About this file
This document is a Past Performance Questionnaire for Solicitation No. BAA-NOAA-KMNLP-2024 - A Study to Determine Natural Language Processing (NLP) Capabilities with the NCCF Open Knowledge Mesh (KM) Broad Agency Announcement (BAA). The questionnaire is to be completed by the offeror and the reference provider to assess the offeror's past performance on relevant contracts or projects completed within the past 5 years. The questionnaire covers performance elements such as quality of product/service, schedule, cost control, business relations, management of personnel, and utilization of small business. The offeror is required to provide details on the contract/project, including the contract number, period of performance, place of performance, pricing type, and role on the project. The reference provider is then asked to objectively assess the offeror's performance on each of the elements using a rating scale. Any documented performance issues, such as cure notices or terminations, must also be disclosed. The completed questionnaire is to be submitted directly from the reference provider to the specified NOAA Contracting Officers and Contract Specialists no later than June 7, 2024.
