Document Review Processes with Associated Performance Objectives:
Below outlines the required document review process with the expected performance objective:
BRACKETING PROCESS: For documents marked as classified or containing UCNI information, certified reviewers perform first and second reviews. The classified or sensitive information is bracketed in accordance with OC procedures and guidelines. Appropriate exemptions are written adjacent to the bracketed information. Potential other-agency equities are identified.
Markings are applied as required. Correspondence is prepared for Federal review and approval.
BRACKETING REVIEW WITH INDEX PROCESS: For documents marked as classified or containing other sensitive information, certified reviewers perform first and second reviews. The classified or UCNI information is bracketed and appropriate classification guide short title and topic number are written in the margin adjacent to the bracket. Potential other-agency equities are identified. Markings are applied as required. Correspondence is prepared for Federal review and approval.
INITIAL CLASSIFICATION DETERMINATION PROCESS: For newly generated documents, a certified reviewer determines whether the document contains classified or UCNI information. A classification determination is made based upon formal guidance. Potential other-agency equities are identified. Appropriate markings are applied indicating the results of the review. Correspondence is prepared for Federal review and approval.
RE-WRITE SUPPORT: For newly generated documents for public release or publication, certified reviewers perform first and second reviews. Classified information is bracketed, markings applied, and correspondence with recommended re-write is prepared for Federal review and approval. Potential other-agency equities are identified. Appropriate markings are applied indicating the results of the review. Correspondence is prepared for Federal review and approval.
EO 13526, SECTION 3.3 REVIEWS OF DOE HISTORICAL DOCUMENTS: For DOE collections to be declassified under Executive Order 13526, teams of certified reviewers will review the marked and unmarked records page-by-page for classified information. They will determine whether a document still contains classified information or whether it may be declassified without harm to the national security. Reviews are conducted in accordance with current declassification plans and procedures. The upgrading of a document to RD/FRD/TFNI/DOE NSI/UCNI, or confirmation a document without classification markings is unclassified, requires a one-person review (this applies to an expected 85 percent of the documents examined). The declassification of a marked DOE NSI document requires a two-person review (this applies to an expected 15 percent of the documents examined).
Potential other-agency equities are identified. Review results are entered into the EO Review databases. A contractor Document Reviewer Level 3, 4, or 5 conducts the first review. A contractor Document Reviewer Level 4 or 5 conducts the second review on declassified and downgraded documents, plus ten (10) percent quality control sampling of the remaining documents.
SURVEY PROCESS: For collections or records declassified by agencies other than the DOE under Executive Orders 12958/13526 at NARA, Presidential Libraries, and other agency repositories, teams or certified reviewers will survey the records for previously unidentified RD/FRD. The teams will survey the collection in accordance with current plans and procedures, including looking for classification marking and subject matter of each document, and upon first indication of DOE classified information remand the collection to audit. A contractor Document Reviewer Level 1, 2 or 3 performs the survey. A contractor Document Reviewer Level 3 is expected to conduct between ten (10) and twenty (20) percent quality control sample of the contractor’s work product completed by contractor Document Reviewer Level 1s, 2s, and 3s. If the document reviewer has been on the job for 6 months or less, the quality control sampling second review is initially one hundred (100) percent and drops in steps to ten (10) to twenty (20) percent over 6 months or less. The support contractor is to provide to the Historical Records Program Federal Team Leader a monthly report of individual document reviewer productivity (pages per 8-hour reviewer day) by document-review type. Additionally, the support contractor is to provide for each collection completed, the overall productivity of the support-contractor document-review team. If the productivity rate is greater than twice the minimum required rate, or less than 70% of the minimum required rate, then the support contractor is required to report the related cause(s) to the Historical Records Program Federal Team Leader.
AUDIT PROCESS: For collections of records declassified by agencies other than the DOE under Executive Orders 12958/13526 and determined by survey or otherwise likely to contain RD/FRD, an audit will be performed on selected boxes of a collection. The audit consists of a 100 percent line-by-line scan for RD/FRD/TFNI/DOE NSI/UCNI. If such information is found, the document is tabbed as referred to DOE for further examination in NARA’s Interagency Referral Center.
A contractor Document Reviewer Level 1, 2 or 3 performs the audit. A contractor Document Reviewer Level 3 is expected to conduct between ten (10) and twenty (20) percent quality control sample of the contractor’s work product completed by contractor Document Reviewer Level 1s, 2s, and 3s. If the document reviewer has been on the job for 6 months or less, the quality control sampling second review is initially one hundred (100) percent and drops in steps to ten (10) to twenty
(20) percent over 6 months or less.
REFERRAL RESOLUTION: For other agency/Presidential Library collections to be declassified under Executive Order 12958/13526, the other agencies refer documents that may contain RD/FRD/TFNI to DOE for classification resolution. DOE certified reviewers will review the marked and unmarked records page-by-page for RD/FRD/TFNI/DOE NSI/UCNI. They will determine whether a document still contains DOE classified information or whether it may be declassified without harm to the national security. Reviews are conducted in accordance with current declassification plans and procedures. The upgrading of a document to RD/FRD/TFNI/DOE NSI/UCNI, or confirmation a document without classification markings is unclassified, requires a one-person review (this applies to an expected 25 percent of the documents examined). The declassification or downgrade of a document requires a two- person review (this applies to an expected 75 percent of the documents examined). A contractor Document Reviewer Level 2, 3, or 4 performs the first review. A contractor Document Reviewer Level 4 performs the second document review of all DOE or predecessor agency originated documents that are downgraded or declassified, and of all OGA documents referred to DOE and determined not to contain DOE classified information or UCNI. A contractor Document Reviewer Level 3 is expected to conduct a ten (10) to twenty (20) percent quality control sample second review of the contractor’s first review audit work product of documents referred to OGA. Potential other-agency equities are identified. Review results are entered into a NARA database.
PROCEDURES DEVELOPMENT: The contractor shall provide support by providing technical assistance in the development, revision, and review of document review procedures in all areas of document classification/declassification reviews.
Work to be performed may include, but is not limited to, the following activities: analyzing changes or revision to regulations, orders, and internal office procedures; and preparing revised procedures of document review.
Table 2: Minimum Review Rates by Review Process
Review Process Review Rate per Reviewer (pages per 8-hour day)
Bracketing 150 Bracketing with Index 50 Initial Classification Determination 500 Re-Write Support 150 EO 13526 Reviews (1st Review) 1000 EO 13526 Reviews (2nd Review) 500 Survey Process 10000 Audit Process 1500 Referral Resolution (1st Review) 1000 Referral Resolution (2nd Review) 500
The rates listed above reflect minimum productivity rates and considers other reviewer duties, e.g. database entries and correspondence preparation.
