About this file
This is a Statement of Work for crane services required at Mount Elbert Pump-Generator 2, located in Twin Lakes, Colorado. The Bureau of Reclamation's Missouri Basin Region requires a contractor to provide mobile crane equipment and operators to transport key power plant components and load testing blocks within the facility complex.
The primary scope includes four operational tasks: lifting and transporting a 31,500-pound shift ring from outdoor storage into the powerhouse; lifting and transporting a 70,000-pound rotor lifting beam from outdoor storage into the powerhouse; lifting and transporting six bulkhead segments (approximately 10,000 pounds each) from the Forebay Inlet-Outlet Structure to outdoor storage; and lifting and transporting ten concrete load testing blocks weighing up to 40,000 pounds from outdoor storage to the powerhouse and back after load testing is complete. The Government will furnish rigging, specialized lifting devices, and a lifting frame for the bulkhead segments. The contractor must provide contractor-provided means of transport for the shift ring and rotor lifting beam. Performance objectives focus on loading and transporting components between the storage yard and power plant, organizing staged materials, and removing bulkhead segments from the inlet-outlet structure. Operating constraints include navigation of narrow, steep Lake County Road 24 (approximately 25 feet wide with up to 10% grades and 50-foot minimum radius turns) and wind speed limitations for safe handling of large, planar bulkhead segments measuring 10 feet 11 inches tall by 10 feet 3 inches wide. Places of performance include Mount Elbert Power Plant at 5583 Highway 82, Twin Lakes, Colorado 81251, and the Mount Elbert Forebay Inlet-Outlet Structure at coordinates 39°06'08.4"N, 106°21'12.8"W.

STATEMENT OF WORK
I. PURPOSE
Mount Elbert Pump-Generator 2 requires crane services (equipment and operator) to move key components and load testing blocks from the power plant’s outdoor storage location into the powerhouse. The Government will offload the components in the powerhouse with the powerhouse crane. Additional services will be needed to remove stoplog segments at the Forebay
Inlet-Outlet Structure and transport them to the outdoor storage area where the Government will offload them with a small mobile crane.
Crane services for the following operations:
1. Lift and transport a shift ring from the outdoor storage area into the powerhouse.
2. Lift and transport crane lifting beam from the outdoor storage area into the powerhouse.
3. Lift and transport six bulkhead segments from the Forebay Inlet-Outlet Structure to the outdoor storage area at the power plant.
4. Lift and transport load testing blocks from the outdoor storage area to the powerhouse and back to and offloading in the outdoor storage area after testing is complete.
II. SCOPE
1. Provide a mobile crane that can lift the 31,500-pound shift ring onto a contractor provided means of transport and then move it into the power plant. Government will furnish rigging and specialized lifting devices.
2. Provide a mobile crane that can lift the 70,000-pound rotor lifting beam onto a contractor provided means of transport and move it into the power plant. Government will furnish rigging and specialized lifting devices.
3. Provide the labor and equipment necessary to lift six bulkhead segments, estimated weight
10,000 pounds per segment, out of the bulkhead slots of the inlet-outlet structure, estimated radius 130 feet, and transporting them to the Government’s outdoor storage area. The stoplogs must be lifted with the Government furnished lifting frame, estimated weight 2,500 pounds. The Government will be responsible for opening the bulkhead slots, connecting the lifting frame to the bulkhead segments, guiding the bulkheads out of the slots, releasing the lifting frame from the bulkhead segments, and offloading the bulkhead segments in the outdoor storage area.
4. Provide a mobile crane that can lift 10 concrete load test blocks weighing up to 40,000-pounds, and the means to transport the test blocks from the outdoor storage area to the powerhouse. Upon Government completion of load testing the powerhouse crane, the contractor will transport the test blocks back to the outdoor storage area and stage them in an organized manner.

5. Operational Tasks:
Task
Lifting of shift ring onto trailer and transport to powerhouse.
Lifting of rotor lifting beam onto trailer and transport to powerhouse.
Lifting, transport and storage of 6 bulkhead segments
Lifting and transport of testing blocks from storage to powerhouse and back again upon completion of powerhouse crane load tests.
III. PERFORMANCE OBJECTIVES
1. Load and transport key components from the storage yard to the power plant.
2. Load and transport the testing blocks from the storage yard to the power plant and back again. Stage the blocks in an organized manner to facilitate future deployment.
3. Remove six bulkhead segments from the inlet-outlet structure and transport them to the storage yard at the power plant.
IV. OPERATING CONSTRAINTS
1. Lake County Road 24 from Colorado Highway 82 up to the inlet-outlet structure is narrow (estimated 25 feet), steep in areas (up to 10% grade), and has several sharp turns
(estimated inside radius 50’). The county road is on a south facing slope, but areas are shaded and may retain ice and snow at certain times of the year.
2. The bulkhead segments are large and planer, 10’ 11” tall by 10’ 3” wide. Wind moving a suspended load is a primary concern. For the protection of personnel and property, either party may deem the wind speed is too high for safe operation.
