About this file
This is a Performance Work Statement and Quality Assurance Surveillance Plan (QASP) for soil fertility analysis services at the R. J. Cook Agronomy Farm USDA-ARS Long-Term Agroecosystem Research Site in Pullman, Washington. The USDA-ARS Northwest Sustainable Agroecosystems Research Unit is soliciting a prime contractor to analyze approximately 933 individual air-dried soil samples collected from two long-term field-scale research sites under different agricultural management strategies. This analysis follows up on prior soil fertility analysis conducted in 2017 and will assess how field management practices like precision agriculture have affected soil fertility in dryland farming wheat-producing regions. The analysis will identify which soil fertility tests provide the most useful information to farmers for evaluating management practices that promote healthy soils, crop yield, and the soil microbiome, ultimately supporting USDA Strategic Goal 1 to help U.S. farmers maintain profitable businesses.
The contractor shall perform analysis using approved laboratory methods and is responsible for all personnel, materials, equipment, and facilities necessary for performance. This is a firm fixed-price, performance-based contract with a base year plus one option year. The contractor's laboratory must demonstrate two or more years of commercial competency in each analytical method and hold quality certification/accreditation from recognized programs such as NAPT or ALTA. Required analyses include 14 specific soil properties and methods, including pH water, soil organic matter, electrical conductivity, nitrogen forms, phosphorus levels (Bray-1 and Olsen), cations (Ca, Mg, Na, S, B, Zn, Mn, Cu, Fe, K), exchangeable aluminum, chloride, effervescence, lime requirements, cation exchange capacity, and total bases. Sample analysis results must be delivered within 90 days of sample receipt, with a Certificate of Conformance required per FAR 52.246-15. The contractor must designate a Prime Contractor Representative as the central point of contact within 10 calendar days of award. Invoicing shall be submitted monthly via the Department of Treasury's Invoice Processing Platform (IPP) with payment in arrears following FAR 52.212-4. The QASP requires 100% compliance with all contractor performance requirements and tasks identified in Section 9 of the statement.
