About this file

This document is an attachment describing the technical requirements for two temperature calibration baths required by the National Institute of Standards and Technology (NIST) Fundamental Thermodynamics group. The baths must meet specific requirements for temperature range, immersion depth, stability, power supply, heating/cooling rate, and computer interface. NIST will conduct performance tests and inspections upon delivery to verify the baths meet the stated requirements. The contractor must provide the baths, operating manuals, and maintenance instructions within 16 weeks of the order, and will receive full payment upon installation and acceptance by NIST. This requirement is part of a larger federal contract opportunity, Solicitation Number 1333ND24QNB680156, for the procurement of these temperature calibration baths.

NIST Requirements Two Temperature Calibration Baths

I. BACKGROUND INFORMATION

One of the missions of the National Institute of Standards and Technology (NIST) Fundamental Thermodynamics group at Sensor Science Division is to develop photonics-based, next-generation thermodynamic metrology platform for precise and accurate measure of pressure, vacuum, and temperature. One of the sub-branches of thermodynamic metrology platform is the development of quantum SI photonics-based temperature sensors and primary standards. This new technology can be an alternative to SPRT (Standard Platinum Resistance Thermometer). For the development of new measurement capabilities with a photonic thermometer NIST requires two temperature calibration baths to conduct benchmark comparison to SPRT thermometer and the International Temperature Scale of 1990.

II. SCOPE

The group requires two temperature calibration baths to be able to conduct a benchmark comparison of the photonic thermometer to SPRT.

III. MINIMUM REQUIREMENTS

The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide two (2) temperature bath systems that meets the following minimum specifications:

1. Baths’ temperature range: from -90C (or lower) to +130C (or higher)

2. Immersion depth: 500 mm (or larger)

3. Internal dimensions: (diameter x immersion depth): 147 mm x 500 mm (or larger)

4. Temperature set resolution: 0.001C or smaller

5. Temperature stability:

± 0.005 @ - 90 °C (or better) ± 0.005 @ + 20 °C (or better) ± 0.002 @ + 50 °C (or better)

6. Power supply: 230 V ±10%, 50/60 Hz

7. Power cord: 20 ft long, with / L6-20, 250VAC-rated outlet

8. Heating rate: 1 hr from -90 °C to + 20 °C (or faster)

9. Cooling rate: 4 hr from +20 °C to -90 °C (or faster)

10. Ethernet at USB computer interface

11. Noise level: < 58 dB

12. The Contractor shall provide all necessary operating manuals and maintenance instructions.

IV. DELIVERY

Delivery terms will be FOB Destination and shall occur no later than be 16 weeks ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Bldg 220, Room B47 Gaithersburg, MD 20899-1640

VI. INSPECTION AND ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. These tests shall include:

NIST personnel will verify equipment operation meets technical standards post installation, at a level that meets or exceeds the statement of work. In particular, NIST staff will measure the bath temperature range and stability using a Standard Platinum Resistance Thermometer and resistance bridge.

The Government will test, inspect, and accept the equipment onsite within 20 business days of the receipt of the two temperature calibration baths. A visual inspection of the temperature calibration baths will be performed by the NIST TPOC to identify surface defects or any form of indication that the temperature calibration bath systems were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the resistance ratio temperature measurement system due to defects and/or nonconformance.

VII. WARRANTY

The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.

VIII. PAYMENT SCHEDULE

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates inspection will occur after the testing procedures set forth in this document have been completed
