Mount Rushmore National Memorial
Keystone, South Dakota
Performance Based Statement of Work for
Solid Waste and Recycling Services Mount Rushmore National Memorial
Revised 12/09/2020
I. DESCRIPTION OF WORK:
In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this project for Mount Rushmore National Memorial (MORU) as described below.
A. Park Overview and Resource Protection
1. The 1,278-acre Mount Rushmore National Memorial is located in the central Black Hills in southwestern South Dakota, 2 miles southwest of Keystone, along State Highway 244, also known as the Gutzon Borglum Memorial Highway. The majority of the landscape is composed of massive granite outcrops intermingled with ponderosa pine forest. Mount Rushmore is a symbol for freedom and democracy and a special place for all people and cultures. The majority of visitation is for purposes of seeing the carved mountain and associated visitor facilities. The Memorial receives over two-million visitors annually.
2. Providing timely and quality solid waste removal services on a consistent basis to include protecting it resources for Mount Rushmore National Memorial shall be the central consideration for the contractor in performing the work of this project.
B. General Project Requirements:
1. Pick-up frequency will be on a “will call” basis and coordinated as a “Service Request.”
Contractor shall provide service as requested within 48 hours of email or phone notification during non-holiday times, (excluding the weekend) and 72 hours of email or phone notification during holiday times, (excluding the weekend).
2. The contractor shall provide on-site supervision sufficient to ensure the adequate performance of the specified work.
3. The contractor shall provide personnel to efficiently perform the work of this contract.
Failure to provide a sufficient number of qualified employees will not be grounds for any modification or waiver of contract requirements.
4. All persons employed under this contract shall be subject to all applicable federal, state, and county regulations and laws. It shall be the contractor’s responsibility to inform his/her employees of such regulations and laws, and to ensure their compliance.
5. All contractor personnel must use approved safety equipment appropriate to the contract work being performed. Safety equipment and personal protective equipment must conform to OSHA Safety and Health Standards.
6. The contractor shall immediately notify Law Enforcement (by dialing 911) of any and all accidents to which the contractor’s employees are a party or witness; of any and all accidents involving his/her employees or equipment working under this contract. For contract-related emergency issues, the contactor shall contact the Contracting Officer’s Representative (COR) which will be designated at the time of award.
7. The contractor and all of his/her employees and subcontractors shall treat all members of the visiting public with respect and courtesy.
8. The contractor shall provide refuse collection type vehicles and equipment and maintain all vehicles and equipment necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle. Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in accordance with the State of South Dakota by a licensed driver. All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe and unable to function as designed, shall be restricted from entering the Park. Vehicular repairs shall not be performed in the Park. Fluid leaks or spills from contractor vehicles or equipment will not be allowed. Clean up of oil or other fluid spills from vehicles and equipment will be the contractor’s responsibility. Cleanup of spills shall occur within 24 hours of notification.
9. Adequate measures shall be taken to prevent spillage of refuse during pick-up operations. All refuse spilled during this operation shall be cleaned up prior to leaving the site. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse or recyclables at a collection location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container, during the collection.
10. The contractor shall report any trash that was not properly inserted into the dumpsters to the COR. The contractor will not be responsible for trash that was not properly inserted into the dumpsters.
11. In-Park disposal will not be available to the contractor. The contractor shall transport and dispose of all solid waste at a licensed off-Park site selected by the contractor.
Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with the use of off- Park disposal locations. Recyclable material (Mixed Recycling and Cardboard) shall be disposed of at a certified recycling facility. A Submittal of where solid waste and recyclable material will be disposed of will be reviewed and approved by the government before the start of work. It is the interest of the government and Mount Rushmore National Memorial, to ensure recyclable products are recycled and not disposed of in regular waste streams.
12. The contractor shall submit electronic invoices monthly via the Invoice Processing Platform (IPP) that include the invoice performance period, the number and type of the dumpster(s) tipped, the date the dumpster was tipped, and electronic copies of weight and disposal (landfill) receipts. Invoices and all receipts/weight tickets shall be submitted electronically to the government not later than 10 business days after the previous month’s period of performance. Invoices not conforming to this requirement will be rejected.
13. Contaminated loads of recycling: Should recycled materials (Mixed Recycling and Cardboard) be contaminated, the government shall be notified in advance of being billed for landfill disposal of materials intended to be recycled.
14. Provide Dumpsters / Containers and service them as outlined in section II (below).
a. Containers shall have a neutral painted surface and not have excessive amounts of chipped paint. Acceptable painted colors are green, brown, tan, or blue.
b. No more than 5% of the visible area, Sides, Back and Front of dumpster units will be allowed to show chipped paint.
c. Lids, locking devices, and all associated equipment within this contract shall be in good repair and generally rust free.
d. Dumpsters and containers shall not leak any type of fluid onto pavement surfaces.
Any fluid leaks or stains caused by such leaks shall be cleaned and removed at the expense of the contractor.
e. All equipment must be serviceable, ready for use and in place by the 1st day of the performance period.

