NIST Requirement Document

BACKGROUND OF PROPOSED ACQUISITION:

The Photonics and Optomechanics Group within Physical Measurement Laboratory at the National Institute of Standards and Technology (NIST) is developing novel nanofabrication and nanomanufacturing techniques and enabling measurement methods. NIST plans to acquire a tunable, femtosecond laser system. The Photonics and Optomechanics Group intends to use this laser system to develop linear and nonlinear, femtosecond time-resolved spectroscopy capabilities from the deep-ultraviolet to the near-infrared spectral range. Wavelength tunability, stability and short-pulse length of this laser are crucial to be able to study novel nanophotonic devices and materials including transition metal dichalcogenides (TMD). High power is required because the power required at the sample location is directed through intermediate optics each of which add significant loss and to see any appreciable signal during higher-harmonic generation such as in the deep-UV spectral range. This procurement will also enable future research projects with the ability to perform spectroscopy and imaging from the near-infrared to the deep-UV spectral range.

DESCRIPTION/PURPOSE OF ITEM/SERVICE TO BE ACQUIRED:

This equipment purchase request is to acquire a Tunable Femtosecond Laser System to facilitate the aforementioned measurements. The system shall meet or exceed the technical specifications identified below. All items must be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award.

Line Item 0001: Tunable Femtosecond Laser System that meets or exceeds the technical specifications listed below:

Quantity: One (1)

1. Laser system shall support generation of femtosecond optical pulses from the deep-UV to the infrared spectral range. The system must include an integrated pump laser, a higher harmonic generation system, along with all the necessary electronics, hardware and software for operation of the system, including all chillers necessary for cooling.

2. Laser system shall be capable of producing output at any wavelength in the range 680 nm to 1300 nm.

3. The laser system must produce optical pulses of temporal duration < 120 fsec over the entire tuning range at a repetition rate of at least 80 MHz.

4. The laser system must be “closed box” and the tuning of the laser light from 680 nm to 1300 nm shall be fully automated and “hands-free”, requiring no mechanical or optical changes or adjustments by the user.

5. The laser system must include dual output option to simultaneously extract the pump laser light.

6. Laser output power shall be at least 1 W over the entire tuning range from 680 nm to 1300 nm with power >3 W at the peak wavelength within this spectral range. The specified power levels are required because the power required at the sample location is directed through intermediate optics each of which add significant loss and to see any appreciable signal during higher-harmonic generation such as in the deep-UV spectral range.

7. Laser system must include higher harmonic generation unit to extend the tunability range of the laser to at the very least cover the range of 230 nm to 650 nm.

8. Tuning of the laser light from 230 nm to 650 nm from the higher-harmonic generation system shall be fully automated and “hands-free”, requiring no mechanical or optical changes or adjustments by the user. A system that allows larger tuning range (<230 nm and >650 nm) via simple swapping of the harmonic crystal in the harmonic generation unit, redirecting the beam to another generation unit, and/or performing an automated calibration routine would be considered acceptable.

9. The conversion efficiency of SHG and THG generation at the peak wavelength must be atleast 35% and 10% respectively.

10. The laser system and the harmonic generation system must interface to the computer through a TCP/IP or USB interface. All software programs, LabView drivers required for remote control and wavelength scanning/calibration of the system must be included.

11. Laser beam shall be TEM00 with a Gaussian quality factor M2 of at most 1.2. The laser beam shall have a diameter of < 1.2 mm (measure 1/e2 intensity) and a beam divergence of < 1.5 mrad.

12. Laser output shall have at most 0.5% rms intensity noise measured over a bandwidth from 10 Hz to 10 MHz.

Installation and Training The system shall be installed by the Contractor no later than two (2) weeks after the complete system is received by NIST personnel. Installation and training shall occur in Building 216, room F114-118 of the NIST Gaithersburg, MD Campus on Monday – Friday between the hours of 8:00AM – 5:00PM EST; excluding federal holidays. The contractor shall contact the NIST COR at least five (5) business days prior to the date of the installation to allow adequate time for visitor registration.

a) The vendor is responsible for the delivery and installation of the full system to the building and room specified at NIST.

b) The vendor shall contact the NIST Contracting Officer’s Representative (COR) via email at least one week prior to the shipping date to coordinate installation.

c) The vendor shall install the complete system including un-packaging, setup, connections, start-up, and demonstration of all the required minimum technical specifications. Upon completion of demonstration, the contractor shall provide the diagnostic test data which demonstrates the system is fully-functional and meets or exceeds all of the required specifications.

d) Following installation, the contractor shall conduct at least one (1), four (4) hour training session for up to two (2) users. The training shall provide a thorough demonstration of all system functions, maintenance, data administration, and basic troubleshooting.

Warranty The Contractor shall warrant the entire system (to include parts, labor, maintenance and service support) for a period of at least one year, commencing upon installation/commissioning of the system. The warranty must also include unlimited telephone/e-mail support for questions regarding operation/troubleshooting. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government.

Delivery FOB Destination delivery terms are requested. Delivery shall be completed within 12 weeks from the date of an award. The Contractor shall deliver all equipment to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640.

Inspection/Acceptance Inspection and acceptance shall take place upon installation. In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The installation personnel shall perform all diagnostic tests after installation in the presence of NIST personnel. Diagnostic test data must include spectral tuning across the entire frequency range as well as measurement of optical output power within the tuning range specified in the solicitation. The diagnostic test must also include measurement of the pulse-length of the laser system at few wavelengths within the tuning range using a femtosecond autocorrelator or an equivalent device. This test data will be reviewed by the NIST COR. Upon review, the COR will provide final acceptance of the equipment, or advise the vendor of performance weaknesses. Any required rework and re-testing shall be completed at no additional cost to the Government within a time frame agreed upon by the COR, the Contracting Officer, and the vendor. Payment for this requirement will be made upon completion and acceptance.

The Government anticipates acceptance/rejection of the system NLT thirty (30) days after inspection and acceptance has been completed.
