About this file

This is a Statement of Need for the procurement of two industrial mobile aisle shelving systems for the U.S. Air Force Office of Special Investigations, 12th Field Investigations Squadron. The systems must safely store, organize, and provide efficient access to mission-essential technical equipment while maximizing available storage space and protecting assets from damage. The Government requires the contractor to disassemble and legally dispose of the existing shelving system before installation.

The two identical high-density mobile aisle shelving systems must meet specific dimensional requirements: maximum 21 feet length, 12 feet width, and 9 feet height, with shelving depth ranging from 18 inches minimum to 36 inches maximum to support double-sided, back-to-back configurations. Each shelf must safely support a minimum of 150 pounds per tier and accommodate items with heights from 15 to 36 inches. The systems require modular, surface-mounted, leveled track systems with flush floor-decking platforms, manual mechanical-assist drive mechanisms, master locking capabilities to secure mobile carriages, heavy-duty shelf locking clips, and solid end panels to prevent item shifting. All components must be 100 percent new commercial-grade materials suitable for heavy, sensitive, and mission-critical equipment. The contractor is responsible for site verification, area restoration upon completion, and provision of comprehensive operating and maintenance instructions. Contractor personnel must comply with installation security policies and pass background checks for base access. The entire project, including delivery and installation, must be completed within 120 calendar days after award, performed during normal duty hours Monday through Friday from 0730-1630 hours. A minimum one-year warranty covering all defects in workmanship and materials is required, with final Government acceptance contingent upon successful inspection and functional testing confirming full operability and freedom from deficiencies.

STATEMENT OF NEED

U.S. Air Force Office of Special Investigations 12th Field Investigations Squadron Rolling Industrial Shelving Replacement Current as of: 25 August 2026

1. SCOPE:

· The Government requires two industrial mobile aisle shelving systems to safely store, organize, and provide efficient access to mission-essential technical equipment. The contractor first must disassemble and legally dispose of the existing shelving system before installing the new system. The new systems must maximize available storage space, allow personnel to safely retrieve and return equipment, and protect stored assets from falling, shifting, or other damage.

2. SPECIFICATIONS:

The contractor shall provide two (2) high-density mobile aisle shelving systems consisting of:

· System Footprint & Dimensions:

· System Length: Maximum of 21 feet

· System Width: Maximum of 12 feet

· System Height: Maximum of 9 feet

· Shelving Depth: 18 inches minimum / 36 inches maximum (must support a double-sided, back-to-back shelf configuration up to 36 inches total carriage depth)

· The system must be modular and accommodate items with heights ranging from 15 inches to 36 inches.

· Shelves must be easily adjustable by users without the need for specialized tools.

· Weight Capacity: Shelving units must safely support a minimum of 150 lbs. per shelf tier, designed for heavy, sensitive equipment.

· Track & Decking System: Provide a modular, surface-mounted, leveled track system featuring a flush floor-decking platform to ensure a smooth, hazard-free walking surface.

· All required rails, mobile carriages, shelving components, hardware, freight, and installation.

· Security & Locking: The system must include a master locking mechanism capable of securing all mobile carriages in a fully compacted position, preventing unauthorized aisle access from the outside.

· Drive Mechanism: The system shall utilize a manual, mechanical-assist drive system to ensure smooth movement of the mobile carriages.

· Safety Features: The system must utilize shelves with heavy-duty locking clips to prevent dislodgement during motion, and carriages must feature solid end panels to secure items and prevent them from shifting into open aisles.

3. GENERAL REQUIREMENTS:

The contractor shall be responsible for all actions and deliverables required to provide a complete product including the following:

A. Due Diligence and Site Preparation:

· Field-verify all site dimensions, floor conditions, load-bearing capacity, and installation clearances prior to fabrication.

· Disassemble and legally dispose of the existing shelving system.

· Ensure the work area is cleared of all installation debris and restored to its original condition upon completion.

B. Personnel Security & Citizenship:

· Base Access: Contractor personnel must comply with all local installation security policies and be able to pass standard background checks required to obtain base access passes for the duration of the installation.

C. Equipment and Installation Standards:

· Provide 100% new, commercial-grade components suitable for storing heavy, sensitive, and mission-critical equipment.

· Install the systems in strict accordance with the manufacturer’s approved drawings and installation requirements.

D. Safety and Performance:

· Ensure all mobile shelving sections move smoothly, remain aligned, and do not create any uncontrolled movement or tipping hazards.

· Perform complete operational testing after installation and correct all deficiencies before Government acceptance.

E. Documentation and Warranty:

· Provide comprehensive operating and maintenance instructions for the installed systems.

· Provide a minimum one-year warranty covering all defects in workmanship and materials.

4. DELIVERY AND INSTALLATION:

A. Delivery Location:

· Will be provided at time of award.

B. Coordination and Timeline:

· The contractor shall coordinate the delivery and installation schedule with the Government point of contact in advance.

· All work shall be performed during normal duty hours (Monday-Friday, 0730-1630), unless otherwise authorized.

· The entire project, including delivery and installation, shall be completed no later than 120 calendar days after receipt of award.

5. INSPECTION AND ACCEPTANCE:

Following the completion of the installation, the Government will perform an inspection and conduct functional testing of the shelving systems to verify they meet all specifications. Final acceptance of the work will occur only after the systems are confirmed to be fully operational and free of all deficiencies.
