PERFORMANCE WORK STATEMENT

Airborne Ranger Training Brigade / 1-507th Parachute Infantry Regiment

Battalion Annual 34’ Mock Tower Inspection, Certification, and Maintenance–

AMO 22-1110

Period of Performance: 1 Sep 22- 31 Mar 27

Annual Tower Inspection/Certification/Maintenance

1.0 INTRODUCTION

This request is part of a yearly inspection, certification, and maintenance that must be done on the tower apparatuses located with the 1/507th Parachute Infantry Regiment (PIR).

2.0 SCOPE

The 1-507th PIR requires annual inspection, certification and maintenance of the towers to meet federally mandated safety requirements for operation of the (7) 34’ towers to accomplish the 1/507th Parachute Infantry Regiment’s airborne training mission.

3.0 PERIOD OF PERFORMANCE: 1 Sep 22- 31 Mar 27

4.0 APPLICABLE DOCUMENTS

a. Occupation Safety Health Administration (OSHA) 1926.754 structural steel assembly; 1926.756 Beams and Columns; 1926.755 columns anchorage.

b. Director of Public Safety Requirements, Department of the Army U.S. Army Corps of Engineers Washington D.C. 20314-1000(EM 385-1-1) Electronic Manual 385-1-1;

h. All work shall be In Accordance With (IAW) all applicable Federal, State, and local codes and standards including but not limited to those mentioned in paragraph

4.0. All work shall be done IAW the most current publication date of all regulations, policies, and codes.

5.0 REQUIREMENTS AND PERFORMANCE STANDARDS

5.1 Contractor shall provide all equipment and personnel required to complete this requirement. Contractor shall meet with Contracting Officer Representative (COR) at 1/507th Headquarters, building 2747, with all required inspection equipment and personnel. Contractor shall conduct a safety and structural integrity inspection of (7) 34’ Jump Towers using certified structural or architectural engineer(s) and appropriate supporting personnel. Contractor will have one week in order to complete the inspection of all towers. Contractor will have one additional week to compile and generate follow on report in the formats stated in Para 8.0 and submit to COR. The dates of inspection will coincide with dates of non-use of the towers by 1/507th PIR.

5.2 Inspection shall include all connecting components and parts of these towers.

Inspection, certification, and maintenance of (7) 34’ and ((2) 250’ Jump Towers effective FY24) located at Mann and Eubanks Fields, 1/507th PIR Airborne Training Facility, Fort Benning, GA. will be conducted under the guidelines of AWS D 1.1 Structural Steel Tower, and the Crane Institute of America Personnel Hoisting to meet OSHA and the Director of Public Safety requirements.

5.3 CLIN 2002: 2x 250’ Tower Inspection and certification will be conducted in FY24 pending the repair of 1x 250’ Tower being repaired under the MCoE Real Property Planning Board (RPPB) in FY22. Inspection shall include all connecting components and parts of these towers. Inspection, certification, and maintenance of the (2) 250’ Jump Towers located at Mann and Eubanks Fields, 1/507th PIR Airborne Training Facility, Fort Benning, GA. will be conducted under the guidelines of AWS D 1.1 Structural Steel Tower, and the Crane Institute of America Personnel Hoisting to meet OSHA and the Director of Public Safety requirements.

5.4 The equipment to be inspected, certified, and repaired on the (7) 34’ Mock Towers are as follows:

12 vertical 40ft poles and associated anchor points and guy wires.

Anchor’s must have serviceable main and backup eye bolts as well as functioning guy wire

Cable tension Concrete poles, concrete platforms, and hardware connection points Tension rods and cross braces U bolts and cable clamps on entire system Stairwells All aspects of the enclosed structure at the top of each tower. This includes, but not limited to, the interior, exterior, access hatch’s, roof and catwalks

Integrity of the wooden storage unit Exit platform’s stability and safety to include grip tape and safety rise to platform Door and window serviceability Grounding wires The hardware, cables, clamps, and the eye bolts on all poles at each station.

5.5 (8) 300’ trolley cables at each station. The equipment to be inspected, certified and repaired on the (2) 250 foot towers effective FY24 are as follows:

5.6 The vendor shall repair all equipment that cannot be repaired by 1-507 PIR. The vendor will provide the unique repair parts as needed to the unit for services between the site visits.

The vendor will cover the costs of these repairs and materials.

5.7 The equipment to be inspected, certified and repaired on the (2) 250 foot towers effective FY24 are as follows:

Safety lights Electrical operability of associated fixtures and associated machines Cables and load testing of parachute drop apparatus Operations house Cable motors Ground stability testing bi-annually Cables and Drums Brake Assembly Sprockets All Sheaves Gears Shafts Tower Structure and footings Ladders Walkways Control Room

5.8 The vendor shall repair all equipment that cannot be repaired by 1-507 PIR.

The vendor will provide the unique repair parts as needed to the unit for services between the site visits. The vendor will cover the costs of these repairs and materials.

6.0 PERSONNEL QUALIFICATIONS

6.1 The Government anticipates that the requirements within this Performance Work Statement will require engineers evaluated and selected based on their professional qualifications as required by the Brooks A-E Act (40 U.S.C. 1101 – 1104) and Part 36 of the Federal Acquisition Regulation (FAR).

It is the Contractor’s responsibility to propose and deploy the correct labor types and mix required to satisfactorily and professionally meets all PWS requirements. The inspector/s is required to have the proper certifications confirming their qualifications and ability to execute the inspection.

6.2 PERSONNEL QUALIFICATIONS

7.0 PERSONNEL REQUIREMENTS

7.1 Contractor personnel shall wear the ID badge at all times when performing work under the contract to include attending government meetings and conferences, unless otherwise specified in the contract. Each Contractor employee shall wear the ID badge in a conspicuous place on the front of the exterior clothing and above the waist except when safety or health reasons prohibit such placement.

7.3 Access and General Protection/Security Policy and Procedures: The Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by the COR). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

7.4 Operations Security (OPSEC) Standing Operating Procedure/Plan: The

Contractor shall adhere to the Government's OPSEC Standard Operating Procedure (SOP)/Plan during the entire period of performance.

7.5 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III), and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander Installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

7.6 iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area.

The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar.

7.7 AT Level I training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 8.0 DELIVERABLES

8.1. Contractor shall submit a four-part portfolio type report that will include: (1) a written report, (2) labeled photographs of each tower’s deficiencies, (3) recommendation of the priority of repairs to fix the deficiencies found, and (4) a DVD with copies of the report and the photographs.

8.2. The report will document deficiencies of items inspected, in detail, and specific to the tower being inspected. The color photographs will visually document those deficiencies, paying particular attention to the eye bolts and connector assemblies.

8.3. A certification document will also be provided stating whether a tower has passed, failed, or will fail in the near future (with project date). Additionally, the report will make http://jko.jten.mil/ note of any suggested replacement or installation of any required equipment or parts.

8.4. The DVD of all documents will be mailed to: S4 1/507th PIR, ATTN: MAJ Goodin, Bldg. 2747, Riordon Street, Fort Benning, GA 31905.

9.0 FACILITIES, SUPPLIES, AND SERVICES

9.1 1/507th PIR will provide an Officer, a Non-commissioned Officer (NCO), or Department of the Army (DA) Civilian of appropriate rank to escort vendor to tower locations and view inspection process.

9.2 1/507th PIR: Will NOT provide technical instruction to any member of the vendor personnel.

9.3 Vendor will provide certified structural engineer and supporting personnel with qualifications meeting federal guidelines to inspect each of the towers. All needed inspectors are expected to be present day one of inspections.
