About this file
This document is a Special Notice of Intent to Award a Sole Source contract to Kennon Products, Inc. for canopy/cockpit covers for the B-52 aircraft located at Barksdale Air Force Base. The Government intends to award a firm-fixed-price contract to Kennon Products, Inc. under FAR 13.106-1(b) as they are the original manufacturer of the required covers and have demonstrated the ability to meet the Government's needs through market research. Key requirements for the covers include optimal coverage, ability to withstand various weather conditions, thermal insulation to prevent ice/snow buildup, secure and efficient fastening mechanisms, and ease of installation/removal by aircrew or ground personnel. The Government will consider any information received to determine if a competitive procurement should be conducted in the future, but will not pay or reimburse any costs related to responding to this notice. Firms wishing to challenge the sole source determination must submit an interest letter demonstrating technical expertise, certifications, and ability to compete, as well as evidence that competition would be advantageous and not cost/time prohibitive.
