PURCHASE DESCRIPTION

FOR

10g Mass Robotic Comparator

1.0 SCOPE:

This purchase description specifies a 10g Mass Robotic Comparator to be used in the calibration of mass standards by the AFPSL. This comparator will be used to compare the Air Force Primary Working

Standards to secondary Mass Exchange Sets in the range of 1 mg to 10g. The comparator will also be used to disseminate the Air Force 1 kg, NIST calibrated mass standard to the Primary Working Standards.

2.0 PERFORMANCE REQUIREMENTS:

2.1 Display Resolution: The Comparator shall be readable to 0.1 microgram.

2.2 Measuring Range: The Comparator shall have a continuous range of 1 milligram to 10 grams minimum.

2.3 Repeatability: The repeatability of the Comparator, 5x ABA, shall be 0.35 micrograms or better throughout a range of 1mg to 1g and 0.7 micrograms from greater than 1g to 10 g.

2.4 Reliability: The Comparator shall maintain its repeatability specification over a period of 12 months, minimum.

2.5 Stabilization Time: The stabilization time for an individual reading shall be no more than 20 seconds.

3.0 FUNCTIONAL REQUIREMENTS:

3.1 Robotic Weighing: The Comparator shall be loaded using robotic weighing technology. The robotics shall be operated using a controller with OEM software. The Magazine Stand shall be loaded manually.

3.1.1 Weight Shapes: System shall be compatible with cylindrical, sheet, and wire weight shapes from 1 mg to 10 g.

3.1.2 Number of Weights: System shall be able to measure up to 3 weights on the weighing pan at the same time.

3.2 Environmental Monitoring: The System shall include temperature, relative humidity, and pressure sensors to monitor the weighing environment.

3.3 Internal and External Adjustment: The Comparator shall have an internal, motorized substitution weight(s) with the option to use an external substitution weight(s). Item’s internal adjustment function shall have the option to be both automated (settings configured by user) or user-initiated.

3.3.1 Internal Substitution Weight: When using the internal substitution weight(s) for adjustment, operator shall have the ability to edit the programmed value(s) for the internal weight(s).

3.3.2 External Substitution Weight: When using an external substitution weight(s) for adjustment, operator shall have the ability to enter (or edit) the actual mass value of the external weight(s).

3.4 External Draft Shield: The System shall have a rigid, separate, external draft shield, which encloses the Comparator, Robotics, and Magazine Stand. The external draft shield shall provide adequate space for all components, have access to the System, and allow for cords to be positioned as needed.

3.4.1 Draft Shield Materials: The shield shall not be composed of Plexiglas due to inherent static properties.

3.4.2 Assembly: External draft shield shall come fully assembled or be assembled in-situ by the manufacturer’s trained technician.

3.5 Comparator Draft Shield: The Comparator shall have a integrated draft shield that encloses the weighing chamber.

3.6 Calibration Adjustment: Any special equipment, fixtures, tools, standards, etc., required for calibration and not common to a primary calibration laboratory must be supplied with the System. A unit that fails calibration and is recommended to be aligned or adjusted, either manually or using alignment/adjustment software, shall include any special hardware, software, software licenses needed to perform the alignment/adjustment process.

4.0 MECHANICAL & PHYSICAL REQUIREMENTS:

4.1 Marble Table: A granite or marble table shall be provide that is large enough to hold the System.

4.2: Magazine Stand: The Magazine Stand shall have a minimum of 60 weight positions.

4.3: Weight Carriers: The System shall be provided with hand held Weight Carriers to transport weights around the lab and assist with loading the Magazine Stand.

4.4 Components: Commercial parts and materials that are used shall have properties consistent with a precision laboratory instrument.

4.4.1 Weighing Pan: The Comparator’s weighing pan/surface shall be made of stainless steel, or similar material, which resists rusting, chipping, flaking, or scraping. Weighing pan/surface shall not be composed of, or covered in, a soft material, such as cork, which may flake, disintegrate, or rub off over time.

4.5 Use of Best Commercial Practices: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to maximize reliability, maintainability, accuracy of operation, and ease of operation. All parts (which include, but are not limited to, shafts, bearings, regulators, switches, controls) shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All materials and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.

