About this file
The document is a NIST Requirements specification for a 532 nm laser for a molecular physics experiment. The Fundamental Thermodynamics Group within NIST's Physical Measurement Laboratory is seeking a single-frequency laser with specific technical parameters for an optical lattice molecular trapping experiment. Key requirements include: a laser that produces a 532 nm beam with at least 18 W of power, new and factory-packaged equipment (no used, experimental, or gray market components), and meeting precise output power specifications for quantum metrology research involving laser-cooled MgF molecules.
The solicitation (Number 1333ND25QNB680128) is issued by the Department of Commerce's National Institute of Standards and Technology, seeking a high-power, single-frequency laser for optical trapping of molecules. The procurement is for a commercial off-the-shelf laser with strict technical specifications, intended to support advanced scientific research in thermal radiation quantum metrology. All proposed lasers must be new, authorized for U.S. sale, and include original manufacturer documentation and software.

NIST Requirements Document 532 nm laser
I. Background The Fundamental Thermodynamics Group within the National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Science Sensor Division is developing a MgF molecule laser cooling experiment that will enable quantum metrology of thermal radiation. The MgF molecules will be trapped in a 532 nm optical lattice, then accelerated to a controlled velocity by the optical lattice. A high power and narrow linewidth are required for the trapping beams in order to efficiently trap and accelerate the molecules.
II. Scope NIST requires one high power (18 W), single-frequency 532 nm laser. This laser will be used for optical trapping of laser-cooled molecules.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide the following 532 nm laser that meet the following minimum specifications in any combination simultaneously:
1) Produce a free space output laser beam at 532 nm with at least 18 W of power
2) Have an output RMS power fluctuation of <0.5% when averaged over 1 second or 8 hours.
3) Have laser frequency linewidth of <1 MHz
4) Have an output beam with a TEM_00 mode and a beam quality with M^2 < 1.2
5) Linearly polarized output, polarization >100:1
6) Operate with only passive or forced air cooling.
7) Operating ambient temperature 16 C – 26 C.
8) Operating ambient relative humidity up to 80%.
9) Operate using 120 VAC, with supply current <10 Amps.
10) Operate using either a front panel interface, or remotely via RS-232 or ethernet communication.
The contractor shall further provide any software and reference manuals required for operation of the 532 nm laser.
IV. Delivery Delivery shall be no more than 20 weeks after receipt of order (ARO). Delivery shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology (NIST) 100 Bureau Drive, Building 221 Gaithersburg, MD 20899 V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
NIST personnel will verify equipment operation meets technical standards post installation. This will be accomplished through testing the 532 nm laser output with a reference cavity, wavemeter, beam profiler, polarimeter, and power meter.
The Government will test, inspect, and accept the equipment onsite within 7 business days of the receipt of the 532 nm laser. A visual inspection of the 532 nm laser will be performed by the NIST TPOC to identify surface defects or any form of indication that the 532 nm laser was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the 532 nm laser due to defects and/or nonconformance.
VI. Installation The Contractor shall provide written installation instructions no later than the delivery date of the 532 nm laser.
VII. Warranty The contractor shall warrant the entire system for a period of a minimum one year or 3,000 hours operation after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.
VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
