• Very Good (VG): Performance met contractual/engagement and exceeded some to the reference's benefit. The performance was accomplished with some minor problems for which corrective actions taken were effective.
• Satisfactory (S): Performance met requirements. The performance contained some minor problems for which corrective actions taken were satisfactory.
• Marginal (M): Performance did not meet some requirements. The performance being evaluated had a serious problem for which a corective action has not been identified or the proposed actions appear only marginally effective or were not fully implemented.
• Unsatisfactory (U): Performance did not meet most contractual requirements and recovery is not likely in a timely manner. The performance contained serious problem(s) for which corrective actions were ineffective.

Business Relations: Assess the contractor’s coordination of all the activities needed to perform services; specifically the timeliness, completeness, and quality of the offeror’s problem identification procedures and corrective actions. Asses the Offeror’s history of reasonable and cooperative behavior, customer satisfaction, and management of subcontractors if applicable.
