About this file
This document contains the technical specifications for a Waterjet Cutter System required by the Naval Research Laboratory (NRL). The system must be capable of accurately cutting a wide range of materials, including the hardest metals and softest woods, into 2D and 3D shapes. Key requirements include: a work envelope that can accommodate materials up to 10' x 6'6", a fully programmable cutting head with 2D, 3D, and beveling capabilities, an intensifier pump with sound-dampening features, a closed-loop filtration system with zero wastewater discharge, and an abrasive transfer system. The system must meet strict linear position accuracy and repeatability requirements. The NRL has issued Solicitation N00173-24-Q-EM18 for this Waterjet Cutter System, which is being procured by the Office of Naval Research.

SPECIFICATIONS FOR WATERJET CUTTER SYSTEM
SPECIFICATIONS FOR A WATERJET CUTTER SYSTEM
I. OVERVIEW: The Naval Research Laboratory (NRL) has a critical need for a Waterjet Cutter System capable of accurately cutting a wide range of materials into 2D & 3D shapes and sizes in support of the Research Divisions.
II. BACKGROUND: With numerous composites and non-standard materials being introduced into use by the NRL Research Community, the R&DSD / Code 3523.1 Machine Shop has found itself unable to support basic and customized machining requests due to lack of equipment and machinery necessary to cut said materials to the required shapes and tolerances.
III. SCOPE: The Waterjet System shall be comprised of five (5) components; (a) Main Waterjet Cutting Machine with Gantry Style Bridge (b) Touchscreen Roll Around Operator Station (c) Closed Loop Filtration System with Chiller (d) Hopper Tank Configuration for the Abrasive Transfer System (d) Intensifier Pump (e) 1 Ton catcher tank for spent garnet from the Abrasive Transfer System. The Waterjet System will safely cut the hardest metals through the softest wood, and everything in between. The R&D Shops ability to cut this wide variety of materials into 2D &3D shapes and within very tight tolerances is critical to supporting the Research Mission at NRL.
IV. SPECIFICATIONS AND SALIENT CHARACTERISTICS FOR WATERJET CUTTER
SYSTEM:
V. The waterjet Cutter System hereinafter referred to as “The System” shall be comprised of five (5) components; (a) Main Waterjet Cutting Machine with Gantry Style Bridge (b) Touchscreen Roll Around Operator Station (c) Closed Loop Filtration System with Chiller (d) Hopper Tank Configuration for the Abrasive Transfer System (d) Intensifier Pump (e) 1 Ton catcher tank for spent garnet from the Abrasive Transfer System. The System SHALL meet all of the following minimum technical, physical, and performance requirements.
A. WORK ENVELOPE: The System SHALL (1) be able to accommodate material size up to 10’ x 6’ 6” on the cutting table or Working Surface. (2) Include Z-Axis with full 8” of travel
B. CUTTING HEAD: The System SHALL have a Cutting Head that is (1) Fully Programmable (2) Servo Driven (3) Have 2D, 3D and Beveling (5 Axis) Capabilities (4) Laser Alignment (5) Automatic Taper Compensation (6) Cutting Speed up to 120 IPM
C. INTENSIFIER PUMP: The System Intensifier Pump SHALL include the following attributes: (1) Air Assisted Lifting Top (2) Removable Side Panels for full maintenance accessibility (3) Light up exterior handle to indicate Pump is in “Run Mode (4) Integrated Work Light (5) Low noise enclosure with sound deadening materials.
D. HYDRAULIC CHILLER SYSTEM: The System SHALL include a Chiller designed to cool and protect the hydraulics on the High Pressure Pump during operation.
E. CLOSED LOOP FILTRATION SYSTEM: The System SHALL have a Closed Loop Filtration System that operates or performs in such a manner that the main system has “ZERO” discharge of waste water to any drains.
F. ABRASIVE TRANSFER SYSTEM: The System SHALL include (1) A 500 pound capacity Hopper which stores and delivers abrasive cutting material during the cutting process as required (2) A 1 Ton Catcher Tank to remove and store the spent garnet for proper disposal (3) Rated removal rate of more than 1 ton per hour (4) Casters for ease of mobility (5) Runs on Shop provided compressed air.
G. LIMITED FLOOR SPACE ATTRIBUTES: The Main Waterjet Cutting Machine SHALL be single piece Steel Construction. All of the additional Components which make up the System Shall be independent of the Main Waterjet Cutting Machine in order to provide layout flexibility to meet the constrained floor space requirements.
H. SOFTWARE & CONTROLS: The system SHALL include a PC based Software Suite and Mobile/ Roll Around Touch Screen Control Work Station.
I. LINEAR POSITION & REPEATABILLITY ACCURACY: The System SHALL be have linear position accuracy of +/- .0025 inch, and repeatability accuracy of +/- .001 inch.
J. MATERIAL WOKABILITY: The system SHALL be capable of cutting and piercing materials ranging from the softest wood through the hardest metals accurately and without damage.
K. OEM WARRANTY: The System (All Components) SHALL be manufactured by the same OEM, and come with a full Two Year warranty
L. The overall system and all components shall be compatible with a typical Machine Shop setting in terms of power and utility needs, and safety considerations.
