Science &Technology Personnel Cost
Study

GENERAL INFORMATION
The following establishes the general requirements and guidelines governing the performance of the tasks outlined in this Performance Work Statement (PWS).
1.0 DESCRIPTION OF SERVICES
1.1 Objective
The objective of this work is to provide all 20 Department of Defense (DoD) Science &
Technology Reinvention Laboratories (STRLs) a common platform for analyzing the performance of their Demonstration Personnel systems and to provide the Office of the Under
Secretary of Defense for Research and Engineering (OUSD(R&E)) data for annual reports to
Congress for the overall effectiveness of the STRL Demo Personnel flexibilities as granted in
National Defense Authorization Acts (NDAAs). Through this common platform, each STRL will have an opportunity to conduct an analysis and enable a common analytical tool across previous years and across subsequent years to examine historical trends and observations. A subset of the 20 STRLs will be analyzed on a yearly basis, with all STRLs being reviewed at least once within a 3-year window.
1.2 Scope
The scope of this study effort is to provide OUSD(R&E) a workforce analysis of the
Demonstration Personnel systems, culminating in an annual report to Congress describing the annual analysis, identification of items that need course correction, and recommendations for improvement in the S&T Personnel systems. The annual report provides insight to Congress on the effectiveness, authorities, and flexibilities they have enacted in NDAAs and determine future legislation for further improvements for recruiting and retaining the S&E workforce to ensure the
DoD laboratories are competitive with the commercial technical workforce.
2.0 REQUIREMENTS
In accordance with the requirements set forth in the Service Delivery Summary, Paragraph 3.0, of this PWS, the contractor shall satisfy the following requirements:
• Provide meeting, legislative, and policy analysis support for OUSD(R&E) and the specific laboratories being studied.
• Develop and assist in implementation of initiatives that assure the ability of the DoD laboratories to effectively recruit, retain, and manage workforces of sufficient quality to help meet national security requirements.
• Analyze and provide feedback on data outcome of implementing Lab Demonstration
Project (Lab Demo) initiatives.
• Analyze and perform comparative analyses of all other pay plans to Lab Demo pay system.
• Analyze OUSD level initiatives and address statutory and congressional issues relevant to defense laboratories, as they arise. All analyses and materials provided
(briefing charts, reports, spreadsheets, etc.) will be thorough and understandable, and, unless otherwise stated below, will be 98% accurate with all errors to be corrected by the contractor within the specified timeframe.
2.1.1 Task 1 Laboratory analytics: The contractor shall study demonstration project initiatives, to include salary costs, base pay growth, new hire pay, performance appraisal ratings, and education level. The analysis will include the development and maintenance of simulation models and analysis and comparison of demonstration project outcomes to
Office of Personnel Management (OPM)-provided data. The contractor will assist in analysis of initiatives that assure the ability of the DoD laboratories to effectively recruit, retain, and manage workforces of sufficient quality to help meet national security requirements.
2.1.2 Task 2 OUSD Analytics: The contractor shall analyze OUSD-level initiatives and address statutory and congressional issues relevant to defense laboratories, as they arise.
The contractor shall analyze and summarize in a report, data on matters such as Demo cost, workforce trends, Lab Demo assessments, broadband movements, and other interventions. The report will consist of workforce characteristics and significant trends from the baseline time to present time, to include tracking changes in the workforce over a period of time and an analysis on cost discipline. The contractor shall compare the results with data from historical data collection efforts.