4.6 Matched and Selected components: These shall be kept to an absolute minimum. Use of specially built, nonstandard components shall be avoided.

4.7 Model and Serial Number Identification: Part Numbers, Serial Numbers, and Manufacturer shall be identified clearly in a location visible to the operator.

4.8 Operating Environment:

4.8.1 Operating Temperature: The Comparator shall be capable of operating in an ambient temperature of 65 to 75 degrees F without loss of required performance.

4.8.2 Operating Humidity: The Comparator shall be capable of operating in an atmosphere from

40% to 55% relative humidity without loss of required performance.

4.9 Facility Electrical Power and Connections: The System shall be capable of operating on standard 110

V AC 60 Hz electrical power.

4.10 Safety: Documentation will be provided to support the means by which electrical safety considerations have been addressed. The safety of all personnel will be assured in conductive or nonconductive contact with the outside of the equipment, and during the changing of the fuse with the power to the system and its components are turned on. This documentation shall consist of a minimum of a citation of a UL or ANSI identified standard or equivalent United States Standard to which the equipment conforms.

5.0 SOFTWARE REQUIREMENTS:

5.1 Software Scope: The Operator shall be able to schedule a sequence of weighings in which multiple

ABBA and/or ABA measurements are performed. A sequence can include a set of weights of various capacities.

5.2 Reference Weights: The software shall store and recall reference weight values.

5.3 Test Data: All raw measurement data shall be stored and recallable locally on controller.

5.4 Dissemination: Software shall enable mass dissemination techniques to be used per NISTIR 5672.

5.5 Environmental Compensation: The software shall be able to compensates for the influences of the environment.

5.6 Timestamps: All measurements shall be timestamped.

5.7 Data Export: All raw measurement data shall be exportable to Microsoft Excel

5.8 User Interface: The operator shall interact with the controller system via keyboard and mouse.

5.9 Network: The system shall be able to operate with no internet access.

6.0 CONTROLLER REQUIREMENTS:

6.1 Controller: A controller is required that can efficiently operate under Microsoft Windows 10 LTSC

64 bit operating system. All major components of the system shall be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller shall meet or exceed Microsoft Windows 10 LTSC.

6.2 Memory: Minimum 8 GB system Memory.

6.3 USB: Minimum of one USB 3.0 ports not being utilized by other components that is compatible with or adaptable to USB A. Adapter shall be provided if required.

6.4 External video support

6.5 Display Panel: 13-inch (diagonal) or larger viewable display.

6.6 Hard Drive: Minimum 120 GB Solid State Drive

6.7 DVD-ROM: Internal or External DVD +/- RW dual layer or Blue-Ray

6.8 Operating System and Software: All software shall run under Microsoft Windows 10 LTSC 64 bit operating system. All software shall run Windows 10 LTSC as a non-elevated user and with multiple accounts.

6.9 Lenovo brand controller will not be acceptable.

6.10 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.

7.0 OPERATOR’S MANUAL: Manual shall be IAW DD1423s and Data Item descriptions, and shall also include, at a minimum, the following information:

A. Setup/installation of comparator

B. Procedure on how to adjust the comparator

C. Drawing/Diagrams needed for adjustment

D. A list of peripheral support equipment required to accomplish the adjustments

E. Information on any internal adjustments made during operation

F. Definitions on changeable settings

G. Software User Manual

8.0 ON-SITE WARRANTY SERVICE: Contractor shall provide on-site warranty service and repair.

9.0 INSTALLATION: The contractor shall be responsible for setting up the system on-site to assure the system is fully functional and meets the requirements of this purchase description.

10.0 TRAINING: The contractor will provide at least one 8 hour training day, (excluding travel time and installation), for training AFPSL personnel in at least the following areas:

A. Standard Operation

B. Calibration procedures

C. Adjustment procedures

D. Location of components

E. Equipment required for adjustments

F. Troubleshooting procedures

G. Preventative Maintenance

11.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This

Revision 1 will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

12.0 TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to assure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the International System of Units through the National Institute of Standards

Technology (NIST) or other approved equivalent international laboratory. Tests will be performed to assure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format

(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract

Data Requirements List (DD Form 1423).

CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).

SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-ROM in

Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item Description DI-

IPSC-81443A and Contract Data Requirements List (DD Form 1423),
