1. DESCRIPTION OF SERVICES:

This Performance Work Statement (PWS) outlines laundry and dry-cleaning requirements for the Medical Treatment Facility (MTF) located at McConnell AFB, KS. The Contractor shall provide all linen and apparel requested by the MTF in addition to off-site laundry and dry-cleaning services, with pickup and delivery service at McConnell AFB. The contractor shall provide all personnel, education and training of personnel, equipment, tools, materials, supervision, transportation and other items necessary to perform laundry and dry-cleaning services as defined in the PWS and contract. The contractor shall perform laundry services including (1) pickup, (2) laundering, (3) packaging, and (4) delivery on a weekly basis for approximately 1800 pieces per month, as shown in Appendix 2. These amounts are estimates and will fluctuate weekly.

1.1. LAUNDRY SERVICES

1.1.1. Contractor shall pick up soiled laundry and deliver clean laundry in accordance with Appendix 1. Acceptable laundry services are defined as: pickup and delivery schedules are met;

correct quantities of laundry are delivered; laundry is delivered free of all dirt, contaminates, debris, dampness, offensive odors, mildew, cleansing chemicals residue, has a uniform appearance of colorfastness, same quality and texture; is properly finished and packaged. All laundry under this contract shall be processed by the contractor in accordance with current AAAHC/OSHA standards of cleanliness, finish and appearance for medical linen and laundry services. The items, as well as the laundry facility, shall not only be clean in the sense of being free from soil and stains but also free from bacteria, fungi and other microorganisms to insure that the 22d Medical Group (MDG) remains in accordance with current AAAHC/OSHA/HSI infection control practices. AFI 44-108, Infection Control Program outlines the following.

1.1.2. Delivery/Pickup. On linen delivered, the contractor will record number of pieces delivered on the delivery ticket prior to delivery and the government representative shall validate this amount upon delivery. The contractor shall provide the tickets and furnish the government with a copy. Any differences/discrepancies shall be annotated on the ticket. Articles shall be delivered at the prescribed times in Appendix 1 or agreed upon times the week prior due to government unplanned/planned closures. The contractor will make changes to weekly orders as necessary based on government demand of the medical facility required linen as estimated in Appendix 2.

1.2. TRANSPORTATION OF SOILED AND CLEAN ARTICLES.

1.2.1. Laundry carts and/or trucks used for transportation between the 22 MDG and the laundry facility shall be cleaned with a germicide accepted by the 22 MDG Infection Control committee, prior to transporting cleaned linen.

1.2.2. All linen items shall be returned to the facility wrapped in clear plastic. Clean linen shall be handled in such a manner as to prevent contamination. Linen items are to be grouped by type, i.e., sheets, pillowcases, patient gowns, scrubs, bath towels, wash clothes, etc. Coats and jackets and will be hung and separated by sizes. Gowns and scrubs will need to be separated by sizes.

1.2.3. Clean articles shall be delivered prior to pickup of soiled articles. All clean articles are to be protected from contamination and soiling during transit to designated delivery points.

1.3. HANDLING REQUIREMENTS. The contractor is responsible for properly handling contaminated laundry, in accordance with the “Infection Control” section (Linen and Laundry sub-section) of the JCAHO Guidelines. The contractor shall comply with all certification or labeling requirements arising from state or local department of health regulations. Delivered finished apparel shall conform to the Standards and Recommendations of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), OSHA, and generally accepted industry standards of quality of cleanliness, finish, and appearance.

1.3.1. Routine Handling of Clinic Laundry.

1.3.1.1. Handle contaminated textiles and fabrics with minimum agitation to avoid contamination of air, surfaces, and persons (36,293,355,356). Category IC (OSHA: 29 CFR 1910.1030 § d.4.iv)

1.3.1.2. Do not sort or pre-rinse contaminated textiles or fabrics in patient-care areas (293).

1.3.1.3. Use leak-resistant containment for textiles and fabrics that have the potential to be contaminated with blood or body substances (293,355). Category IC (OSHA: 29 CFR 1910.1030 § d.4.iv)

1.3.1.4. Identify bags or containers for contaminated textiles with labels, color coding, or other alternative means of communication as appropriate (293). Category IC (OSHA: 29 CFR

1.4. WORKMANSHIP AND SANITATION. All laundry will be delivered in a sanitary and thoroughly laundered condition. All work performed shall be done under sanitary conditions, in accordance with generally accepted industry standards and Department of Health Regulations.