4.0 Government Furnished Information
4.1 The Government will provide personnel data sets from the Defense Civilian Personnel
Advisory Service and OPM to be used by the contractor for analysis.
4.2 The Government will provide personnel data sets from the specific laboratories being studied to be used by the contractor for analysis.
5.0 Non-Personal Services
The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual Contractor employees. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this task order, the
Contractor shall notify the Contracting Officer (CO) immediately.
6.0 Inherently Governmental Functions
The Contractor shall not perform any inherently governmental functions (as defined by FAR
Subpart 7.5). All decisions relative to programs supported by the Contractor shall be the sole responsibility of the Government. The Contractor shall not counsel, mentor, make judgment and/or discretionary decisions or perform any other activities related to supervision of
Government personnel. If the Contractor believes that any actions constitute or are perceived to constitute inherently Governmental functions, the Contractor shall notify the CO immediately.
7.0 Service Contract Reporting
7.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for OSD via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
7.2 Reporting inputs will be for the labor executed during the period of performance for each
Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
8.0 Timeliness
The Contractor shall adhere to all schedule timelines, milestones, delivery schedules and administrative requirements that contribute to or effect schedule variance, to include scheduled on-time delivery of reports, data products, billing invoices, staffing of personnel, and action items. Deliverables include but are not limited to: qualified personnel, Contract Data
Requirements List (CDRL) requirements, vouchers, research & development analyses, and studies.
9.0 Place of Performance
The primary work location under this PWS is at the contractor's facility.
10.0 Normal Duty Hours
The contractor personnel are expected to provide analytical support during OUSD(R&E)’s operating hours of 0700 to 1700 EST, Monday through Friday, excluding Government-observed holidays. If variances are required from the operating hours the contractor shall obtain permission from the Quality Assurance Plan prior to working those hours.

11.0 TRAVEL
11.1 The contractor shall coordinate travel arrangements with the COR to obtain advance, written approval for the travel about to be conducted. The contractor shall submit travel request within five business days of travel. The contractor’s request for travel shall be in writing and contain the dates, locations, and estimated costs of the travel. No travel is approved over the amount obligated on the contract. Any travel that is determined needed over that amount will need to be negotiated and approved by the CO.
11.2 If any travel arrangements cause additional costs than those previously negotiated, written approval by CO is required, prior to undertaking such travel. Costs associated with contractor travel shall be in accordance with FAR Part 31.205-46, Travel Costs. The contractor shall travel using the lower cost mode transportation commensurate with the mission requirements. When necessary to use air travel, the contractor shall use economy class or similar accommodations to the extent they are available and commensurate with the mission requirements. The Government will reimburse travel on a cost reimbursable basis. The Government will pay no profit or fee.
11.3 The contractor shall deliver with the appropriate invoice: copies of receipts for all airfare, rental cars, parking, hotel accommodations, business-related phone calls, taxi fares, and gasoline. Travel does not include local vicinity travel defined as travel within a 25-mile radius of the contractor’s facilities.
12.0 Other Direct Cost (ODC)
The contractor shall identify ODCs and miscellaneous items as specified. The COR must concur and the CO must approve any ODC prior to any purchase. There may be a requirement based on dollar value to obtain three quotes. The Government will pay no profit or fee added.
13.0 General Information
13.1 There are no services determined essential for the performance of this contract during a
Crisis Declared by the National Command Authority or Overseas Combatant Commanders.
13.2 Contractor personnel must obtain a minimum background investigation of a favorable
NACI. Non-Disclosure Agreements, with original signatures, are required from contractor personnel who obtain an initial NACI, within 14 days of favorable NACI adjudication.
13.3 Operations Security (OPSEC) must be an integral part of our daily activities. As we maintain security on our future technologies that are vital to national interest, we must recognize and prepare for the threat poised against our technology. Department of Defense policies mandate a high degree of security throughout the acquisition process. However, heightened security awareness and threat-based countermeasures are particularly essential during the research and development phase when our technology is most vulnerable to espionage, sabotage, or exploitation. It is the obligation of each employee or persons involved on this contract be constantly aware of and strictly adhere to security requirements designed to protect sensitive unclassified and other information and resources produced by acquisition, research and development, and technological security efforts outlined in this PWS. The contractor shall ensure employees receive training and follow appropriate OPSEC measures during the performance of the contract.
13.4 It is anticipated that contract performance for this base period will be 23 Nov 2020 through
24 Nov 2021. This contract allows four 1-year option periods following the base year period.
13.5 The contractor will follow all guidelines and policies related to protection and proper usage of personnel data sets provided under this contract. In addition, data sets could contain Personal
Identification Information (PII). The contractor will remain current on PII Protection policies and follow all Government regulations and policies on the protection of PII.
13.6 Due to the sensitive nature of work to be performed on this effort, the contractor shall not employ Foreign Nationals in any position.
13.7 The contractor will issue invoices monthly over the period of engagement and will be delivered utilizing Wide Area Workflow (WAWF) within 10 days after end of each month.
Invoices will be submitted to AFRL/DPP for certification prior to payment.
