About this file

This is a Request for Information (RFI) response document outlining minimum essential characteristics for a High-Density Microelectrode Array (MEA) System procurement by the United States Army Medical Research Institute of Chemical Defense (USAMRICD) through the Defense Health Agency Contracting Activity (DHACA).

The government seeks a complete MEA system capable of detecting, monitoring, and analyzing intracellular electrochemical activity with an electrode density exceeding 1,000 electrodes, simultaneous recording/readout/stimulation capabilities, and a minimum sampling frequency of 10 kHz per electrode. The system must support 3D tissue penetration technology for recording within spheroids, organoids, and tissue slices at depths greater than a single layer, and be compatible with excised brain, heart, and skeletal muscle tissue. The procurement includes one MEA unit with an integrated mini-incubator maintaining 37°C with 5% CO2; sample holders with net sizes of 1000/60, 1000/90, 300/60, and 300/90; five single-well microchip plates with 3D tissue technology and well diameters of at least 25mm; a high-performance Windows 11 workstation with 4TB SSD and GDPR5 graphics card; analysis software with perpetual licensing and spike-sorting capabilities; and a high-resolution monitor exceeding 2000x1000 resolution. The vendor must provide comprehensive training within 30 days of delivery and deliver all items within 12 weeks post-award. The government issued an RFI on March 24, 2026, with a closing date of April 1, 2026, and received no qualified responses. The procurement is designated as NAICS 334516 (Analytical Laboratory Instrument Manufacturing) with Product and Service Code 6640 (Laboratory Equipment and Supplies), and the government intends to sole-source to 3Brain US LLC pending evaluation of any submitted capabilities statements.