The contractor’s facility shall be open to inspection of sanitary conditions at any time by a representative of the government and the government reserves the right to perform or cause to have performed any tests necessary to determine the sanitary condition of articles delivered by the contractor. All articles shall be kept segregated in the contractor’s plant and handled separately from any other customer’s work that may be in progress. The contractor shall ensure that at no time MAFB articles come into contact with articles of other customers that may be in progress.

1.4.1. Laundry Facilities and Equipment

1.4.1.1. Maintain the receiving area for contaminated textiles at negative pressure compared with the clean areas of the laundry in accordance with AIA construction standards in effect during the time of facility construction (1,350--352). Category IC (AIA: 7.23.B1, B2)

1.4.1.2. Ensure that laundry areas have hand washing facilities and products and appropriate PPE available for workers (1,293). Category IC (AIA: 7.23.D4; OSHA: 29 CFR 1910.1030 § d.2.iii)

1.4.1.3. Use and maintain laundry equipment according to manufacturers' instructions (353,354).

Category II

1.4.1.4. Do not leave damp textiles or fabrics in machines overnight (353). Category II

1.4.1.5. Disinfection of washing and drying machines in residential care is not needed as long as gross soil is removed from items before washing and proper washing and drying procedures are used. Category II

1.4.2. Laundry Process.

1.4.2.1. If hot-water laundry cycles are used, wash with detergent in water >160ºF (>71ºC) for >25 minutes (1,270). Category IC (AIA: 7.31.E3)

1.4.2.2. Follow fabric-care instructions and special laundering requirements for items used in the facility (364). Category II

1.4.2.3. Choose chemicals suitable for low-temperature washing at proper use concentration if low-temperature (<160ºF [<70ºC]) laundry cycles are used (365--370). Category II

1.5. UNSERVICEABLE ARTICLES. All unserviceable articles and non-repairable articles shall be returned in a separate bundle marked as “unserviceable”. All unserviceable articles will be replaced by the contractor at no cost to the government.

1.6. NON-REIMBURSABLE REPAIRS. The contractor shall repair, at no additional cost to the government, all minor rips, tears, open seams and holes using thread and materials of the same quality, compatible color, colorfastness, and texture as that used in the manufacture of the articles. Minor is defined as less than four (4) inches. In addition, the contractor shall replace all broken or missing buttons with buttons of matching color and similar appearance and quality.

1.7. REWASH/RECLEAN OF LAUNDERED OR DRY-CLEANED ARTICLES. Any articles found to have been unsatisfactorily laundered or dry-cleaned shall be rewashed or dry-cleaned, at no additional cost to the Government. The government representative will notify the contractor’s representative after the unsatisfactory condition is discovered. The articles(s) shall be rewashed and returned at the next delivery. Contractor shall ensure rewash articles are segregated from other laundry articles when returned. Contractor shall also ensure that articles are readily identifiable upon return to the government as rewash articles. For example, articles may be labeled with a tag stating, “Rewashed.”

1.8. MISSING/LOST ARTICLES. If any article is missing from a delivery, the contractor shall, on the same day the shortage occurs, issue a shortage ticket to the Clinic POC. The article shall be included in the next regularly scheduled delivery at no additional cost to the Government. Articles not delivered within 24 hours of the original scheduled delivery date will be considered missing. If missing articles are not delivered by the last workday of the month they will be considered lost. The contractor shall assume full liability for all lost, damaged or destroyed articles at contractor’s facility, and those not attributable to Government negligence.

1.9. EMPLOYEE EDUCATION AND SAFETY.

1.9.1. Employees will participate in relevant continuing education program with documentation available: training in personal hygiene, hand washing, blood borne pathogen transmission, and proper use of personal protective equipment (PPE) new techniques, products, equipment, and infection control policies.

1.9.2. Personal protective equipment available and in use: gowns, aprons, masks, eye protection.

2. SERVICE DELIVERY SUMMARY.

2.1 QUALITY ASSURANCE. The government shall evaluate the contractor’s performance under this contract in accordance with the standards set forth in the Service Delivery Summary.

Government personnel will record all observations and notify the contract manager if an observation indicates defective performance.

