, in writing to the Contracting Officer (CO) a Contract Manager which will be responsible for the performance of the work. The Contract Manager will have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract. The contract manager will be available by means of a communication system so the Contractor may respond in person or by phone within (1) hour after normal duty hours. The name of this person shall be submitted to the Contracting Officer at pre-work meeting and within one (1) workday of any change(s).

8.0 Security Requirements

The Contractor shall furnish to the CO, a Government background investigation for each employee performing work at, or having access to, the Government buildings or facilities prior to performance of the work. All background investigations include a minimum of a Federal Bureau of Investigation (FBI) National Criminal History Check (fingerprint check), and eligibility to perform work under this contract shall be contingent upon a favorable background investigation result. The Contractor shall be responsible for the cost of all background checks for its employees. In the event of a change in employees, the Contractor shall inform the CO promptly of the change, normally within one (1) calendar day after new employee hire or employee dismissal.

· Payment deduction is generally a remedy for non-performance, not as an incentive. Non-Monetary incentives may include award term contract arrangement (contractor is awarded periods of performance) or Past Performance for quality level of performance.
