NIST Requirement Document Cryogen-Free Superconducting Magnet System Background Our group in the Quantum Measurements Division needs to purchase a new cryogen-free superconducting magnet system for evolving the current program for the dissemination of the kilogram using the Quantum Electro-Mechanical Metrology Suite (QEMMS) featuring a Kibble balance, and a graphene-based quantum Hall resistance standard.
Minimum Requirements
The system/parts shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype not to be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The contractor shall provide a firm fixed price (FFP) quotation for the following:
A cryogen-free superconducting magnet system with the following specifications:
· Magnetic field strengths of 9 tesla.
· 0.1 % tolerance on the central field homogeneity over 10 mm diameter spherical volume (DSV).
· Temperatures as low as 1.6 K.
· Persistent mode switch.
· Full protection against quench damage.
· Maximum cryostat footprint of 0.55 m × 0.55 m.
· 1.8 m maximum cryostat height.
· 24pin sample holder.
· Sample lead wire, ohmic ~ 5 Ω or less, accessed through external Fischer connector.
· Aluminum construction.
· Evacuation valve, safety positive pressure relief devices.
· High temperature superconducting current leads installed.
· At least 25 mm magnet bore/sample space.
· Sample holder temperature <1.6 K.
· Cernox sensor under sample holder with thermally-anchored, shielded cable accessed through external Fischer connector.
· A top-loading variable temperature insert needed for user access to the high field region of the magnet.
· Closed-loop system where helium gas is captured and later recondensed.
· Variable temperature insert should be “sample-in-vapor” type, allowing for control of sample temperature from 1.6K - 325K (measured at the sample).
· Alternative mode of operation needed whereby samples may be immersed in supercooled liquid helium (under 2.1 K) by condensing helium gas introduced to the sample space.
· A rotatable, gold-plated sample mount is needed with calibrated (1.4K-325K) Cernox temperature sensor and bifilar wound heater.
· For crosstalk minimization, thermometry and heater wiring shall not be bundled together with experimental wiring.
· (1) 24-pin connector installed with six (6) pairs (16 wires) of twisted Phosphor Bronze wires spread between 4 runs of quad twist bundled into the central sample rod support tube.
· Vaporizer of the variable temperature insert is also be fitted with a uncalibrated Cernox temperature sensor and heater.
Cryocooler:
· Cryocooler with cooling capacity down to 1.6 K (1 W at 4.2 K)
· PT-100 and ruthenium-oxide temperature sensors installed for system diagnostics (direct current only).
Other accessories:
· Oil-free scroll vacuum pump, all plumbing, and gas storage vessel.
· Temperature controller.
· Temperature monitor.
· Magnet power supply system.
· Electronics cabinet.
· Low vibration pneumatically isolated platform
· Anti-vibration sand trap for cryocooler and variable temperature insert vacuum lines Installation/Training:
In-person assistance with installation and training on system operation, including gas charging, cooling down, magnet operation, and general maintenance.
Delivery
Delivery shall be FOB DESTINATION and shall occur within six to nine (6-9) months ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 218, Room D0013 Gaithersburg, MD 20899
Inspection, Testing, and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during all tests and evaluations at the Contractor’s expense.
Inspection will occur on-site at NIST. NIST will inspect and test the equipment to verify that the equipment meets all of the minimum specifications. Final acceptance shall not take place until all specifications have been met.
Warranty
The contractor shall warrant the entire system for a period of two (2) years. Warranty shall commence after final installation by the contractor and final acceptance by the Government.
Payment Schedule
Payment in full shall be made on a net 30-day basis, upon completion of installation and final acceptance.