II. INDIVIDUAL REQUIREMENTS:
1. Dumpster #1, Solid Waste
Concessions Loading Dock Location:
13000 Highway 244, Keystone, SD 57751
Provide One (1) 30 cubic yard covered refuse container with compacting ability for trash / waste removal. The container shall be backed into the loading dock location and shall not exceed 9 feet in width, 24 feet in length, or 11 feet in height. The container shall have a side door opening and rear door opening to allow users to easily dispose of trash from the side of the unit as well as

Trash 25 Cardboard Recycling 22 Mixed Recycling 13 from the 48” high loading dock surface. The contractor shall provide the above container with a compactor for use by park employees. The compactor shall be owned and maintained by the contractor and shall provide for continuous daily service. The compactor and associated controls, must coordinate with existing site utilities, (208/480 phase III) volt electrical circuit, and must adhere to all OSHA Safety Standards, including, but not limited to 29 CFR 1910.212 and 1910.147, and provide an effective means of machine guarding to prevent employee exposure to the trash compactor’s point of operation. The compactor hydraulic unit may be mounted along the wall on the concrete surface of the loading dock, not to exceed an area larger than 42” in depth, 38” wide, and 60” tall.

2. Dumpster #2, Cardboard Concessions Loading Dock Location:
13000 Highway 244, Keystone, SD 57751
Provide One (1) 30 cubic yard covered weatherproof container for cardboard recycling. Container shall be backed into the loading dock location, on the sculpture side (west side) of #1. above, and shall not exceed 8 feet in width, 17 feet in length, and 8 feet in height. This unit must have a door / hatch located on the side of the unit allowing easy access by users to dispose of cardboard materials.

3. Dumpster # 3, Mixed Recycle Maintenance Parking Lot Area Location:
(Near Mount Rushmore Dormitory Building) 13058 SD Highway 244, Keystone, SD 57751
Provide One (1) 40 cubic yard covered weatherproof container for mixed recycling. Container must fully open with door(s) on one end to allow users to dispose of mixed recycling into unit. This container shall be placed in the parking lot near the dormitory building.

4. Dumpster #4, Solid Waste Mount Rushmore Housing Area Location:
24290 Doane Mt. Road, Keystone, SD 57751
Provide one (1) 6 cubic yard dumpster for trash with lid. This unit will be placed at location near the existing housing garages on a gravel surface. The size of the unit shall not exceed 90 inches wide x (52-inch-tall front) (72-inch-tall back) x 70 inches in depth. This unit will be accessed daily by housing occupants that reside in the Mount Rushmore Housing Area.

5. The Government will identify and provide contact information for National Park Service employees who are authorized to request service / pick up at the time of contract award.
III: QUALITY CONTROL PLAN
A. Contractor shall establish a complete, written Quality Control Plan (QCP) to ensure that the requirements of the contract are provided as specified. The QCP’s purpose is to provide a plan for meeting all requirements of this contract. The final QCP should be submitted prior to the pre performance meeting. The QCP should cover topics such as:
• Contract Management
• Performance
• Safety
• Equipment
• Schedules
IV: PERFORMANCE REQUIREMENTS SUMMARY
The Government expects the contractor to collect solid waste as outlined in the Performance Work Statement. Acceptance of the work will be based on compliance with the work specifications. Non-compliance with any specification will constitute unsatisfactory performance and the contractor will be required to correct any deficiencies. The contractor service requirements are summarized into performance service tasks that relate directly to mission essential items. The Government will utilize the following summary matrix to monitor contractor performance.

After each dumpster pick up or tip, dumpsters should be returned to proper location with all lids and equipment secured and in fully functioning operational status. Dumpsters will be maintained as per SOW.
Dumpsters / containers are tipped /dumped as requested as per the Individual Requirements section outlined in Section II in the SOW.
Housekeeping associated with emptying of dumpsters as per SOW.

Dumpsters are properly replaced with lids secured and equipment and controls re-installed. Dumpsters shall be replaced within 5 hours of removal / service.
Service Requests are completed within 48 hours of email or phone notification during non-holiday times, (excluding the weekend) and 72 hours of email or phone notification during holiday times, (excluding the weekend). as outlined in the SOW.
Contractor will keep all dumpster areas clean with debris removed during the tipping / removal process
Contractor will maintain trucks such that no spills will occur.
Contractor Supporting documents are correct in IPP. Weight and Landfill receipts are legible and provided by the 10th business day of the month following the month the work was performed.
