About this file

This document is a Sole Source Rationale for a firm fixed price open market purchase order for five (5) new commercial, proprietary, brand name Boeing Automated Ultrasonic Scanning System (AUSS) Mobile Laptops for the Fleet Readiness Center Southeast (FRCSE). The total estimated cost is $. This sole source justification is based on the AUSS Mobile Laptops being the only laptops with the proprietary ImageIn software capable of reading the c-scan data format needed to perform critical inspections on Triton aircraft wings. The contracting agency is the Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) and the purchase will be made from the original equipment manufacturer (OEM) and sole distributor NDT Solutions (NDTS), a woman-owned small business. The requested delivery date is 45 days after award, and market research confirms NDTS is the only source for the required AUSS Mobile Laptops.

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source rationale for the proposed contract action pursuant to the authority cited above as the particular brand name product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

number N6588624MP00037. The applicable North American Industrial Classification System code is 541519 (Information Technology Value Added Resellers) with 150 employee size standard. The requested delivery date is 45 days after award.

FRSCE requires a mobile laptop that has the capability to view ultrasonic c-scan data obtained from Triton aircraft wing inspections looking for the presences of defects such as disbands and delamination that will have significant impact to the structural integrity of the wings and flight control surfaces. AUSS Mobile laptops are the only laptops that have proprietary ImageIn software capable of reading the c-scan data format needed to perform the inspection. If the AUSS-Mobile laptops are not procured it will compromise the ability to provide depot engineering and factory level support for fleet wide United States (U.S.) Navy NDI inspection support of in-theater aircraft. Therefore, inability to perform this critical mission will prevent repair of forward deployed aircrafts, preventing the aircraft from executing their mission.

6. Market Research: Market research was conducted from May through August 2024, included reviewing the Department of Defense (DoD) Enterprise Software Initiative (ESI), Department of Navy (DON) Enterprise Software Licensing (ESL) program, National Aeronautics and Space Administration (NASA) Solutions for EnterpriseWide Procurement (SEWP) V, General Services Administration (GSA) Advantage, the open market and through the OEM. This research revealed that NDTS, the sole provider for the required AUSS Mobile laptop only offers this product via open market purchase order.

Boeing as the OEM has only authorized NDTS to sale this product along with the any calibration and maintenance of the AUSS Mobile system and system peripherals. NDTS provided a sole source letter from Boeing on August 25, 2024, confirming the required AUSS Mobile laptops can only be purchased directly through the NDTS, a woman owned small business (CAGE 1Q535). The solicitation will be emailed to NDTS, and the synopsis/solicitation, noting the Governments sole source intent, will be posted on SAM.gov Contracting Opportunities website, along with a redacted sole source justification. All available discounts will be requested for this sole source requirement, using technically acceptable price reasonable evaluation methodology.

Based on current market research, it has been determined only the aforementioned brand name product and/or product support, provided by NDTS, can fully support the Governments need. This requirement is for proprietary products and/or product support and no competitor functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e., there are similar products and/or product support in the marketplace that