Linen Quality Control

a. The government reserves the right to conduct an inspection in the laundry facilities at any reasonable time.

b. All product and procedural changes must be reviewed and approved by the Contracting Officer prior to implementation.

c. Microbial sampling shall be done by and at the discretion of the Contracting Officers Representative.

d. There shall be on file at the laundry, current copies of quality control tests of the formula. These tests shall be available to the surveyor and shall include at a minimum: temperature checks, detergent titration, chlorine concentration and pH levels. Where any quality control checks have identified non-compliance, corrections shall be made within 24 hours.

e. The contractor shall have a prior successful history in providing medical facility laundry services.

f. All plumbing shall be installed to be in compliance with the National Standard Plumbing Code or the Uniform Plumbing Code and maintained in good working order.

g. The contractor shall provide the 22 MDG with annually updated infection control, safety, and quality assurance policy and procedures. The hospital will review and consult with the contractor on pertinent issues.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

No property/services will be furnished by the Government.

4. GENERAL INFORMATION

4.1. Quality Control. The contractor shall establish and maintain a complete Quality Control Program to ensure laundry and dry-cleaning services are performed in accordance with the terms of this contract and commonly accepted commercial practices. A copy of this plan shall be provided to the Contracting Officer for acceptance. The plan shall include the procedure followed to identify, prevent, and ensure non-recurrence of defective service.

4.2. Point of Contact. The contractor shall provide a point of contact that shall be responsible for performance of the work. The name of this person and any alternate(s) shall be designated in writing to the contracting officer upon award of the contract.

4.3. Performance of Services During Crisis Declared by the National Command Authority.

In accordance with DODI 3020.37 (Continuation of Essential DoD Contractor Services During a Crisis), and aforementioned Air Force implementation, unless otherwise directed by the Contracting Officer, it is determined that all requirements under this SOW are essential for performance during a crisis.

5. INSTALLATION ACCESS.

Installation access is restricted to only authorized persons and their vehicles. Authorization to enter McConnell AFB will be granted following a process of identity proofing and vetting, for each unescorted visitor to determine fitness of the individual. Prior to allowing access to McConnell, a minimum of a National Crime Information Center (NCIC) will be completed on all contract employees requesting unescorted access to validate the visitor’s fitness. The contractor and DoD ID card holding sponsor shall ensure a Defense Bio-Metric Identification System (DBIDS) identification card or pass is obtained for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. The contractor shall submit a completed Contractor/Visitor Access Request (CVAR).

5.1. The contracting officer/sponsoring agency will endorse the request and forward it to the Security Forces Pass and Registration office for processing. When reporting to the registration office to obtain a pass, the contract employee will provide a valid driver's license, current vehicle registration and valid vehicle insurance certificate.

5.2. Contract employees will report to Pass and Registration with 30 days from the date of the CVAR to receive the access card/pass. After 30 days, the contractor and sponsoring agency must renew the CVAR. Contract worker access passes provided by Security Forces will not exceed 365 days. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

5.3. Authorization to enter McConnell AFB will be immediately denied in instances revealing the following: felony conviction within 10 years, any violence within 7 years, indecent acts with minors, violence with a weapon, terrorist threats, repetitive history of criminal activity or any other misconduct the commander determines may have a negative effect on good order and discipline or installation security. All information is subject to review and recommendation by the Defense Force Commander. Personnel denied entry will be provided instructions on how to appeal the decision.

5.4. The contractor and base sponsoring agency will ensure all employees are instructed on installation entry access, vehicle processing procedures and traffic enforcement, and shall retrieve all base pass identification media from employees departing for any reason before the contract expires (e.g., terminated for cause, retirement). The retrieved entry passes will be turned in to the contracting officer or the installation Pass & Registration office.

6. ENVIRONMENTAL CONTROLS:

6.1 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations 6 change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer.

6.2 Material Storage and Use. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness and materials handling. This includes hazardous materials.

7. SAFETY REQUIREMENTS: In performing work under this contract, the contractor shall:

7.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

7.2 Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes.

7.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

7.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

7.5 Record and report promptly (within one hour) to the contracting officer or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

7.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

7.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

7.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

Appendix 1 Delivery and Pick Up Schedule

The following chart specifies pick up points and delivery dates for this contract, to exclude federal holidays. All laundry and dry cleaning will be processed and returned by next business day or agreed date by both parties.

Recognized Holidays: Facility will be closed on federally recognized holidays. New Year’s Day, Birthday of Martin Luther King Jr, Presidents Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day. Down Days; contractor will be notified in advance of any 22 MDG Down Days. When a Holiday or Down Day occurs on a scheduled pick up or delivery day, the scheduled pickup and delivery will be performed on the first workday following the holiday (Monday through Friday).
