Performance Work Statement (PWS) for

Contracting Officer’s Representative (COR):

Arapaho-Roosevelt National Forests

Idaho Springs, CO

1.0 Scope of Work

The Contractor shall provide everything necessary to perform the requirements of this contract, including, but not limited to all labor, supervision, materials, tools, equipment, supplies, transportation, permits, insurance, and incidentals necessary to clean and sanitize, and pick up trash in and around the recreation site vault and flush toilet facilities and will maintain a satisfactory facility condition and present a clean, neat, and professional appearance.

2.0 Location of Work

The work is located at nine recreation sites on the Clear Creek Ranger District. Following is a list of all the site locations by priority. For location directions, see Appendix A.

Group A Priority - Site Location Berthoud Pass Trailhead

Group B Priority - Site Locations Bierstadt Trailhead Guanella Pass Trailhead

3.0 Government Provided Property

FAR 52.245-1 (January 2017) The Government will provide trash bags, and toilet paper for Group A site only. Group B and Group C site require the contractor to provide trash bags, and toilet paper. The contractor shall be liable for all loss or damage of such delivered Government furnished property until completion of and final acceptance of work required under this contract.

4.0 Contractor Furnished Supplies, Materials and Equipment

Except for those items or services specifically stated in Section 3 as Government furnished, the Contractor shall furnish everything needed to perform this contract according to all its terms.

The Contractor shall submit a list of cleaning products to be used on the contract to the Contracting Officer prior to the start of work. The contractor shall furnish all Material Safety Data Sheets (MSDS) to the Contracting Officer prior to the start of work.

5.0 Conditions Affecting the Work

The Contractor shall be responsible for having taken steps to ascertain the nature and location of the work, and the general local conditions which can affect the work and cost thereof. Any failure by the Contractor to do so will not relieve the Contractor from responsibility for successfully performing the work without additional expense to the Government. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of a contract, unless such understanding of representation by the Government are expressly stated in the resulting contract.

6.0 Performance Work Statement Tasks

Services to be Performed on Monday and Friday for Group A and B, and Friday only for Group C

Sweep all floors.

Remove trash from trash receptacle and discard in dumpster. Replace liner as necessary.

Remove toilet paper and pressure wash the entire riser inside and out on low settings along with the toilet seat to remove any stains or accumulated debris including human waste.

Sweep or squeegee the water off the floors and out of the restroom.

Pressure wash the entrance sidewalk between the toilet building.

Wipe dry toilet seat and lid, hand railings, hand sanitizer dispenser and door handle.

Restock jumbo toilet paper rolls when empty. -Berthoud Pass Trailhead ONLY.

Restock toilet paper that is 3/4 used and place partial rolls on top of toilet paper rolls mounted on wall.

Pick up trash within 25’ around the building.

7.0 Government Quality Assurance

The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP consists of random inspection/sampling of the Contractor’s work performance. The Government will record the results of these random inspections/samples of the Contractor’s performance on a Quality Assurance Checklist, Appendix C. The random inspections/samples will be conducted not less than twice per month and more frequently as deemed necessary by the COR.

The Contracting Officer shall follow FAR 52.212-4 (October 2018), Contract Terms and Conditions-Commercial Items for Contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

8.0 Hours of Operation

The Contractor shall perform cleaning services during the hours of 6:00 am and 6:00 pm on the required day for services.

9.0 Contractor Personnel

The Contractor shall provide a contract manager who must be responsible for the performance of the work. The name of this person, and the alternate(s) who must act for the Contractor when the manager is absent, must be designated in writing to the Contracting Officer.

The Contractor shall supply some type of identification that must be worn at all times while performing the services of this contract by the Contractor and his/her employees.

The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity. All work under this contract shall be performed in a manner providing a minimum of interference with users of the area. The Contractor and his/her employees shall always be courteous to the public. The Contractor shall be responsible for taking such disciplinary action with respect to his/her employees as may be necessary.

10.0 Contractor Quality Control

The Contractor shall develop and maintain a quality control program to ensure custodial services are performed in accordance with commonly accepted commercial practices, which may include service checklists or reports. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the Contractor shall develop quality control procedures addressing the areas identified in the Performance Requirements Summary & Method of Quality Assurance, Appendix B.
